Regarding the approval of the Mangrove Forest Restoration Zoning Plan (project area) in the provinces of Ca Mau, Bac Lieu, Soc Trang, and Tra Vinh

Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposals of the Ministers of Agriculture and Rural Development, Planning and Investment, Science;
Technology and Environment, and the proposals of Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).the People's Committees of the provinces of Ca Mau, Bac Lieu, Soc Trang, and Tra Vinh,
DECISION:
Article 1. Approving the Mangrove Forest Restoration Zoning Plan along the coast in the four provinces of Ca Mau, Bac Lieu, Soc Trang, and Tra Vinh to ensure coastal safety, protect the ecological environment, contribute to sustainable and stable development of agricultural, forestry, and fisheries production, and economic and social stability in the region.
Article 2. The mangrove forest zoning plan for the four provinces mentioned above is divided into critical protective zones, less critical protective zones (buffer zones), and economic zones. The boundaries between these zones are determined on the overall zoning map with a scale of 1:100,000 and detailed maps with a scale of 1:10,000 (for Soc Trang, it is 1:5,000), proposed by the Ministry of Agriculture and Rural Development on April 26, 1999.

Article 3. Tasks for managing and protecting mangrove forests:
1. For critical protective forests, they must be strictly protected to develop mangrove forests according to the management model (protective forests).
2. For less critical protective forests: Allocate 60% of the area to develop mangrove forests according to the management model for productive forests, and allocate the remaining 40% for developing aquaculture, agriculture, and other requirements. Activities permitted and not permitted in each type of protective forest shall be carried out in accordance with the contents recorded in the zoning planning report.
3. The Chairpersons of the People's Committees in the project area shall base on the common mangrove forest restoration zoning plan of the four provinces to approve specific plans for their respective provinces, while assigning responsibilities to relevant functional sectors and grassroots units to monitor and manage, and disseminate to the people in the project area to implement.
Article 4. This Decision takes effect from the date of signature. The Ministers, Heads of related agencies, and Chairpersons of the People's Committees of the provinces of Ca Mau, Bac Lieu, Soc Trang, and Tra Vinh are responsible for implementing this Decision.
