Pursuant to the Government Organization Law dated September 30, 1992;

 Pursuant to Decree No. 96/CP dated December 7, 1993 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs;

 After receiving the unified opinions of central ministries, sectors, mass organizations, and provinces and cities,

Pursuant to …;

Article 1. Adjust the poverty standard for the period 2001-2005 based on the average income per capita in households for each region as follows:

- Mountainous and coastal rural areas: 80,000 VND/month, 960,000 VND/year;

- Plain rural areas: 100,000 VND/month, 1,200,000 VND/year;

- Urban areas: 150,000 VND/month, 1,800,000 VND/year.

Households with an average income per capita below the aforementioned level shall be identified as poor households.

Article 2. Based on the economic and social development situation and the results of the poverty reduction program, provinces and cities may raise the poverty standard higher than that specified in Article 1 provided that they meet three conditions:

- The average income per capita of the province or city is higher than the national average income per capita;

- The poverty rate of the province or city is lower than the national poverty rate;

- They have sufficient resources to support poor households and individuals.

Article 3. This Decision takes effect from January 1, 2001. During implementation, if there are any unsuitable aspects, please report them to the Ministry of Labor, Invalids and Social Affairs for study and consideration of adjustments.
