Regarding the establishment of Border Economic Zones and the application of Border Economic Zone policies to the area Hoanh Mo - Dong Van and Bac Phong Sinh, Quang Ninh Province.
PRIME MINISTER
Pursuant to the Law on Organization dated December 25, 2001;
Considering the proposal of the People's Committee of Quang Ninh Province at Document No. 69/TT-UB dated May 27, 2002; the proposal of the Ministry of Planning and Investment at Document No. 5450/BKH-QLKT dated August 26, 2002; opinions of relevant ministries and sectors, Two Border Economic Zones under Quang Ninh Province shall be established including: Ministry of Science and Technology - The Hoanh Mo - Dong Van Border Economic Zone with the scope comprising Hoanh Mo and Dong Van communes under Binh Lieu District.
DECISION:
Article 1. - The Bac Phong Sinh Border Economic Zone with the scope comprising Quang Duc commune under Hai Ha District.
The Hoanh Mo - Dong Van Border Economic Zone and the Bac Phong Sinh Border Economic Zone shall apply Decision No. 53/2001/QĐ-TTg dated April 19, 2001 of the Government on policies for Border Economic Zones along the border.
During the implementation, the People's Committee of Quang Ninh Province shall be responsible for:
Article 2. - Preparing and organizing the implementation of planning for construction of Border Economic Zones within the scope specified in Article 1.
Article 3. - Prioritizing the sequence of investment in construction projects and sub-projects so that completed projects can be put into effective use.
- Annually preparing reports to submit to the Prime Minister. Taking the lead and coordinating with relevant ministries and sectors to evaluate the application of the aforementioned policies and proposing necessary adjustments and supplements to the Prime Minister.
- CLOSELY COORDINATING WITH THE MINISTRY OF NATIONAL DEFENSE AND THE MINISTRY OF PUBLIC SECURITY TO EFFECTIVELY IMPLEMENT PROJECTS RELATED TO SECURITY AND NATIONAL DEFENSE.
Ministers, heads of ministerial-level agencies, heads of agencies under the Government, and the Chairman of the People's Committee of Quang Ninh Province are responsible for implementing this Decision.
Annually, prepare a report to submit to the Prime Minister. Take the lead and coordinate with relevant ministries and sectors to assess the implementation of the aforementioned policies and recommend necessary adjustments and supplements to the Prime Minister.
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
The Ministers, Heads of ministerial-level agencies, Heads of government agencies, and the Chairman of the People's Committee of Quang Ninh Province are responsible for implementing this Decision.
