DECISION
APPROVING THE MASTER PLAN FOR ECONOMIC AND SOCIAL DEVELOPMENT OF THANH HOA PROVINCE UNTIL 2020
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the preparation, approval, and management of master plans for economic and social development, and Decree No. 04/2008/NĐ-CP dated January 11, 2008 of the Government amending and supplementing certain articles of Decree No. 92/2006/NĐ-CP dated September 7, 2006;
Considering the proposal of the People's Committee of Thanh Hoa Province at the report No. 36/TTr-UBND dated June 1, 2009,
DECISION:
Article 1. Approves the Master Plan for Economic and Social Development of Thanh Hoa Province until 2020, with the main contents as follows:
I. DEVELOPMENT VIEWS
1. Maximizing the potential and advantages of the locality; based on that, effectively utilizing all resources for economic and social development, accelerating the rate of economic growth, narrowing the gap with other provinces in the region and nationwide. From there, building Thanh Hoa into one of the key economic exchange centers between Northern Vietnam and North Central Vietnam and one of the strong economic, cultural, and social centers of the country.
2. Improving the quality of economic growth with a reasonable structure; building a competitive economy that uses natural resources efficiently; developing high-quality industries, services, and tourism; developing agriculture towards safe and sustainable production.
3. Concentrating investment resources to build driving economic zones and key products; prioritizing rapid development of the Nghi Son Economic Zone to create breakthroughs in growth and economic restructuring.
4. Gradually adjusting to achieve harmonious and reasonable development among regions within the province; strongly developing marine and coastal economies; maximizing state support and contributions from various economic sectors to invest in developing the midland and mountainous areas in the west to quickly escape underdevelopment.
5. Combining economic development with gradual progress and social equity. Promoting socialization, especially in education, training, healthcare, environment... ensuring a high-quality human resource to meet rapid development requirements; focusing on poverty reduction, health care for the people, social stability, and strengthening ethnic unity within the province.
6. Viewing scientific and technological development as a key factor in improving product and service quality, promoting economic growth, and enhancing the competitiveness of the economy.
7. Combining economic development with national defense and security consolidation; maintaining territorial sovereignty and maritime islands; maintaining friendly relations with neighboring provinces along the Vietnam-Laos border, ensuring political security and social order and safety.
II. DEVELOPMENT OBJECTIVES
1. General Objective
Rapid, effective, and sustainable economic and social development; achieving fundamental changes in the quality of growth and the competitiveness of the economy. Striving to be among the medium-level provinces of the country by 2015, and basically becoming an industrial province with a reasonable economic structure, a modern and integrated socio-economic infrastructure by 2020; simultaneously becoming one of the key economic, educational, medical, sports, scientific, and technical centers of the North Central Region and the whole country, with stable political security and strengthened national solidarity.
2. Specific objectives
a) Economic objectives
- Annual average growth rate during the period 2011-2015 reaching 17-18%, and exceeding 19% during the period 2016-2020. By 2015, per capita GDP reaches the national average and exceeds the national average after 2015;
- Transitioning the economic structure towards industrialization and modernization; by 2015, the economic structure will be agriculture-industry-construction-services at 15.5%-47.6%-36.8%, and by 2020 it will be 10.1%-51.9%-38%;
- Striving for export turnover to reach 800-850 million USD in 2015 and over 2 billion USD in 2020; export growth rate reaching 19-20% annually;
- Striving for tax revenue to account for about 6-7% of GDP in 2015 and over 7% in 2020.
b) Social objectives
- Limiting population growth rate, natural population growth rate below 0.65% in 2015 and around 0.5% in 2020;
- Maintaining and firmly consolidating the results of universal secondary education, completing universal upper secondary education before 2020; increasing the proportion of trained labor to 45% in 2015 and 55-60% in 2020;
- Creating jobs for about 50,000 workers per year. Reducing urban unemployment rate below 3%; rural underemployment rate below 3.5% in 2020;
- Reducing the poverty rate (based on current standards) by 3-5% annually;
- Completing the healthcare network from provincial level to village level; striving for 85% of commune health stations to have doctors by 2015; reaching 23 hospital beds per 10,000 people in 2015 and 25 beds per 10,000 people in 2020; reducing malnutrition rates among children under five years old to 18-20% in 2015 and below 10% in 2020;
- By 2015, all provincial roads, district roads, and roads to commune centers and clusters of communes will be paved or concreted; 100% of households will have access to electricity; 100% of the population will have access to television.
c) Environmental protection objectives
- Increasing forest coverage to 53-54% in 2015 and above 60% in 2020. Protecting underground water, surface water, coastal areas, and near-coastal areas;
- By 2015, all cities will have centralized waste collection and treatment facilities; 100% of new production facilities will have environmental standard-compliant waste treatment facilities or clean technology applications; the proportion of production facilities meeting environmental standards will exceed 80% in 2015 and 90% in 2020;
- By 2015, all households in cities will have access to clean water, and 90% of households in rural areas will have access to hygienic drinking water, reaching 100% in 2020.
d) National defense and security objectives
Ensuring national defense and security, maintaining territorial sovereignty and maritime islands' stability, political stability, curbing the increase, and gradually reducing crime and social evils.
III. DEVELOPMENT ORIENTATIONS FOR SECTORS AND FIELDS
1. Industry
- Rapidly and firmly develop industries that serve as the foundation for rapid growth and economic restructuring in the Province. Synchronize the development of industry with infrastructure development, gradually forming industrial zones and clusters; quickly implement projects in the Nghi Son Economic Zone and establish other dynamic economic zones to create growth centers for the economy;
- Maintain an annual growth rate of over 21.5% for the industry-construction sector (with a target of 21.4% per year from 2011 to 2015 and 21.6% per year from 2016 to 2020);
- The internal structure of the industry will shift towards a stronger emphasis on basic industries and manufacturing. By 2020, Thanh Hoa Province aims to have a solidly developed modern industrial sector;
- Develop key industries as follows:
+ Petroleum refining industry: complete the Nghi Son Integrated Refinery with a capacity of 10 million tons/year to be operational before 2013, while investing in phase II with a capacity of 10 million tons/year; develop other industries and services such as polypropylene production, synthetic fiber, plastic, synthetic fertilizer, synthetic detergent, and other products;
+ Construction materials industry: accelerate the construction progress of the second cement production lines at the Nghi Son, Bim Son, and Cong Thanh cement plants; construct the Thanh Son cement plant with a capacity of 1.4 million tons/year, aiming to increase the total cement production capacity of the Province to 18-20 million tons by 2015;
Construct some production facilities for construction materials within the Nghi Son Economic Zone and other industrial parks such as concrete plants, ready-mixed concrete plants, precast concrete plants, and roof tile production;
+ Power industry: by 2020, achieve a commercial electricity output exceeding 20 billion kWh. Invest in building the Nghi Son thermal power plant, establishing a large thermal power center in the North Central region. Promptly put the first phase of the Nghi Son thermal power plant with a capacity of 600 MW into operation; invest in the second phase to increase capacity to 1,800 MW by 2015;
Construct hydropower projects: Trung Son Hydropower Plant (260 MW), Hoi Xuan Hydropower Plant (92 MW), and several medium and small hydropower projects such as Ba Thua 1 and 2; Cam Thuy 1 and 2; Song Lo; Song Luong, etc.;
+ Machinery and manufacturing industry
Accelerate the construction progress of the Pomido steel mill with a capacity of 650,000 tons/year and the Nghi Son steel mill with a capacity of 750,000 tons/year. Attract additional projects for steel sheet, shaped steel, high-quality steel production in the Nghi Son Economic Zone with a capacity of about 6 million tons/year, participating in steel production for national defense industry;
Develop machinery repair and manufacturing industry: assemble heavy equipment, transportation vehicles, lifting devices; produce equipment for the construction materials industry and agricultural product processing; electrical equipment, refrigeration equipment, electronic components, computer equipment, automobile assembly, locomotive and railcar production, railway equipment and accessories, etc.;
Complete phase I of the Nghi Son shipbuilding factory with the capability to build new ships up to 50,000 DWT by 2010, invest in phase II to build new ships over 50,000 DWT and repair ships over 100,000 DWT by 2015;
+ Processing industry for agriculture, forestry, and fisheries: renovate, upgrade, and maximize the production capacity of existing facilities; simultaneously build new processing facilities for agriculture, forestry, and fisheries linked to concentrated raw material areas. Expand the capacity of rubber processing factories in Nhuan Xuan and Cam Thuy; upgrade the vegetable processing factory in Nhu Thanh, build a vegetable processing factory in Bim Son and other suitable locations like Hau Loc and Hoang Hoa; food processing factories in Thach Quang Industrial Park (Thach Thanh) and some coastal plain districts;
Modernize technology to improve the quality and production capacity of the Hoang Truong and Le Mon seafood processing factories, and other modern processing facilities in Lac Bang, Lac Hoi, Lac Truong, Ghep, linked to fishing towns; build animal feed processing factories in concentrated livestock-raising districts such as Nong Cong, Trieu Son, Thieu Hoa, Ngoc Lac, etc.;
Build the Chau Loc paper factory with a capacity of 60,000 tons of paper and 50,000 tons of pulp per year; invest in wood export processing from particleboard with a capacity of 5,000 tons per year, a chipboard and fiberboard factory with a capacity of 15,000 cubic meters per year, and a particleboard factory from bamboo with a capacity of 16,000 cubic meters per year, linked to concentrated raw material areas;3per year, a bamboo matting particleboard factory with a capacity of 16,000 m³ per year associated with concentrated raw material areas.3per year linked to concentrated raw material areas.
+ Continue developing other industries: mining industry, consumer goods and export production, garment industry, packaging, leather and footwear, travel goods, sports goods. Gradually develop certain high-tech industries. Revive and develop traditional craft villages such as rush mat weaving and rush products, embroidery, silk weaving, brocade weaving, rattan and bamboo weaving, fine arts, and jewelry made from stone;
- Develop industrial zones and clusters:
Continue deep investment and expand the scale of existing industrial parks; form additional industrial parks in Thanh Hoa City, Bim Son Town, and districts such as Ngoc Lac, Hau Loc, Quang Xuan, Hoang Hoa, Nhuan Xuan (Bai Tran), Thach Thanh (Thach Quang). By 2015, invest in building and gradually modernizing the infrastructure of established industrial parks, intensify investment promotion to increase the occupancy rate of industrial parks in the province;
- Develop small and medium-sized industrial clusters and craft village clusters in districts and towns within the province. Strive to have craft village clusters in all plains communes and approximately 50% of mountainous communes by 2020;
2. Services
Rapidly and diversely develop various service sectors to make services a major job creator and contributor to economic growth;
Achieve an average annual growth rate of 18.5% for the service sector during the period 2011-2020; raise the share of services in GDP to 36.8% by 2015 and above 38% by 2020. Export value of goods and services reach 800-850 million USD in 2015 and over 2 billion USD in 2020;
Develop key service sectors:
- Commerce: develop a synchronized commercial system, build Thanh Hoa into one of the main convergence points for goods on the North-South transportation route and the flow of goods between the Northwest region and northern Laos provinces linked with the Nghi Son port and mountainous regions nationwide;
Invest in building modern commercial centers in the city of Thanh Hoa, the Nghi Son Economic Zone connected to the Non-Tariff Zone; construct the Na Meo Border Economic Zone as a trading center for goods between Thanh Hoa and Laos, especially northern Laos and adjacent areas; establish some commercial centers in Bim Son, Ngoc Lac, and other cities with wide influence;
- Tourism: rapidly and sustainably develop the tourism industry to become an important economic sector and make significant contributions to the economy. Focus on developing key tourist areas, creating diverse, high-quality tourism products; gradually transform Thanh Hoa into one of the major tourist centers in the country and a key point in the national tourism system. Strive to attract approximately 3 million visitors per year by 2015, including about 30% international tourists, and 5 million visitors per year with 40% international tourists by 2020;
Build a synchronized infrastructure for the Sam Son tourist area to quickly become a large tourist city. Invest in constructing the Ha Mong tourist area, the House of Ho city, Cam Luong Fish Spring, Lam Kinh, Ben En, Nga Son, Hai Hoa, Hai Tien tourist areas. Implement construction of the Cu Da Lake Ecotourism Area, the Nghi Son Ecotourism Area, and other tourist areas after 2010;
- Transportation: diversify various forms of transportation, combining road, rail, and inland waterway transport; exploit the strengths of the deep-water Nghi Son port cluster and the river port system to expand maritime and inland waterway transport. Develop passenger transport routes, combining with tourism development; form transport routes to tourist areas; focus on developing passenger transport in the city of Thanh Hoa, towns, and major economic centers of the Province;
- Finance, banking: encourage domestic and foreign banks, particularly large financial organizations from the region and internationally, to open branches or representative offices within the Province's territory; gradually form a large financial market to meet the increasing capital needs of all economic sectors;
- Vigorously develop postal services, telecommunications, and information technology, contributing positively to economic and social development, ensuring national defense and security;
- Rapidly develop other service sectors such as training services, consulting services, technology transfer...
3. Agriculture, Forestry, Aquaculture
- Comprehensive development of the agricultural sector, moving towards building a high-tech, clean agriculture oriented towards export, rapidly increasing income value per unit area. At the same time, gradually improve infrastructure serving agricultural development, proactively respond effectively to natural disasters;
- The growth rate of agriculture, forestry, and aquaculture reaches 5% per year during the period 2011-2015 and 5.1% during the period 2016-2020; reduce the share of agriculture, forestry, and aquaculture in GDP from 31.6% in 2005 to 15.5% in 2015 and 10.1% in 2020;
- Stabilize the area of food crops to reach 270-280 thousand hectares by 2020; of which, rice area is about 220-230 thousand hectares, corn area is about 50-60 thousand hectares; food production in 2020 will reach about 1.7 million tons, ensuring food security and a large amount of food commodities. Strongly adjust crop structure, form concentrated production areas, key products; increase the area of high-value crops from about 30% of the total planting area in 2010 to over 50% in 2020;
- Develop other crops: rubber plantations to reach 25,000 hectares by 2015; sugarcane area stabilized at 26,000-28,000 hectares by 2020; soybean area 22,000-23,000 hectares by 2020; rush area stabilized at 3,000-3,500 hectares linked with processing industries;
- Vigorously develop animal husbandry in terms of both scale and quality of livestock and poultry towards commodity production, raising the proportion of animal husbandry in the value of agricultural production to 45% in 2015 and over 50% in 2020;
- Develop forestry in the direction of protection, development, and rational exploitation of forest resources to ensure protective functions and environmental protection; at the same time, increase contributions to the economy; strive to enclose and nurture about 250-300 thousand hectares by 2020, plant new forests annually from 10-13 thousand hectares, raise forest coverage to 53%-54% in 2015 and over 60% in 2020. Establish raw material forest areas such as bamboo, paper raw materials, wood... linked with processing industries;
- Develop fisheries comprehensively in both capture and cultivation towards improving efficiency while ensuring ecological environment, providing stable raw materials for processing and export. Vigorously develop freshwater, brackish, and marine aquaculture; by 2015, the area of aquaculture will reach 19,000-20,000 hectares and over 30,000 hectares by 2020. Harmonize investment to enhance offshore fishing capacity with organized rational exploitation of nearshore areas, increasing catch volume to 70 thousand tons in 2015 and stabilizing at over 90 thousand tons in 2020;
Expand various types of services serving agricultural, forestry, and aquaculture production;
4. Social Fields
a) Education and Training
Develop education and training towards standardization, improving the quality of teachers and educational management staff, building a learning society; promote socialization in education and training to mobilize all resources for the development of education and training. By 2015, 100% of teachers at all levels will meet standards, of which 30-35% exceed standards. Strengthen physical facilities for teaching and learning, complete the process of solidifying schools and classrooms in the Province before 2015; vigorously build national standard schools, by 2020 the ratio of schools meeting standards at kindergarten level will be 65%, primary school level 65%, junior high school level 65%, and high school level 50%;
Maintain and consolidate the achievements of universal secondary education and implement universal secondary education, striving to complete universal secondary education before 2020.
Diversify vocational training forms; prioritize vocational training for rural workers; increase the proportion of trained labor to 45% in 2015 and 60% in 2020. Continue to invest in building Hong Duc University into a high-quality training center. Develop planning for the development and expansion of human resource training facilities in accordance with the overall planning of the country.
b) Health care, community health services
Develop the health care and community health service sector towards proactive and active prevention; ensure that all citizens have access to initial medical examination and treatment and basic health services.
Promote socialization, strengthen investment in material infrastructure, equipment, and healthcare staff from the provincial level to grassroots levels to improve the quality of medical examination and treatment, population and family planning activities; by 2015, achieve 85% of commune health stations having doctors and meeting national standards for health; the hospital bed ratio reaching 23 beds per 10,000 people and 25 beds per 10,000 people in 2020. Complete the upgrading and modernization of the Provincial General Hospital, enhance equipment and expand some specialized departments; complete the construction of the Children's Hospital, the General Hospital of Ngoc Lac District, and some district-level hospitals. Consolidate specialized hospitals meeting criteria for Class 2 hospitals and above.
Effectively implement national health programs. Reduce the rate of malnutrition among children under five years old to below 20% in 2015 and below 10% in 2020; reduce the infant mortality rate under one year old to below 15 per thousand in 2020; reduce the annual birth rate by 0.5 per thousand to decrease the natural population growth rate to 0.5% in 2020.
c) Science and technology
Strengthen research, application, and development of technology; select advanced, modern, environmentally friendly technologies suitable for the orientation of economic sector development. Focus on investing in building some scientific and technological facilities where the province has strengths, encourage, and create favorable conditions for enterprises to invest in researching, applying, and developing science and technology.
d) Broadcasting and television
Rapidly develop a widespread digital television network; invest in building technical infrastructure to receive information from the VINASAT-1 satellite; expand coverage to remote areas, enhance broadcasting in ethnic languages. By 2010, achieve 100% radio coverage; achieve 100% television coverage before 2015.
đ) Culture, physical education, and sports.
Improve the quality of cultural activities, information dissemination, and entertainment facilities to meet the spiritual cultural needs of the people. Continue to invest in preserving, restoring, and promoting the value of key historical and cultural relics. Complete the Lam Kinh project, build the Ho Citadel heritage site, Lady Trieu Monument, etc., upgrade and restore other historical and cultural relics. Strive to reach 100% of villages and communes having cultural houses, entertainment points, public address systems, and legal libraries by 2020.
Develop mass physical education and sports activities based on promoting socialization. Invest in building the Provincial Sports Complex and the North Central Training Center for Athletes; sports training facilities in districts; focus on identifying, training, and nurturing talented athletes to develop high-performance sports disciplines, striving to bring Thanh Hoa back into the top ten provinces nationwide in physical education and sports.
e) Labor, employment, and poverty reduction:
Improve and enhance the living standards of the people; strive to reduce the poverty rate by 3-5% annually. Implement social welfare policies effectively within the region. Create new jobs each year for about 40,000-50,000 workers, promote labor export, reduce unemployment rates in urban areas and underemployment rates in rural areas; focus on training human resources to meet the requirements of socio-economic development.
5. Infrastructure Development
a) Transportation
- Roadways:
Develop a synchronized transportation system, ensuring connectivity within the region and between localities in the province; connect with national economic centers; prioritize opening transportation routes connecting to the Northwest region, the East-West ring road connecting to Laos, Thailand, Myanmar; coastal roads connecting to the Red River Delta. Modernize transportation systems in key areas: Nghi Son Economic Zone, Thanh Hoa City, Bim Son Town, Sam Son Town, etc.; construct new important roads for economic development, security, and defense, especially those connecting to main axes such as:
National Highway 1A: Upgrade National Highway 1A to Class III standard. Construct major railway intersections and busy crossroads; residential roads in industrial zones.
Ho Chi Minh Highway: Implement Phase II. Invest in constructing a crossroad connecting the Ho Chi Minh Highway to National Highway 1A (Thach Quang - Bim Son) to Class III standard and residential roads along the Ho Chi Minh Highway.
North-South Expressway section through Thanh Hoa, approximately 100 km long.
Nghi Son - Bai Tran Road (53 km long) connecting Nghi Son Port to the Ho Chi Minh Highway全线贯通,达到三级标准,其中在Nghi Sơn经济区达到二级标准。
Yên Cát - Bến Sung - Chuồng - Tân Dân Road.
Other National Highways: Upgrade National Highway 47 to Class III, National Highways 10, 45, 15A, 217 to Class IV. Extend National Highway 10 from But Son to connect with National Highway 1A (But Son - Do Dai - Ngua Moi - Nui Cheet); extend National Highway 45 to Nghe An Province to connect with National Highway 48 (via the route of Yen Cat - Thanh Quan) before 2010. Aim to upgrade all National Highways in the province to Class III, with some important sections reaching Class II. Extend National Highway 217 to National Highway 10; build National Highway 217 as the Trans-Asia Highway.
Provincial Roads System: During the 2011-2020 period, continue to upgrade the provincial road system to Class III and IV standards in plains areas and Class III, IV, and V standards in mountainous areas; sections passing through towns should meet Class II and III standards. Construct traffic junctions at major intersections. Upgrade some important routes to national highways.
The cross-country system includes: Van Mai - Muong Lat road, 70 km long; Lang Chanh - Yen Khuong - Meng Border Gate road, 44 km long; Hoi Xuan - Ten Tan - Muong Chan (Cang Border Gate) road, 139 km long; Thuan Xuan - Bat Mot - Kheo Border Gate section, 60.3 km long; Yen Cat - Thanh Quan - Bu Cam road, 64 km long; Muong Min - Na Meo road, 21 km long; and Yen Nhan - Kham Border Gate road, 22 km long; after 2010, some important sections will be expanded to reach Class IV standards.
Urban roads (some main routes)
Thanh Hoa City: construction of National Highway 1A bypassing Thanh Hoa City; Nam Song Ma Avenue (Ham Rong - Saim山上公路(涵戎至三山);延长黎利大道;西绕城路;2010年前建设47号国道三山至清化市路段。进行对薄弱、狭窄桥梁的改造和新建,如各cko Coc、Lai Thanh、Sang、Cao、Hac等桥。
其他城市区域:同步建设三山市、毕明山市和新宁县、玉腊县的城市内部交通系统。到2020年,全省所有大城市将拥有完整且现代化的交通网络。
海岸公路:建设一条长约100公里的海岸公路(从 điển hộ, nga sơn 到 县静嘉的新市镇),以及与主要干线和大城市连接的横向公路。2010年后投资建设一些跨河口桥梁和与1号国道、10号国道及南北高速公路连接的横向公路。
边境巡逻道路:边境巡逻道路长289公里;通往边境点和观察点的道路长49公里;从边防站到边境巡逻道路的道路长317公里。到2015年达到60-70%,并在2020年完成。
农村交通系统:到2010年,所有乡都有汽车到达乡中心的道路;县级道路硬化率达到100%,平原地区乡级道路硬化率70%,山区和丘陵地区县级道路硬化率60%,乡级道路硬化率50%。2010年后改造和升级农村交通系统,其中县级道路达到五级、六级标准,全部沥青化;乡级和村级道路达到农村公路A类标准。
到2020年基本稳定交通基础设施,为经济社会发展创造条件。
在2015年前完成一些大河上的桥梁建设,如:nga sơn 的 tham 桥,hoang hoa 的 bu son 桥,huong hoa 的 do dai 桥,yen dinh 的 hoang 桥,thieu hoa 的 thieu khanh 桥,hoang hoa 的 hoang khanh 桥,cam thuy 的 cam van 桥,ba thuooc 的 ben kem 桥,quan hoa 的 nam tien 桥,muong lat 的 lat 桥,thach thanh 的 kim tan 桥,以及山区各县的吊桥系统。
- 水运:投资建设完整的宁顺港群。首先建设宁顺综合港,可接纳3万吨级船舶,准备条件以在2015年前将港口吞吐量提升至5000万吨/年。研究深水转运港在梅岛的建设。扩建综合港并建设一些专用港,服务于炼油化工联合体、发电厂、钢铁厂和水泥厂。
提升和扩建内河港口:礼门港、len 港(每年160万至250万吨)、lach hoi 港、ham rong 港。在2010年后启动广洲港建设,规模为5个泊位,可接纳1000吨级船舶,年吞吐量150万吨。
发展通往东北各省(包括广宁、海防、太平等)的内河运输。
- 铁路:发展省内铁路网,连接有大量运输需求的地区,特别是宁顺经济区。2010年后升级改造现有铁路系统,并建设南北高速铁路。投资建设一些跨越国道和重要省道的立交桥。
- 航空:争取在2020年前启动广仁-广祥民用机场建设。
b) 水利和渔业基础设施
开工建设北湖水库灌溉渠系统,为常春、玉腊、yen dinh、thieu hoa县及其他一些地方提供灌溉服务。
集中投资重要水利设施:len 大坝,提升hoang khanh、xa loan、yen ton灌溉系统,为严重干旱和盐碱地区的灌溉系统。完成宁顺经济区供水系统,东绥市排水系统,kenh than 排水主干道,北楚河、南松马河、凤洲流、松黄河、松农河区域的泵站排水系统。
投资建设河流堤防系统,特别注意con 河堤防。在2012年前完成沿海堤防系统(包括河口堤防)。
完善城市渔业中心和结合水产养殖的农场开发项目。
c) 发展电力网络
新建和升级改造整个输电和配电系统,确保高质量供电,满足当地经济社会发展的需求。
重视小型水电站建设和偏远地区电力供应网络建设。确保全省人口在2015年前全部通电,总用电量达到5-6亿千瓦时。
d) 给排水
同步建设城市、市镇、经济区和大型工业区的给排水系统;改造、扩建和新建城镇和集中居民区的供水系统。优先建设清化市、毕明山市、三山市、宁顺经济区和县府中心的水厂,确保2020年前大城市居民每天平均用水量达到180-200升。
到2015年,建设完善清化市和其他市镇、工业区、经济区的排水和污水处理设施。对于集中型工业区,建设独立的排水系统和处理站,确保所有废水在排放前都达到标准。
邮政和电信
Develop a widespread postal network throughout all regions and areas within the Province. Focus on developing modern telecommunications infrastructure with extensive coverage across the territory, high capacity, speed, and quality to meet the communication needs of the Party committees, government, businesses, and people, contributing positively to economic and social development, ensuring national security and defense, flood prevention, and disaster mitigation.
IV. ECONOMIC AND SOCIAL SPACE ORGANIZATION PLAN
1. Development Plan for Regions
a) Plain Region: Leverage the role of this region as a driving force to promote growth and economic restructuring in the Province. Develop industries such as new shipbuilding and repair, processing, cement, light industry, electronics, and high-tech industries. Accelerate the construction of industrial park infrastructure and increase the occupancy rate of existing industrial parks. Develop industrial clusters and rural craft villages.
Vigorously develop service sectors such as commerce, financial banking, transportation, and postal telecommunications.
Promote agricultural production towards commercialization; form specialized zones for food crops, cash crops, food crops, and concentrated livestock farming areas.
b) Coastal Region: Build this area into an economically dynamic zone, serving as a driving force to boost economic growth in the Province and the entire North Central region.
Accelerate the construction of industrial parks and large-scale industrial projects such as cement, thermal power, ship repair and building, especially oil refining and petrochemical industries, and post-refining industries, as well as processing industries for agriculture, forestry, and fisheries products.
Develop and fully exploit islands, coastal waters, ports, rivers, and creeks; build the city of Ghép into a central economic exchange hub between the North and South; construct the Lễ Môn port, Lèn port, and particularly the deep-water port cluster at Nghi Sơn.
Construct and modernize tourism infrastructure in Sầm Sơn; invest in building tourist areas in Hải Tiến, Hải Hòa, and Nghi Sơn Island, linking them with other tourist spots within the Province and neighboring provinces.
Develop trade, import-export, marine transport, and financial banking sectors. Establish a free trade zone within the Nghi Sơn Economic Zone, gradually transforming this area into an international exchange center for the Province and the entire North Central region.
Promote agricultural production towards forming specialized rice, rush, peanut, soybean, vegetable, flower, and ornamental plant zones. Develop livestock and aquaculture towards farm and industrial production, large-scale commercial production.
c) Midland and Mountainous Region: Protect and regenerate existing forests; invest in forest capital, combining protective forests with productive forests, creating a sustainable ecological zone. Develop productive forests towards intensive cultivation, forming concentrated forest raw material zones supplying materials for wood processing.
Develop advantageous industrial tree zones such as rubber, sugar cane, pineapple, and concentrated livestock farming areas, particularly high-quality beef farming, providing raw materials for processing industries.
Develop mining and mineral processing industries, construction materials production, hydropower, and agricultural and forestry product processing (paper, plywood, export flooring, etc.). Construct some industrial clusters linked with rural craft villages along the Ho Chi Minh Highway.
Invest in constructing the Na Mèo border economic zone, upgrading the Tén Tằn border gate, and other border gates into international border gates combined with border economic zones.
Invest in constructing tourist areas in Bến En Lake, Yên Mỹ Lake, Cửa Đặt Lake, and Cẩm Lương Fish Spring. Protect and reasonably exploit national parks and nature reserves in the region to serve tourism and scientific research.
2. Orientation for Urban Space Development
By 2020, Thanh Hoa Province will have approximately 65-70 urban areas developed at three levels: central urban areas of the Province and regions, district central urban areas, and commune central urban areas. The urban population of Thanh Hoa Province will be about 850 thousand people in 2010 and 1.5 million people in 2020, with corresponding urbanization rates of 20% and 35%, respectively, achieving an average annual urbanization rate of 5.5-6%. The orientation for urban space development from now until 2020 is as follows:
The urban system of the Province will develop in a radiating pattern from the central urban area towards the coastal area and the southwestern direction, distributed along national highways.
- Thanh Hoa City: Expand towards the southeast, aiming to merge with Sầm Sơn Town to become a Class I urban area before 2020, with a population of about 450,000-500,000 people in 2020.
- Bỉm Sơn Town: Invest in upgrading the town from its current Class IV urban area to a Class III urban area before 2015.
- Nghi Sơn Town (Province Gia): Invest in upgrading it to a Class III urban area in 2015 and a Class II urban area in 2020, consistent with the development process of the Economic Zone and the Nam Thanh - Bắc Nghệ region.
- Central Western Region Urban Area of Ngọc Lặc: Concentrate investment in rapidly building the infrastructure of Ngọc Lặc Town according to the standards of a Class IV urban area; continue expanding the urban space to upgrade it to a Class III urban area in 2020, serving as a growth core for the midland and mountainous western region of the Province.
In addition to these urban areas, review and adjust the planning of other urban areas in the Province. From now until 2015, focus on investing in building the infrastructure of district central towns, especially the internal traffic systems and electricity, water supply, and drainage systems. Invest in building urban areas linked with the development of commercial services and support systems for rural and mountainous areas.
V. LIST OF PRIORITY PROGRAMS AND PROJECTS FOR RESEARCH AND INVESTMENT
1. List of Priority Programs for Research and Investment
- Program for Building Infrastructure in the Comprehensive Economic Zone of Nghi Sơn;
- Program for Developing the Economy and Society in the Western Region of Thanh Hoa Province;
- Program for Developing Tourism in Thanh Hoa Province;
- Program for Building Rural Infrastructure Linked with New Rural Development;
- Program for Rapid and Sustainable Poverty Reduction in 7 Poor Districts According to Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government;
- Program for Comprehensive Development of Thanh Hoa City;
- Rubber tree development program in the Province;
- Intensive rice cultivation program for high productivity, quality, and efficiency;
- National target program on responding to climate change.
2. Priority research and investment projects list
(Appendix attached).
VI. MAJOR SOLUTIONS TO IMPLEMENT THE PLAN
1. Mobilizing investment capital
The investment capital requirement for the period 2011 - 2020 is approximately 452 trillion VND, including:
- Investment capital for the industry-construction sector about 262 trillion VND;
- Investment capital for the service sector about 161 trillion VND;
- Investment capital for the agriculture-forestry-aquaculture sector about 29 trillion VND.
To mobilize investment capital, it is necessary to closely coordinate with relevant Ministries and sectors from the planning stage to ensure that key projects of the Province, especially large-scale transportation, irrigation, national defense, and security projects, are fully reflected in the plan and development programs with corresponding funding plans.
Diversify investments; continue to promote administrative reform to create a transparent investment environment; develop attractive mechanisms and policies and enhance investment promotion activities to encourage various economic sectors to invest in production and business development within the Province.
In addition to state budget investment capital, encourage enterprises to invest through BT, BOT, BTO and other forms to attract substantial capital for infrastructure development. Vigorously promote foreign investment attraction efforts through various methods to secure ODA and FDI funds from countries and international organizations.
2. Training and human resource development solutions.
Enhance training capacity for universities, colleges, and vocational schools to meet the socio-economic development requirements of the Province and the North Central region. Focus investment on university equipment, facilities, and improving teacher capabilities.
Expand vocational training formats, focusing on high-demand industries such as petrochemicals, construction, mining, building materials production, machinery manufacturing, electricity, agricultural product processing...
Encourage enterprises to participate in vocational training for both internal and external workforce. Promote collaborative training models to expand scale, format, and industry training. Emphasize training skilled workers and high-level management personnel.
Promote socialization in education, develop private and non-state schools to attract all resources into human resource training.
3. Science and technology solutions
Increase investment, mobilize and effectively utilize resources for scientific and technological research and application in production and daily life; establish preferential policies to encourage businesses, organizations, and individuals to invest in research, application, and transfer of advanced science and technology to production.
Improve organizational structure and management towards socialization, emphasizing autonomy and responsibility of scientific and technological organizations and individuals.
4. Resource protection and environmental conservation
Strengthen propaganda and education to raise public awareness and organizations' understanding about environmental protection, viewing it as a shared responsibility of society.
Review, supplement, and complete regulations to ensure rational, economical, and effective exploitation and utilization of natural resources for socio-economic development and environmental protection.
Invest in waste treatment facilities in industrial zones, hospitals, urban areas, etc., ensuring treated waste meets standards before being discharged into the environment. Establish support mechanisms for enterprises to innovate and apply advanced technologies and clean production technologies to reduce pollution and protect the environment. Regularly inspect, monitor, and strictly handle violations of environmental laws.
Effectively implement afforestation programs and green mountainous land reclamation programs to increase forest coverage and protect water sources.
VII. ORGANIZATION AND MONITORING OF PLAN IMPLEMENTATION
1. Announcing and disseminating the Plan
- Organize the announcement and dissemination of the Provincial Socio-Economic Development Master Plan until 2020 to all Party committees, authorities, sectors, mass organizations, enterprises, and people in the Province.
- Organize introductions and promotions of potential advantages, priority programs, and projects to investors.
2. Developing action programs
- After the Plan is approved by the Prime Minister, based on the Plan's objectives, the Province will develop action programs to gradually implement the Plan.
- Specificize the Plan's objectives through five-year and annual plans for implementation. Adjust and supplement the Plan promptly according to changes in socio-economic development conditions at different times.
- All levels, sectors, political-social organizations, and the people have the responsibility to inspect and supervise the implementation of the Plan.
Article 2. Delegate the People's Committee of Thanh Hoa Province to base on the approved socio-economic development goals, tasks, and directions in the Plan, coordinate with relevant Ministries and sectors to direct the establishment, review, adjustment, supplementation, and implementation of the following contents according to regulations:
1. Comprehensive socio-economic development master plan at the district level; construction plan; land use plan; industry and sector development plan to ensure overall and synchronized development between socio-economy and national defense and security.
2. Develop long-term, medium-term, and short-term plans, key socio-economic development programs, and specific projects to concentrate investment and reasonably allocate capital.
3. Study and issue, or submit to competent state agencies for issuance (if beyond authority), some appropriate mechanisms and policies suitable for the Province's development needs at each stage, aimed at attracting and mobilizing resources to implement the Plan.
Article 3. Relevant ministries and sectors within their functions, tasks, and authorities are responsible for:
Guide and assist the People's Committee of Thanh Hoa Province in researching and establishing the planning mentioned in Article 2; study and build appropriate mechanisms and policies to meet the requirements for socio-economic development of Thanh Hoa Province at each stage, thereby effectively utilizing resources; encourage and attract investment according to the socio-economic development goals and tasks set out in the Planning.
Accelerate investment and implementation of projects and works with regional scale and importance for the socio-economic development of Thanh Hoa Province that have been decided to invest. Study, consider, adjust, and supplement industry development plans, investment plans for related projects already proposed in approved planning. Support the Province in finding and allocating domestic and foreign investment capital to implement the Planning.
Article 4. This Decision takes effect from November 15, 2009.
Article 5. The Chairman of the People's Committee of Thanh Hoa Province, Ministers, Heads of ministerial-level agencies, and Heads of government agencies are responsible for implementing this Decision.
