Article 1. Position and Functions
1. The Central Institute for Economic Management is a national scientific institution under the Ministry of Planning and Investment, performing the function of researching and proposing economic management mechanisms and policies, business environment development; providing public services in research science, training, and cadre management economic capacity enhancement according to the provisions of the law.
2. The Central Institute for Economic Management has legal personality, its own seal, separate account, and headquarters in Hanoi; operational funds are provided by the state budget.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
The Central Institute for Economic Management shall perform the following tasks and powers:
Clause 1. Research and propose to the competent authority for consideration and decision:
a) Drafting the roadmap and plans for building and amending macroeconomic management mechanisms and policies and macroeconomic management mechanisms in each planning period;
b) Proposals on reforming economic management mechanisms and policies, developing the business environment, and other cross-sectoral management issues.
2. Summarizing domestic economic management practices, international experiences; proposing pilot application of new economic management mechanisms and policies and models.
Clause 3. Study theoretical and methodological aspects of economic management science and develop economic management science in Vietnam.
4. Researching and participating in opinions on economic management mechanisms and policies drafted by other agencies and organizations.
Clause 5. Establish a system of information on economic management and provide it to agencies, organizations, and individuals as prescribed by law.
6. Implementing public service provision:
a) Implementing research programs and topics on economic management, business environment development, and related scientific fields according to the provisions of the law;
b) Training doctoral students and training and enhancing cadres specializing in economic management according to the provisions of the law;
c) Conducting advisory activities on economic management and business environment development;
d) Compiling and publishing research works, studies on economic management, business environment development according to the provisions of the law;
đ) Supporting the activities of State-owned Enterprise Clubs, cooperating with clubs of enterprises belonging to other economic sectors.
Clause 7. Carry out international cooperation in economic management as assigned by the Minister of Planning and Investment.
Clause 8. Manage the organizational structure, cadres, civil servants, employees, finance, and assets allocated according to the provisions of the law and the delegation of the Minister of Planning and Investment.
9. Performing other tasks and powers assigned by the Minister of Planning and Investment and stipulated by the law.

Article 4. Leadership
Article 1. The Central Institute for Economic Management shall have a Director and not more than three Deputy Directors.
Article 2. The Director and Deputy Directors shall be appointed, relieved of duty, and dismissed by the Minister of Planning and Investment in accordance with the provisions of the law.
3. The Director shall stipulate the functions, tasks, powers, and organizational structure of subordinate units; appoint, relieve from duty, and dismiss the heads and deputy heads of subordinate units according to the provisions of the law and the delegation of the Minister of Planning and Investment.
4. The Director is responsible before the Minister of Planning and Investment and the law for all activities of the Institute. The Deputy Director is responsible before the Director and the law for the areas of work assigned to him/her.
Article 5. Effectiveness and Responsibility for Implementation
1. This Decision takes effect from November 15, 2009.
Repeals Decision No. 233/2003/QĐ-TTg dated November 13, 2003 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the Central Institute for Economic Management.
2. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees directly under the central government, and the Director of the Central Institute for Economic Management are responsible for implementing this Decision./.
