Regarding the provision of functions, tasks, powers, and organizational structure
of the Local Industry Department

THE MINISTER OF INDUSTRY
Pursuant to Decree No. 55/2003/NĐ-CP dated May 28, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry;
At the suggestion of the Director of the Department of Organization and Cadres,
DECIDES:
Article 1. The Local Industry Department, under the Ministry of Industry, assists the Minister in performing state management functions for industrial development at local levels nationwide in accordance with the law.
The Local Industry Department has legal personality, its own seal and separate account, operational funds provided by the State budget, and its headquarters is located in Hanoi city.
Article 2. The Local Industry Department has the following tasks and powers:
1. Organizing and guiding the development of planning and long-term plans for industrial development at local levels to be submitted to the Minister for approval or adoption, and being responsible for guiding, inspecting the implementation thereof.
2. Taking the lead in drafting regulatory legal documents on industrial development at local levels, submitting them to the Minister for issuance or proposing relevant state agencies with authority to issue them, and being responsible for guiding, inspecting the implementation thereof.
3. Taking the lead and coordinating with Departments and related agencies to propose to the Minister to participate with other Ministries, sectors, and localities in the formulation, issuance, amendment, and supplementation of mechanisms and policies encouraging industrial development at local levels.
4. Developing national programs and plans for promoting industry and annual budgets for national promotion of industry, reporting to the Minister for consolidation into the Ministry's budget proposal to be submitted to the State for approval, and being responsible for implementing after approval.
5. Taking the lead in reviewing and submitting to the Minister for approval the budget estimates for national industry promotion projects.
6. Managing the National Industry Promotion Fund.
7. Monitoring, compiling statistics, and summarizing data on industrial development at local levels nationwide.
8. Organizing and guiding activities to disseminate production experience, management, technology transfer, environmental protection, investment advisory services, participation in trade fairs and exhibitions to promote products, providing information, and other promotional activities for local industries to enhance production and international economic integration.
9. Developing cooperative relationships and economic, scientific, technological, and training links with domestic and foreign organizations and individuals to attract and establish resources for industrial development at local levels.
10. Coordinating with local Industry Departments to prepare annual conferences on industrial development by territorial regions.
11. Organizing professional training and capacity building in state management in the field of local industry.
12. Participating in developing strategies, planning, and long-term plans for the development of industrial sectors.
13. Participating in reviewing investment projects related to industrial sectors under the Ministry's management.
14. Participating in reviewing reform initiatives for state-owned enterprises under the Ministry of Industry and related localities.
15. Managing organizational structure, staffing, and assets assigned according to the law and delegation by the Ministry.
16. Performing other tasks and duties assigned by the Minister.
Article 3. The organizational structure of the Local Industry Department includes:
1. Leadership:
a) Director;
b) Deputy Directors.
The Director of the Local Industry Department is responsible to the Minister of Industry for leading and managing all activities of the Department. Deputy Directors assist in overseeing specific areas of work as delegated by the Director.
The Director, Deputy Directors are appointed and relieved from office by the Minister.
2. Staff supporting the Director includes:
a) Personnel and Administrative Office;
b) Planning and Finance Office;
c) Small Craft Industries Office;
d) Processing Industry Office.
3. Subordinate units.
The Director of the Local Industry Department is responsible for defining the functions and tasks of the Offices within the Department and developing proposals for establishing subordinate units to be submitted to the Minister for decision.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Head of the Ministry’s General Office, the Inspector General, Department Heads, Directors, Heads of subordinate agencies and units under the Ministry, and the Director of the Local Industry Department are responsible for implementing this Decision./.
