Approving the Master Plan for Border Region Construction until 2020 Vietnam-China

PRIME MINISTER

Based on the Law on the Organization of the Government dated December 25, 2001;

Pursuant to Resolution No. 37/NQ-TW dated July 1, 2004 of the Politburo on the orientation for economic and social development and national defense and security in the midland and mountainous northern region until 2010 and Decision No. 120/2003/QD-TTg dated June 11, 2003 of the Prime Minister approving the Strategy for Economic and Social Development along the Vietnam-China Border until 2010;

Considering the proposal of the Ministry of Construction at Document No. 42/TTr-BXD dated July 31, 2007,

DECISION:

Article 1. Approves the Master Plan for Border Region Construction until 2020 with the main contents as follows:

1. Scope of planning: includes the provinces of Lai Chau, Dien Bien, Lao Cai, Ha Giang, Cao Bang, Lang Son, and Quang Ninh, with a total natural land area of 5,126,329 hectares, bordering China.

2. Characteristics:

- It is a comprehensive economic zone where border gate economy and mining industry are the leading sectors;

- It is the northern gateway of the Red River Delta economic region and has close economic ties with southern and southeastern Chinese provinces;

- It has potential for cultural, historical, and ecological tourism development;

- It holds strategic importance for national security and defense.

3. Perspective:

- To thoroughly implement the spirit of Resolution No. 37/NQ-TW dated July 1, 2004 of the Politburo and the Government's Action Program to implement Resolution No. 37/NQ-TW of the Politburo on the orientation for economic and social development and national defense and security in the midland and mountainous northern region until 2010;

- To develop the economy and society comprehensively, effectively utilizing internal and external regional relationships, strengths in agriculture, forestry, minerals, tourism, culture, ecology, and landscape based on linking the overall urban system planning, rural residential points, and the stable population planning of border communes between Vietnam and China until 2010 which have been approved;

4. Objectives:

- To concretize Resolution No. 37/NQ-TW of the Politburo and the Government's Action Program to implement Resolution No. 37/NQ-TW of the Politburo on the orientation for economic and social development and national defense and security in the midland and mountainous northern region until 2020;

- To support and promote economic and social development, combining economic and social development with national defense and security, and leveraging the potential and resources of the provinces in the region;

- To serve as a basis for directing and managing construction according to the plan in the region.

5. Position and economic relations of the region:

- The Vietnam-China border region is a strategically important area for economic and social development, national defense, security, and foreign affairs nationwide; it has advantages in agriculture, forestry, minerals, tourism, border gate economy, and marine economy; it is a region with many ethnic groups with unique cultural identities; it has close ties with Hanoi and the Red River Delta economic region through an important economic-technical-urban corridor;

- The Vietnam-China border region has close economic ties with southern and southeastern Chinese provinces through a network of border gates.

6. Population growth forecast and land for construction:

- Population: approximately 4,829,700 people in 2010, approximately 5,710,000 people in 2020;

- Urbanization rate: approximately 30-35% in 2010, approximately 40-45% in 2020;

- Land for urban construction: approximately 22,870 hectares in 2010, averaging 120-135 square meters per person; approximately 40,250 hectares in 2020, averaging 115-140 square meters per person;

- Rural residential point development: relocating and stabilizing about 5,600 households (about 28,800 people) near the border by 2010, stabilizing the lives of about 97,300 households (about 512,800 people residing in 2,075 villages) according to Decision No. 120/2003/QD-TTg dated June 11, 2003 of the Prime Minister on approving the Strategy for Economic and Social Development along the Vietnam-China Border until 2010; building new about 130 residential points, village centers (minimum scale from 15 to 50 households per point, cluster).

7. Spatial development orientation:

a) Economic development zones:

- Leading economic zones with potential for urban, industrial, commercial, and service development:

+ Western economic zone: including Lao Cai city, BaTho district, and BaYen district (Lao Cai province) located on the Hai Phong-Hanoi-Lao Cai economic corridor;

+ Eastern economic zone: including Lang Son city and districts of Lang Son province, located on the Hai Phong-Hanoi-Lang Son economic corridor;

+ Coastal economic zone: from Halong city to Mong Cai in Quang Ninh province, located on the Bac Bo Gulf economic arc.

- Secondary economic zones:

+ Zone I: along National Highway 2 passing through Ha Giang town and districts of Quang Binh, Bac Quang, Vi Xuyen, Bac Me; this is a region for urban, industrial processing, mechanical, construction materials, service, and agricultural development;

+ Zone II: along National Highway 12 connecting National Highway 4D and National Highway 32 through Phong Tho district, Lai Chau town, Tam Duong district, Than Uyen district (Lai Chau province); this is a region for urban, industrial processing, construction materials, service, and agricultural and forestry development;

+ Zone III: along the Son La hydropower development corridor, including Muong Te district, Sin Ho district (Lai Chau province), Muong Lay town, Muong Cha district, Tuan Giao district (Dien Bien province); this is a region for hydropower industry, processing, mining, urban services, and agricultural and forestry development. In addition, based on the potential of localities, developing mineral extraction zones, cultural-ecological-tourism-rest areas, especially border trade economic zones.

b) Orientation for urban and rural residential point development until 2020:

- Model for urban and rural residential point development:

+ The urban system and rural settlement points along the Vietnam-China border corridor are arranged in a linking-supporting pattern, evenly distributed according to the distance between county-level, provincial-level, and national-level road networks; service-commerce border gate cities are dynamic cities or core cities that connect, support, and promote the development of other cities, especially rural points within the region (village centers or clusters of villages).

+ Construct and develop integrated urban areas and urban clusters as important border gateway points directly connected with the intersections between the main economic-technical-urban corridors and the East-West border connection rings in both national and international relations passing through border gates in the Vietnam-China border area.

+ Build defense-economic zones linked with technical and social infrastructure systems along the second ring road (National Highway 279) to form an urban system serving as a bridge connecting mountainous and midland urban areas.

+ Expand, upgrade, and complete the system of towns, cluster centers, and village centers to create cores or linkages supporting the development of rural residential areas.

- Urban classification:

+ Regional central cities are comprehensive economic centers including: Mong Cai City (currently a township, third-class city); Lang Son City and Lao Cai City;

+ Sub-regional central cities are cities that link and support regional centers: Tien Yen Township (currently a town); Cao Bang City (currently a township, fourth-class city), Ha Giang City (currently a township, fourth-class city), Lai Chau City (currently a township, fourth-class city), and Dien Bien City;

+ Sub-regional central towns in counties: include Thach Khe Town, Ding Lap Town, Dong Mo Town, Binh Gia Town (Lang Son Province); Baolac Town, Ha Quang Town, Trung Khanh Town (Cao Bang Province); Pho Rang Town, Bac Ha Town (Lao Cai Province); Viet Cuong Town, Vinh Cuong Town, Yen Minh Town (Ha Giang Province); Than Uyen Town, Muong Te Town (Lai Chau Province) and Muong Nhe Town (Dien Bien Province).

- Comprehensive functional urban center system:

+ Mong Cai City and Mong Cai Border Gate;

+ Hon Mieu - Hai Ha Urban Area and industrial port-service complex located within the Hai Ha Economic Zone;

+ Tien Yen Township and Cai Bau Economic Zone;

+ Ha Long City;

+ Lang Son City, Dong Dang Township (currently a town), Tan Thanh Border Gate;

+ Cao Bang City and border gates Soc Giang, Ta Lung, Tra Linh; + Ha Giang City and Thanh Thuy Border Gate;

+ Lao Cai City and its vicinity;

+ Lai Chau City, Ma Lui Thang Border Gate, and Pa So Town; + Muong Te Town and Thu Lum Border Gate;

+ Dien Bien City and Tay Trang Border Gate.

- Defense-economic zone urban system and areas:

+ Lang Son Province: Bac Son and Cuu Long areas;

+ Lao Cai Province: Khanh Yen and Van Ban areas;

+ Lai Chau Province: Than Uyen area;

+ Dien Bien Province: Muong Cha and Muong Nhe areas.

- Urban areas and concentrated residential points along the border:

+ Quang Ninh Province: Mong Cai City; Hoang Mo Town, Pac Phong Sinh Town;

+ Lang Son Province: Dong Dang Township; Tan Thanh Town, Chi Ma Town, Ban Chat Town, Binh Nhi Town, Quoc Khanh Town;

+ Cao Bang Province: Ta Lung Township; Soc Giang Town, Ban Doc Town; Co Pang Market, Cong Yen Market, Po Peo Market, Ly Van Market, Thi Hoa Market, Duc Long Market.

+ Ha Giang Province: Coc Pai Town, Xin Man Town, Vinh Quang Town, Thanh Thuy Town, Bach Dich Town, Pho Bang Town, Dong Van Town, Xin Cai Town, Meo Vac Town, Yen Minh Town, Tam Son Town;

+ Quang Ninh Province: Tien Yen Township, Hon Mieu - Hai Ha Urban Area;

+ Lang Son Province: Chi Ma Town, Tan Thanh Town, Cao Loc Town (replacing the current Cao Loc Town which will be merged into Lang Son City);

+ Cao Bang Province: Ban Doc Market; Bao Lam Town, Ha Quang Town, Soc Giang Town, Ha Lang Town; + Ha Giang Province: Yen Phu Town, Thanh Thuy Town, Hung An Town, Tan Guang Town, Xin Cai Town, Dong Van Town, Bach Dich Town, Xi Man Town, Coc Phi Town;

+ Lao Cai Province: Ban Vuoc Town, Ban Phiet Town, Bac Ngam Town, Bao Ha Town, Si Ma Cai Town, Muong Khang Town, Ban Lau Town, Pha Long Town;

+ Lai Chau Province: Sin Ho Dong Town, Nam Hang Town, Ma Lu Thang Town, Thu Lum Town; Dao San Market, Then Sin Market, Ka Lang Market;

+ Dien Bien Province: Ap Chai Town.

- Development orientation for border counties and communes:

Based on the current distribution of population, resettlement conditions in border communes, and defense requirements, the border population must be closely connected with the urban system and rural settlements throughout the Vietnam-China border region, forming a continuous system in economic development support, security, and defense, specifically as follows:

+ Stabilize the local population of 66,370 households (230 households in Dien Bien, 1,040 households in Lai Chau, 13,230 households in Ha Giang, 15,750 households in Lao Cai, 22,600 households in Cao Bang, 11,640 households in Lang Son, 1,880 households in Quang Ninh);

+ Relocate and intersperse households into border villages and hamlets 2,273 households (38 households in Dien Bien, 120 households in Lai Chau, 920 households in Ha Giang, 180 households in Lao Cai, 240 households in Cao Bang, 415 households in Lang Son, 360 households in Quang Ninh);

+ Relocate and form new villages and hamlets; settle old villages and hamlets without residents 3,335 households (105 households in Dien Bien, 810 households in Lai Chau, 120 households in Ha Giang, 500 households in Lao Cai, 1,115 households in Cao Bang, 415 households in Lang Son, 270 households in Quang Ninh).

8. Orientation for developing the technical infrastructure system:

a) Traffic planning orientation:

- Roadways:

+ Ring road system:

Upgraded ring road: complete the entire Ring Road 1 based on the national highway system 4 (4C, 4D, 4E) and National Highway 34; construct additional sections to ensure continuous connectivity; complete Ring Road 2 along the current route of National Highway 279.

New ring road construction: complete the border corridor road project according to the border road project being implemented by the Ministry of Defense; construct two new sections within the Ring Road 1 system, including: the section connecting Bảo Lạc (Cao Bằng) to Mèo Vạc (Hà Giang) and the section from Hà Giang to Lai Châu; extend the border corridor road from Leng Su Sin through Mường Nhé, Nậm Chẩn, Nà Khoa, following Provincial Route 131 to the new Mường Chà town (intersection with National Highway 12); the Ring Road 1-2 connecting National Highway 4D with National Highway 12 via Mường Lay town (National Highway 12), Nam Ma, Nam Beo, Na Hum, Houy Ke (National Highway 4D); create a secondary ring road connecting from Lào Cai to Lai Châu to Điện Biên.

+ Radial road system:

Upgrade and renovate National Highways 18, 1A, 3, 2, 70, 6, 12, 18C, 31, 1B, 3B;

Construct a new expressway from Hanoi to Viet Tri, Yen Bai, and Lao Cai; extend National Highway 6 (from the current Provincial Route 127 merging with the border corridor road at Muong Te, passing Pac Ma to Nam La border gate); and build a new National Highway connecting National Highway 6 with National Highway 279 to Tay Trang border gate;

Complete the Ho Chi Minh Road segment and Provincial Route 230 connecting from Cao Bang city to Pac Bo;

New national highways formed based on upgrading and constructing new sections: new branch of National Highway 31; extension of National Highway 1B; construct and upgrade Provincial Route 208, part of Provincial Route 227; upgrade and renovate the section of Provincial Route 227 - Lang Son and Provincial Route 208 - Cao Bang; construct a new section from Dong Khe town to Cao Minh - Trang Ding district; construct and upgrade Provincial Route 212, part of Provincial Route 204; upgrade and renovate the section of Provincial Route 204 from Thong Nong town to Can Yen and Provincial Route 212 from National Highway 34 connecting to Ring Road 2 to National Highway 279 in Ba Be district, Bac Kan province; construct a new section from Thong Nong town to Thong Nong town; upgrade and extend Provincial Route 176 from Tuyen Quang province to Bac Me to connect Ring Road 2 and Ring Road 1; upgrade Provincial Route 176 from Bac Me county, linking highland residential areas, passing Yen Minh, Meo Vac, then merging with the border corridor road; upgrade Provincial Route 178 connecting Ring Road 1 with Ring Road 2;

+ Regional transportation system: increase the number of roads leading to the border and improve technical standards in conjunction with planning residential points, local border gates, border markets, and border guard stations. Ensure smooth traffic during rainy and flood seasons and the continuity between patrol roads and border corridor roads; complete the network of international bus terminals at regional and provincial levels and the network of county-level bus terminals;

+ Urban transportation: prioritize completing planning and investment in urban transportation systems to facilitate rapid development of cities, enhance their core and leading roles in regional economic and social development;

- Railways:

+ Upgrade and renovate the Hanoi - Lang Son and Hanoi - Lao Cai railway lines;

+ Construct new high-speed railways from Hanoi to Quang Ninh and Hanoi to Lao Cai; construct a new railway running parallel to National Highway 4B, connecting from Lang Son to Quang Ninh to Mui Chua port;

+ Upgrade and expand Lang Son station and Lao Cai station into key regional railway hubs;

- Waterways:

Complete the deep-water port at Cai Lan; upgrade and expand Mui Chua port; complete inland waterway routes on the Red River from Lao Cai to Hanoi, on the Da River from Son La to Hoa Binh to Hanoi, and on the Lo River from Ha Giang to Tuyen Quang to Phu Tho;

- Airports:

Construct new international airports at Van Don (Quang Ninh) and domestic airports in Cao Bang, Lao Cai, Ha Giang, and Lai Chau;

b) Land leveling and stormwater drainage:

- Land leveling: respect the topography; level terraced areas with slopes ranging from 10% to 20%, retaining walls should be built on steep slopes to provide sufficient flat surfaces for construction; select ground elevations for each city and rural residential area to prevent flooding and ensure convenient traffic and stormwater drainage;

- Stormwater drainage: in cities and towns, achieve 100-140 meters of stormwater culverts per hectare of construction; in market towns, achieve 80-100 meters of stormwater culverts per hectare of construction. For renovated, upgraded, or newly constructed cities, a common or separate drainage system may be used depending on specific conditions. The stormwater culvert network should be distributed naturally according to the terrain across the entire urban construction area to ensure rapid drainage, avoid localized flooding, and maintain environmental hygiene. Industrial zones, mining areas, and mineral storage facilities must treat wastewater to meet permitted standards before discharge into the environment. Rural residential areas with more than 50 households need to construct surface drainage systems; concentrated residential clusters along main roads should have covered drainage channels; rural residential areas built at the foot of mountains or on mountain slopes must have open drainage channels to catch runoff, preventing water from flowing through residential areas.

Construct hydropower and irrigation projects upstream on rivers such as the Da, Nam Muc, Nam Nhun, Ma, Lo, Gam, Bac, Nho Que, and other rivers. Construct new reservoirs at Na Danh, Co Po, Na Lai, Khuoi Ky, Khuoi Khoan, Khon Pang, and Khuoi Pac. Restore and expand the Co Pao and Na It canals. Construct new canals at Coc Chu, Nam Phan, and the Ngoum Ngao dam.

Strengthen afforestation and forest management upstream to prevent soil erosion and flash floods, increasing the coverage of protective forests upstream of reservoirs like Hoa Binh, Son La, Na Hang, Bac River, Thac Ba, and other hydropower reservoirs.

c) Power supply:

- Hydropower sources: in regions with significant hydropower potential such as Son La 1 with a capacity of 2,400 MW, Son La 2 (Lai Chau) with a capacity of 1,100 MW, Na Hang (Tuyen Quang) with a capacity of 342 MW, Huoi Quang (Son La) with a capacity of 540 MW, Na Le (Lao Cai) with a capacity of 90 MW, Nho Que 1 (Ha Giang) with a capacity of 145 MW, Bac Me (Ha Giang) with a capacity of 280 MW, Thai An (Ha Giang) with a capacity of 80 MW, and several medium and small hydropower complexes.

- Thermal power sources: the Quang Ninh 1 thermal power plant with a capacity of 600 MW, the Quang Ninh 2 thermal power plant with a capacity of 600 - 1,000 MW, the Mong Duong (Quang Ninh) thermal power plant with a capacity of 1,000 MW, the expanded Uong Bi thermal power plant phase 1 with a capacity of 600 MW, the Cam Pha 1 thermal power plant with a capacity of 300 MW;

- Imported electricity from China: from Tianbao through the Thanh Thuy area (Ha Giang) with a capacity of 70 MW, from Ha Kou through the Duyen Hai area (Lao Cai) with a capacity of 70 MW, from Zhao Hong Ha through the Lao Cai area with a capacity exceeding 200 MW, from Dong Hung through the Mong Cai (Quang Ninh) area with a capacity of 40 - 50 MW; from Bang Tang through the Hoa Nghia Quan (Lang Son) area with a capacity of 70 MW;

- Transmission lines: develop the grid to connect with the national power system to effectively utilize hydroelectric projects, receive imported electricity from China according to agreements with EVN, and supply electricity to major loads in the region. Along with expanding the existing power facilities' capacity, it is necessary to promptly develop the 500 KV and 220 KV transmission lines and the 500 KV and 220 KV substations within the provinces in the region;

- Utilization of other energy sources: research and develop solar power, wind power, biogas, and other energy sources to meet the needs of ethnic people, especially those in highland, remote, and deep rural areas where it is not feasible to build hydroelectric projects and where investment in transmission lines would be excessively high;

- Electricity supply orientation: by 2010, 100% of urban residents will have access to household electricity; 100% of communes, 96% of villages (settlements with 20 households or more), and 85% of rural households will use the power grid, and 100% of households will have access to electricity;

d) Water supply:

- Surface water source: the total annual water volume for the entire region is approximately 29,564 billion cubic meters. However, due to most rivers and streams being located in the upper reaches with steep slopes and uneven rainfall distribution throughout the year, investments must be made to construct water conservancy projects to retain and regulate water;

- Groundwater source: groundwater and mineral water have not been fully explored, requiring exploration of aquifers to exploit and supply water for cities;

- Water supply orientation:

+ By 2010, 85 - 90% of the population in cities and towns and 85% of the population in market towns will have access to clean drinking water;

+ By 2020, 95 - 100% of the population in cities and towns and 95% of the population in market towns will have access to clean drinking water;

+ In rural residential areas, the proportion of access to clean water will be about 85 - 95%;

e) Wastewater discharge and environmental sanitation:

- Domestic wastewater discharge: domestic wastewater from cities, towns, and market towns must be treated before being discharged into the environment. Initially, this can be combined with existing rivers and lakes, or biological ponds can be constructed for natural biological treatment. In the future, wastewater treatment plants meeting Class B standards (TCVN 5942 - 1995) will be built for towns and market towns; in market quarters and rural clusters, wastewater will be treated using natural biological methods; residents are encouraged to use septic tanks and soak pits; dispersed industrial construction wastewater must be locally treated to meet Class B standards (TCVN 5945 - 1995), and concentrated industrial zone wastewater must be treated at industrial wastewater treatment plants meeting Class B standards (TCVN 5945 - 1995) before being discharged into the environment;

- Collection and treatment of solid waste: solid waste processing zones with organic fertilizer production plants should be established in large cities or metropolitan areas; in towns and market towns, sanitary landfills with a scale of 3 - 5 hectares should be used; landfills in market quarters should have a scale of about 1 hectare; isolated rural settlements need to arrange centralized solid waste collection points or use composting methods to anaerobically decompose solid waste and provide fertilizers for agriculture. Composting sites for solid waste must comply with environmental hygiene regulations;

Industrial solid waste should be sorted for treatment and recycling; hospitals at provincial level should invest in constructing incineration facilities for medical waste that meet environmental standards to serve all healthcare facilities in the province;

- Cemeteries: each city and commune in the region should plan cemetery areas, located away from residential areas and water sources; urban cemeteries should have a scale of 2.5 - 15 hectares, while communes should have a scale of 0.5 - 1 hectare;

9. Orientation for social infrastructure development:

To train human resources to meet economic and social development needs and narrow the gap with downstream regions, provinces in the region need to complete the general education system (such as primary schools, secondary schools, high schools, and boarding schools for ethnic minorities), particularly focusing on border counties;

Establish vocational training systems and specialized schools to train local human resources to meet the development needs of provinces in the region. In central regional cities such as Ha Long, Lao Cai, and Lang Son, planning should include clusters of universities, colleges, and vocational schools. In provincial capital cities, planning should include multi-disciplinary vocational schools to meet economic and social development needs and adjust the economic structure of the locality;

10. Priority investment programs and projects:

To gradually implement the Border Region Development Plan between Vietnam and China until 2020 effectively, priority should initially be given to the following programs and projects:

- Arranging and stabilizing the population in border communes between Vietnam and China by 2010 according to the commune planning approved by the Prime Minister's Decision No. 60/2005/QD-TTg dated March 24, 2005;

- Concentrating investment in building and developing comprehensive urban centers within economic corridors, including cities such as Mong Cai, Tien Yen, Dong Dang, Lang Son, and Lao Cai;

- Investing in developing cities linked to border trade such as Chi Ma, Tan Than, Thanh Thuy, Ta Lung, Tay Trang, Ma Lu Thang, and Thu Lum;

- Upgrading, renovating, and constructing new transmission lines according to planning for ring roads 1 and 2; addressing issues of clean water supply and electricity provision for deep and remote border areas;

- Building professional education centers, vocational training centers, and wide-ranging environmental protection programs;

11. Policies and mechanisms for border region development:

To gradually implement the Border Area Construction Master Plan between Vietnam and China until 2020 effectively, it is necessary to have appropriate mechanisms and policies based on the spirit of the Central Committee's resolutions and the Prime Minister's decisions on the strategy and direction for socio-economic development, ensuring national defense and security in the midland and mountainous northern region, along the Vietnam-China border, developing six particularly difficult mountainous provinces in the north; on the planning for stabilizing border communities between Vietnam and China; and policies for border economic zones. Continue to effectively implement the preferential mechanisms and policies of the Party and State regarding investment capital for economic and social infrastructure construction; production of goods and commercial services; education and training of human resources; health, culture; support for households, agricultural extension, forestry extension, plant protection, and veterinary services for the community. - Is the lead agency to monitor, inspect, and urge relevant ministries, sectors, and provincial People's Committees along the Vietnam-China border during the implementation of this Master Plan;

Article 2. Implementation

1. Ministry of Construction:

- Take the lead and coordinate with relevant ministries, sectors, and border provinces to study adjustments and supplements to the plan when necessary, and submit for approval;

- Take the lead and coordinate with the Ministry of Construction to guide the provincial People's Committees along the Vietnam-China border in drafting plans to implement this Master Plan;

2. The Ministry of Planning and Investment:

- Take the lead and coordinate with the Ministry of Finance to balance and allocate annual capital plans for the provinces and participating ministries and sectors;

- Guide localities in integrating programs and projects within their areas with those within the scope of the plan from planning to implementation;

- Take the lead and coordinate with the Ministry of Planning and Investment to allocate capital for localities and participating ministries and sectors;

3. Ministry of Finance:

- Take the lead and coordinate with relevant ministries to guide management mechanisms, distribution, payment, and settlement of capital;

4. Provincial People's Committees of Dien Bien, Lai Chau, Lao Cai, Ha Giang, Cao Bang, Lang Son, and Quang Ninh:

- Organize the announcement of the Border Area Construction Master Plan between Vietnam and China until 2020;

- Coordinate with the Ministry of Construction and relevant ministries and sectors to establish general urban planning, detailed functional area planning, and investment construction project implementation plans according to the plan, and submit for approval in accordance with the law;

- Coordinate with the Ministry of Planning and Investment, the Ministry of Finance, and relevant ministries and sectors to determine sources of investment capital; develop appropriate mechanisms and policies to ensure the feasibility of projects implemented under the Plan;

This Decision takes effect 15 days after its publication in the Official Gazette.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, and heads of related agencies; Chairmen of People's Committees of Lai Chau, Dien Bien, Lao Cai, Ha Giang, Cao Bang, Lang Son, and Quang Ninh are responsible for implementing this Decision.
