JOINT CIRCULAR
Guidelines on expenditure and management of financial resources for organizing the Third Asian Indoor Games
concerning the organization of the third Asian Indoor Games (AIGames III)
at the third time (AIGames III)

Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the Law on State Budget;
Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Implementing Decision No. 489/QĐ-TTg dated May 2, 2008 of the Prime Minister approving the project to organize the Third Asian Indoor Games in Vietnam;
Implementing Decision No. 486/QĐ-TTg dated May 2, 2008 of the Prime Minister establishing the National Steering Committee for Preparing the Third Asian Indoor Games in Vietnam;
Based on precedents from previous Asian Indoor Games and regulations of international sports federations;
The Ministry of Finance and the Ministry of Culture, Sports and Tourism jointly issue guidelines on expenditure and management of financial resources for organizing the Third Asian Indoor Games in Vietnam (AI Games III) as follows:
This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.
1. AI Games III shall be organized according to the protocol of an international cultural-sports festival, combining with Vietnamese cultural traditions, ensuring professional effectiveness, and demonstrating the spirit of solidarity and mutual understanding among countries in the region.
2. The subjects implementing this Circular are agencies, units, organizations, and individuals using funds to organize AI Games III.
3. The budget for organizing AI Games III includes state budget funds and other lawful sources of funding.
4. The use and management of funds and assets serving AI Games III shall comply with the Law on State Budget and current state regulations on financial management and asset management.
II. SPECIFIC PROVISIONS
1. Funding sources:
The budget for organizing AI Games III includes:
- State budget (including central budget and local budget)
- Contributions, support, and sponsorships from organizations, enterprises, and individuals both domestically and internationally.
- Fees for accommodation of foreign athlete delegations according to international practice at 50 USD/person/day.
- Revenue from ticket sales for viewing competition events, performances, opening and closing ceremonies, copyrights, emblems, and symbols of AI Games III.
- Advertising revenue.
- Other lawful revenues.
2. Contents of expenditure:
2.1 Contents of expenditures covered by the central budget:
a/ Expenditures for preparatory work:
- Expenditures for propaganda, promotion, and advertising (printing banners, posters, insignias, filming, photography, flags, slogans, printing other materials) and publicity through mass media (radio, television, press...).
- Renting optical fiber for broadcasting and network connection.
- Expenditures for purchasing or renting equipment and venues serving AI Games III as required by sub-committees.
- Renting communication lines for the press center, costumes, props, purchasing medicine and medical supplies, security, office supplies.
- Expenditures for the opening and closing ceremonies, directing, staging, scriptwriting, training for ceremonial groups, parades, synchronized performances, music, decoration...
- Expenditures for printing tickets and making cards for participants in AI Games III.
- Expenditures for printing invitations, making medals, commemorative medals, badges of AI Games III, Olympic Vietnam badges, and other souvenirs.
- Expenditures for information technology work.
- Expenditures for conferences, seminars, press conferences of the Organizing Committee.
- Training expenses for referees, guides, volunteers...
- Expenditures for training to implement security, firefighting, and health plans.
- Expenditures for the activities of the Steering Committee, Organizing Committee, and sub-committees.
- Expenditures under contracts signed between Vietnam and the Asian Olympic Council and according to international practices.
- Other expenses;
b/ Expenditures for AI Games III activities:
- Expenditures for the opening and closing ceremonies, summary of AI Games III.
- Expenditures for organizing competitions and performances of various sports.
- Expenditures for food, accommodation, travel, and allowances for international guests, referees, supervisors, coaches, athletes, members of the Steering Committee, Organizing Committee, and sub-committees.
- Renting transportation means.
- Expenses for sample collection and doping control.
- Expenditures for telephone subsidies for members of the Steering Committee, Organizing Committee, and heads of specialized sub-committees.
- Expenditures for awards.
- Expenditures for security, public order, sanitation, health, and service provision.
- Other expenses;
3. Levels of expenditure:
3.1 For guests and foreign athlete delegations:
- Expenditures for food, accommodation, travel, and work for foreign guests according to Circular No. 57/2007/TT-BTC dated June 11, 2007 of the Ministry of Finance on expenditure regulations for hosting foreign guests and Circular No. 127/2007/TT-BTC dated October 31, 2007 amending and supplementing Circulars No. 23/2007/TT-BTC dated March 21, 2007 and No. 57/2007/TT-BTC dated June 11, 2007 of the Ministry of Finance.
- For foreign athlete delegations, expenditures for food and accommodation shall be paid according to contracts with service providers, but not exceeding 50 USD/person/day.
- Vietnamese sports teams staying in hotels will be reimbursed for food and accommodation according to actual contracts, but not exceeding 800,000 VND/person/day; if staying in sports training centers, the reimbursement for food will be 300,000 VND/person/day.
3.2 For staff serving AI Games III:
Staff serving when on duty (including holidays and Sundays) will be compensated as follows:
- Steering Committee, Heads, Deputy Heads of the Organizing Committee: 250,000 VND/day/person.
- Members of the Organizing Committee, Heads, Deputy Heads of sub-committees: 200,000 VND/day/person.
- Members of sub-committees, Organizing Committees of competition events: 150,000 VND/day/person.
- Service staff: 100,000 VND/day/person.
Subsidies for mobile phone charges during the Games (for the entire duration of the Games): Members of the Steering Committee, Organizing Committee, and heads of specialized sub-committees: 300,000 VND/person.
- Participants in synchronized performances, parades, letter formations:
+ Training: 20,000 VND/session/person.
+ Final rehearsal: 35,000 VND/session/person.
+ Official performance: 50,000 VND/session/person.
- Instructors:
+ Training: 40,000 VND/session/person.
+ Final rehearsal: 60,000 VND/session/person.
+ Official performance: 80,000 VND/session/person.
- The subjects participating in artistic performances shall be paid according to the contracts signed between the Organizing Committee and the art groups.
- Allowance for volunteers performing duties: VND 100,000 per day per person.
The number of days eligible for remuneration of members of the Steering Committee, Organizing Committee, Sub-committees, and service staff is the actual number of working days during the official period of organizing the Third AI Games. In cases where work must be carried out earlier or completed later, the Organizing Committee will consider and decide on payment at the prescribed rate, but the extended time shall not exceed five days.
In case a person performs multiple tasks in one day, they shall only be entitled to the highest remuneration level.
State officials who have received this allowance shall not be entitled to travel and accommodation allowances but shall be reimbursed for transportation costs and lodging expenses as stipulated in Circular No. 23/2007/TT-BTC dated March 21, 2007, issued by the Ministry of Finance, which regulates travel expenses and meeting organization costs for administrative agencies and public service units, Circular No. 127/2007/TT-BTC dated October 31, 2007, amending and supplementing Circular No. 23/2007/TT-BTC dated March 21, 2007, and Circular No. 57/2007/TT-BTC dated June 11, 2007, issued by the Ministry of Finance.
For members of the Organizing Committee and Sub-committees, referees who are local residents where the Third AI Games are held and do not stay at accommodations arranged by the Organizing Committee shall not be reimbursed for lodging expenses, but if they provide their own means of transportation, they shall be reimbursed at a fixed rate of VND 20,000 per day per person.
- Expenses for meetings of the Steering Committee, Organizing Committee: VND 70,000 per meeting per person; meetings of Sub-committees: VND 50,000 per meeting per person.
- Expenses for referee training: VND 50,000 per day per person; training for Sub-committees: VND 30,000 per day per person.
- Expenses for printing tickets, invitations, medals, commemorative plaques according to economic contracts and approved budgets.
3.3 - For referees and competition organizing committees for each event:
- Transportation expenses for referees from other regions invited by the Organizing Committee to perform tasks at competition venues shall be reimbursed according to Circular No. 23/2007/TT-BTC dated March 21, 2007, issued by the Ministry of Finance, which regulates travel expenses and meeting organization costs for administrative agencies and public service units, Circular No. 127/2007/TT-BTC dated October 31, 2007, amending and supplementing Circular No. 23/2007/TT-BTC dated March 21, 2007, and Circular No. 57/2007/TT-BTC dated June 11, 2007, issued by the Ministry of Finance.
- The remuneration for performing tasks for events (except football) shall be calculated as follows:

3.5 - Other expense levels:
- Translation and interpreter fees shall be regulated according to Circular No. 57/2007/TT-BTC dated June 11, 2007, issued by the Ministry of Finance concerning foreign reception expenses;
- Any additional expenses not covered by this Circular must be approved by the Chairman of the Steering Committee or the Chairman of the Organizing Committee; at the same time, all legal documents, bidding documents, contracts, invoices, and valid expenditure vouchers must be ensured.
- For members of the Steering Committee, Organizing Committee, Sub-committees, coaches, athletes, referees, performers, musicians, and service staff who are civil servants, contractual employees, long-term contract workers, students, and trainees receiving salaries, scholarships, and living allowances during the organization of the Third AI Games, they shall continue to receive their full salaries, scholarships, and living allowances from their respective management units.
4 - Budget preparation, allocation, and settlement:
4.1 - Budget Preparation:
- For the budget for organizing the Third AI Games: Based on the content of the work and the income and expenditure rates specified in Points 1, 2, and 3 of Part II mentioned above, the Sub-committees shall prepare detailed budgets to be submitted to the Organizing Committee of the Third AI Games. The Organizing Committee of the Third AI Games shall coordinate with the Ministry of Culture, Sports, and Tourism to prepare income and expenditure budgets for the organization of the Third AI Games (including budgets funded from the state budget) to be submitted to the Ministry of Finance for consolidation and submission to the competent authorities for approval.
4.2 - Budget Allocation:
Based on the state budget allocation for organizing the Third AI Games approved by the Prime Minister, the Ministry of Finance shall notify the relevant ministries and localities according to current regulations.
4.3 - Accounting and Settlement of Income and Expenditure for the Third AI Games:
The budget for the Third AI Games shall be recorded under category 550 - subcategory 562 (sports development expenses) in the national budget classification. Upon completion of the Third AI Games, the relevant ministries and localities shall settle the organization expenses with the Ministry of Finance according to current regulations and simultaneously submit them to the Organizing Committee of the Third AI Games.
This Circular shall take effect 15 days after its publication in the Official Gazette and shall apply to the Third AI Games organized in Vietnam in 2009.
III. IMPLEMENTATION PROVISIONS
During implementation, if any issues arise, please promptly report to the relevant ministries: Ministry of Finance, Ministry of Culture, Sports, and Tourism for research, amendment, and supplementation as appropriate.
