Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the People's Committee of Yen Bai Province at Document No. 240/TTr-UBND dated February 24, 2006, and the letter No. 2470/BKH-TĐ&GSĐT dated April 11, 2006 of the Ministry of Planning and Investment on approving the Master Plan for Socio-Economic Development of Yen Bai Province for the 2006-2020 period,

Article 1. Approves the Master Plan for Socio-Economic Development of Yen Bai Province for the 2006-2020 period with the main contents as follows:

1. Development Orientation:

The Master Plan for Socio-Economic Development of Yen Bai Province for the 2006-2020 period must be based on the following orientations:

- Placed within the organic relationship with the socio-economic development of the Northeast Region and the Northern Mountainous Region.

- Ensuring the goal of rapid and sustainable economic growth, economic growth must be linked to poverty reduction and social development goals. Production development must be linked to consumption markets, creating breakthroughs to drive the economy forward faster, gradually overcoming the risk of falling behind the country.

- Considered and calculated in the context of the country actively and urgently integrating into the international economy.

- Linked to environmental protection to ensure sustainable and long-term development.

- Utilizing potential, leveraging strengths, and advantages of the Province...

- Closely combining socio-economic development with national defense and security assurance, maintaining social order and safety.

2. Main Development Goals:

a) General Objective:

Continue to maintain rapid and sustainable economic growth, achieving qualitative changes in the process of socio-economic development. Strive to make Yen Bai a basically industrial province and one of the key development centers in the Northern Mountainous Region by 2020. Accelerate structural transformation towards industrialization and modernization with the structure: agriculture, forestry and fisheries - industry and construction - services. Gradually improve the efficiency and competitiveness of the economy. Promote the application of scientific progress and raise technological levels in production sectors. Improve the quality of education, training, and human resources. Exploit foreign economic relations effectively. Build infrastructure systems conducive to socio-economic development requirements. Continuously improve the material and spiritual life of the people. Continue to implement poverty reduction and create jobs for workers. Maintain political stability and social order and safety.

b) Specific Objectives:

- Average annual economic growth rate during the 2006-2010 period reaches 12%/year; during the 2011-2015 period reaches 12.5%/year; during the 2016-2020 period reaches 13%/year.

- Economic structure: agriculture, forestry, and fisheries - industry and construction - services will be 27% - 38% - 35% in 2010; 20% - 44% - 36% in 2015; 17% - 46% - 37% in 2020.

- Per capita income in 2010 is 9.2 million VND; in 2015 is 17.5 million VND; in 2020 is 34 million VND.

- Export turnover in 2010 reaches 25 million USD, increasing to 35 million USD in 2015 and further increasing to 50 million USD in 2020.

- Natural population growth rate remains at 1.186% in 2010, decreases to 1.086% in 2015, and decreases to 1% in 2020.

- Strive to reduce the average annual poverty rate by 4%, reaching 15% in 2010.

- By 2007, complete universal secondary education, gradually implement universal upper secondary education.

- Reduce the proportion of children under five years old suffering from malnutrition to 22% in 2010, 19% in 2015, and 16% in 2020.

3. Industry and Sector Development:

a) Agriculture and Forestry:

- Develop comprehensive agriculture and forestry, continue to form concentrated areas for specialized crop cultivation to meet raw materials for processing industries.

- Build and upgrade agricultural and rural infrastructure systems, gradually forming modern, civilized new countryside.

- Convert two-thirds of single-crop paddy fields to double-crop fields, and 20% of double-crop fields to triple-crop fields.

- Establish models of agricultural and forestry production with values ranging from 35 to 40 million VND/ha during the 2006-2010 period and 50 million VND/ha during the 2011-2015 period. Strive to ensure food security, stabilizing the average per capita food supply at 300 kg/person/year starting from 2020.

- Vigorously develop animal husbandry as a breakthrough in agricultural development to rapidly increase the share of the livestock sector.

- Leverage advantages in forestry development, continue afforestation, raising forest coverage to 58% in 2010 and maintaining above 62% from 2015.

- Utilize water surface areas to develop aquaculture, striving to reach 7,500 tons of aquatic products in 2010 and over 10,000 tons in 2015.

b) Industry and Small-Scale Handicrafts:

- Continue to focus on developing industries with advantages in raw materials such as mining and processing minerals (steel production, limestone processing), cement, electricity production, building materials, agricultural and forestry product processing...

- Emphasize the development of industries producing consumer goods and exports such as tea, paper base, furniture wood, electrical porcelain, household porcelain, gravel, powder.

- Develop some new industries: industrial paint production, fiberboard, Kraft paper, fruit processing.

- Develop processing and small-scale handicraft industries in rural areas, traditional craft villages, and new trades: agricultural and forestry product processing, small-scale machinery, wool weaving, production of handicrafts.

 

- Industrial production value in 2010 reaches 29,000 billion VND, in 2015 reaches 65,000 billion VND, and in 2020 reaches 140,000 billion VND. The share of processing industry reaches 76% in 2010, increases to 77% in 2015, and increases to 78% in 2020.

- Develop industrial zones and clusters: Southern Industrial Zone and clusters: Van Chan; Van Yen; Luc Yen; Dam Hong small-scale handicraft and industrial cluster; clusters and craft villages in districts, Nghia Lo town, Yen Bai city, and communes, providing production sites for enterprises and small-scale handicraft households.

c) Services:

- The total retail sales of goods and service revenue in 2010 reached approximately 27 billion VND, in 2015 reached approximately 53 billion VND, and in 2020 reached approximately 110 billion VND.

- By 2015, develop Hoa Thác Bà Lake into a specialized eco-tourism area within the national tourism route from Hanoi - Haiphong - Lao Cai - Yunnan. It is expected to welcome 350,000 visitors in 2010, 500,000 visitors in 2015, and 800,000 visitors in 2020 to Yen Bai.

- Total state budget revenue on the territory in 2010 reached over 600 billion VND, in 2015 was 1,500 billion VND, and in 2020 was 3,500 billion VND.

- Improve the quality of postal and telecommunications services, accelerate the development of information technology. By 2010, 70% of enterprises will manage and operate using information technology, increase the ratio of the population using the Internet, fiber-optic all counties and concentrated residential areas. In 2010, the average telephone density reached 10 phones/100 people; 100% of People's Committee and Party Committee of communes have telephones; 100% of communes have daily newspapers.

d) Management and innovation of enterprises:

Continue to reorganize, innovate, and develop enterprises within the province. By 2010, production and business enterprises will complete the consolidation and reorganization of production organizations towards ownership conversion, shareholding when conditions are met, except for some important enterprises that the State needs to hold. Clearly define rights and responsibilities in implementing the role of the owner, eliminate State subsidies, promote enterprise autonomy and responsibility to improve production and business efficiency. Develop new types of production and business enterprises within the province.

đ) Development of social sectors:

- By 2010, the natural population growth rate will decrease to 1.186%, by 2015 it will decrease to 1.086%, and by 2020 it will decrease to 1%.

- Each year, solve employment for about 16,000 to 17,000 laborers and train about 7,000 laborers. Increase the proportion of trained labor force to 30% in 2010, 35% in 2015, and 40% in 2020.

- By 2010, there will be 7 doctors per ten thousand people, 7.5 doctors per ten thousand people in 2015, and 8 doctors per ten thousand people in 2020. The proportion of communes and wards with doctors will reach 80% in 2010, increase to 94% in 2015, and reach 100% in 2020.

- In 2010, 100% of communes and wards will have kindergartens, the enrollment rate of five-year-olds will reach 97.5%, the enrollment rate of primary school children will reach 97.5%, middle schools will reach 88%, and high schools will reach 45%.

- By 2010, the proportion of communes and wards with cultural villages will reach 100%; the proportion of civilized families in 2010 will reach 85%, 90% in 2015, and 95% in 2020; the proportion of agencies and units reaching cultural standards in 2010 will be 94%, 97% in 2015, and 100% in 2020. Increase the proportion of the population regularly practicing physical exercise and sports to 26% in 2010, 30% in 2015, and 35% in 2020.

e) Science, technology, and environment:

- Vigorously promote innovation and improvement of technological levels in production industries. Invest in modern and advanced technologies suitable for production and living requirements; prevent and strictly handle cases of importing and using technologies causing environmental pollution.

- Develop the economy and society in conjunction with environmental protection to ensure sustainable development goals. Strive to apply wastewater treatment measures for all newly established production facilities by 2010 to protect the environment. Hospitals, industrial zones, urban areas, and rural areas should all have drainage and wastewater treatment systems meeting standards.

g) National defense and security:

Economic development is always linked with strengthening national defense and security to perfect the whole-people national defense and people's security strategy. Ensure public security, social order, and safety, prevent and combat social evils, reduce traffic accidents. Continue to build Yen Bai Province rich in economy and strong in national defense, becoming a solid defensive region.

4. Infrastructure development:

a) Transportation:

- National highways: by 2010, upgrade all national highway routes; restore and renovate National Highway 70; complete National Highway 32 phase 2 (Nghe Lo - Vac Kim). Construct a new expressway from Hanoi to Lao Cai within the Kunming - Lao Cai - Hanoi - Hai Phong economic corridor. From 2011 onwards, continue upgrading national highways, some important sections of National Highway 37 and National Highway 32 will be upgraded to four-lane roads.

- Provincial roads: by 2010, upgrade existing routes, asphalt coverage rate reaches 100%; construct new routes, totaling 19 provincial roads with a total length of 675 km. Study constructing the Tra Hut Bridge across the Red River and several bridges across the Red River in the city of Yen Bai and Tran Yen district. From 2011 onwards, upgrade important provincial roads and construct new routes in necessary areas.

- Urban roads: by 2010, complete urban road routes according to the planning of Yen Bai City, Nghia Lo Town, and other cities. By 2020, complete the urban road system combined with urban infrastructure.

- Rural transportation: by 2010, the pavement hardening rate reaches 95%; the all-season passable road rate reaches 90%; bridge and drainage works reach 50%. From 2011 onwards, upgrade county and inter-commune roads, solidify the entire road surface and drainage systems.

- Railways: by 2010, upgrade some sections from Van Phu station to Pho Lu station to ensure train safety; construct the Van Phu station - Huong Ly port railway section within the Thai Nguyen - Tuyen Quang - Yen Bai railway line; upgrade and construct new key stations by 2020; modernize the signaling system, construct the Yen Bai station at Tuy Loc commune. Build a synchronized and modern railway system consistent with the overall development plan for the railway industry in Vietnam approved by the Prime Minister.

- Inland waterways: by 2010, construct ports at Hoa Thac Ba, Mau A, and Van Phu lakes. By 2011, upgrade the entire Red River route to facilitate inland waterway navigation.

b) Power supply system:

- Complete the following projects: the 110 KV power transmission line and the 110/35/22 KV substation for Nghia Lo city; the 220 KV power transmission line from Viet Tri to Yen Bai and the 220/110/35 KV substation in Yen Bai. Construct new projects: the 110/35 KV power transmission line from Khanh Hoa to Luc Yen; the 110 KV power transmission line from Tan Nguyen to Mao A and the 110/35/22 KV substation in Mao A; the 220 KV power transmission line from Yen Bai to Tuyen Quang; the 220 KV power transmission line from Yen Bai to Lao Cai.

- Complete the hydropower projects Nam Dong 3, 4, and Van Chan. Construct new hydropower projects: reservoir Four, Tram Tau, Ngoi Hut, Vuc Tuan, Kha Mang. Conduct surveys and prepare investment projects for new hydropower projects: Thac Ca, Nam Kim, Pa Hu, Nam Tang, Ngoi Hut 2, 3. Simultaneously construct small and very small hydropower systems.

- By 2010, 100% communes and wards will have access to national grid electricity.

c) Telecommunications system:

By 2010, all nine districts and towns will have improved mobile phone coverage quality. The total capacity of the switchboard will reach over 100,000 numbers, with usage capacity reaching 70-80%. On average, install 8,000-10,000 new telephones each year. By 2010, there will be a total of 43 post offices.

d) Water resources and water supply systems:

- Irrigation: upgrade, repair, and construct 485 main works. From 2006 to 2010, build 252 works, and from 2011 to 2015, build 233 works. By 2015, there will be 977 irrigation works, ensuring irrigation for more than 90% of the double-crop paddy fields.

- Urban water supply: from 2006 to 2010, complete the construction of the Yan Bai water plant (Yen Bai), Nghia Lo water plant; renovate the Cuc Phuc water plant; expand the Mao A water plant; construct water plants in the towns of Tram Tau, Mu Cang Chai. From 2011 to 2020, expand industrial cluster water plants in Van Yen and Van Chan.

- Rural water supply: aim to achieve 85% of rural population having access to clean water by 2015 and 95% by 2020. From now until 2015, construct 119 centralized water supply facilities. Of which, from 2006 to 2010, build 30 facilities, and from 2011 to 2015, construct 89 facilities.

đ) Educational and training infrastructure:

It is expected that in 2010 there will be a total of 644 schools, increasing to 686 schools by 2015, and 721 schools by 2020. The number of schools meeting national standards by 2020 includes 35 kindergartens, 79 primary schools, 63 junior high schools, and 28 senior high schools.

From 2006 to 2015, construct one private university; upgrade and merge some secondary schools into colleges: Economics and Technology, Culture and Arts, Health. By 2010, build five vocational technical centers, maintaining ten centers until 2020.

e) Healthcare infrastructure:

From 2006 to 2010, build three additional healthcare facilities (including a high-quality medical center), and by 2015, build three additional regional multi-specialty clinics. The number of hospital beds per 10,000 people will reach 37.56 beds in 2010, 38.45 beds in 2015, and 39.1 beds in 2020. The number of communes and wards meeting national health standards will be 126 in 2010, 155 in 2015, and 180 in 2020.

g) Cultural and sports infrastructure:

By 2010, the province will have sports facilities meeting national competition standards; each district will have stadiums, swimming pools, and tennis courts; 70% of communes and wards will have central sports areas and recreational spots; 80% of schools will have sports training grounds.

Gradually invest to ensure full cultural institutions. By 2010, all districts and towns will have multi-functional cultural houses and independent libraries; by 2020, all districts and towns will have museums (or traditional houses) and bookstores.

5. Territorial space development:

a) Economic zone development:

- The eastern economic zone includes the city of Yen Bai as the core of development and the counties of Yen Binh, Luc Yen, Tran Yen, Van Yen. Focus on developing food crops, fruits, tea, cinnamon, fruit trees, animal husbandry, aquaculture, timber plantations, protective forests, processing industries for agriculture, forestry, and minerals, service sectors, and tourism.

- The western economic zone includes Nghia Lo town as the core of development and the counties of Van Chan, Tram Tau, Mu Cang Chai. Focus on developing food crops, protective forests, Shan tea, fruit trees, medicinal plants, large livestock farming, processing industries for agriculture, forestry, and minerals, service sectors, and tourism.

b) Urban development:

- Yen Bai city will invest in development according to the standard of a second-class city, with five functional zones: industrial area, commercial area, tourist area, administrative area, cultural-sports-health-education area.

- Invest in upgrading Nghia Lo town to meet the standard of a third-class city.

- The district town of Yen Binh will invest in development according to the scale of a town meeting the standard of a fourth-class city, linked with the southern industrial zone.

- Invest in upgrading Mau A town (Van Yen district) to become a town meeting the standard of a fourth-class city.

- Invest in developing new towns: Khanh Hoa (Luc Yen district) and Au Lau (Tran Yen district).

- Construct 40 village cluster centers at concentrated residential points linked with market town developments.

6. Key solutions to implement the planning:

a) Investment:

- Total capital investment needs for development during the period 2006-2010 is 13 trillion VND; 2011-2015 is 21 trillion VND; 2016-2020 is 42 trillion VND.

- Concentrate investment in building infrastructure systems, especially infrastructure for industrial zones and clusters, ensuring favorable conditions for business operations of investors. Continue to improve policies to attract investment.

- Promote foreign economic activities, establish specific mechanisms and policies to attract foreign investment. Study simplifying procedures for issuing licenses, approving projects, and investment incentives.

- Strengthen joint ventures and collaborations with major cities, industrial zones, and export processing zones nationwide to jointly develop.

- Encourage all economic sectors to establish various types of production and business enterprises in areas not prohibited by law. Eliminate state subsidies for state-owned enterprises, creating favorable conditions for all economic sectors to develop.

b) Regarding human resources:

- Improve the quality of human resources to address the shortage of skilled labor. Vigorously promote vocational training, encourage all economic sectors to participate in vocational training and job placement services, and labor export activities in accordance with regulations. Implement strict supervision over the operations of labor export enterprises and organizations.

- Establish preferential policies to attract talented individuals and highly skilled workers to work long-term in Yen Bai Province, serving the development of the province's economy and society.

c) Regarding science, technology, and the environment:

- Develop policies to encourage enterprises to apply scientific advancements and technological innovations. Encourage enterprises to use clean technologies and biotechnology.

- Develop plans for economic and social development that are integrated with natural resource protection and ecological environmental conservation to ensure sustainable development goals. In annual budget planning, prioritize funding for waste treatment and disposal facilities for public works, urban areas, and rural regions, especially hospital waste disposal systems, waste treatment plants in Yen Bai City and Nghia Lo Town, and urban drainage and wastewater treatment systems.

d) Regarding markets:

- Consolidate and continue expanding domestic and international markets, focusing on developing rural, mountainous, and particularly difficult regions' markets to enhance trade and product exchange, while promoting production development.

- Develop various types of markets comprehensively to create a healthy competitive environment for investors. Gradually form real estate markets, labor markets, and science and technology markets suitable for international economic integration requirements.

đ) Organization of implementation:

Based on the overall economic and social development plan that has been approved, relevant departments and levels shall develop five-year and annual plans ensuring alignment with the provincial development orientation. Announce the plan widely so that enterprises can independently choose to invest and operate. Clearly define responsibilities for implementing the plan and monitoring its implementation.

Article 2. The approved plan serves as a framework document containing objectives, orientations, and major development directions, mechanisms, policies, and organizational implementation solutions; it forms the basis for establishing, reviewing, and implementing specialized plans (construction plans, land use plans, and other specialized plans), and investment projects within the province according to regulations.

Article 3. Entrust the People's Committee of Yen Bai Province to base on the targets, tasks, and orientations of the provincial economic and social development plan stated in the approved report; coordinate with relevant ministries and sectors to direct the establishment, review, and implementation according to regulations:

- Urban system development planning, general construction planning, land use planning, industry and sector development planning to ensure comprehensive and synchronized development.

- Study and formulate or submit to competent state agencies for issuance (if beyond authority) certain mechanisms and policies appropriate to the development needs of the province at each stage to mobilize resources for plan implementation.

Article 4. Relevant ministries and sectors within their functions, tasks, and authorities shall support the People's Committee of Yen Bai Province in researching and formulating the aforementioned plans; study and submit to competent state agencies for issuance certain mechanisms and policies appropriate to the development needs of the province at each stage to effectively mobilize and utilize resources, encourage and attract investment... to ensure the achievement of the targets, tasks, and orientations of the provincial economic and social development plan stated in the report. Accelerate investment and implementation of projects of regional scale and importance to the province's development that have been decided upon. Study and consider adjustments and supplements to industry development plans and project investment plans expected to be implemented as stated in the report.

Article 5. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 6. The Chairman of the People's Committee of Yen Bai Province, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of People's Committees of centrally governed cities and provinces are responsible for enforcing this Decision./.
