Decision No. 1175/QD-NHNN on the allocation of duties for the leadership of the State Bank of Vietnam

DECISION OF THE GOVERNOR OF THE STATE BANK OF VIETNAM

Regarding the allocation of tasks for the leadership board of the State Bank of Vietnam

GOVERNOR OF THE STATE BANK OF VIETNAM

Pursuant to the Law on the State Bank of Vietnam No. 01/1997/QH10 dated December 12, 1997;

Pursuant to Decree No. 15/ dated October 20, 2015 of Article 2 of the Government's Decision dated March 2, 1993 on the tasks, authorities, and responsibilities for state management of Ministries and agencies at the ministerial level;

Pursuant to the Resolution of the joint meeting of the Party Cadre Committee and the Leadership Board of the State Bank of Vietnam on May 15, 2002 regarding the allocation of tasks for the Leadership Board of the State Bank of Vietnam,

DECISION:

Article 1. The allocation of tasks within the Leadership Board of the State Bank of Vietnam is specifically as follows:

1. Governor Le Duc Thuy.

To exercise the authorities and responsibilities of the head of the State Bank of Vietnam, to direct and manage the overall operations of the entire sector; directly to lead and be responsible for the units: Department of Organization and Training, Office of the State Bank of Vietnam, General Supervision Department: Chairman of the Board of Directors of the Social Policy Bank; Governor of Vietnam at international financial and monetary organizations.

World Bank, International Monetary Fund, and Asian Development Bank.

2. Deputy Governor Tran Minh Tuan:

To perform the duties of Acting Deputy Governor, representing the Governor in managing work when the Governor is absent due to official travel or has been delegated authority. Directly to lead and be responsible for the units: State Bank Inspectorate, Department of Banks and Non-Bank Credit Institutions, Department of Cooperative Credit Institutions, Department of Strategic Banking Development, system of People's Credit Funds; Member of the Deposit Insurance Council; responsible for the Youth Union of the Central Bank; Head of the Political Security Internal Affairs Board of the State Bank.

3. Deputy Governor Nguyen Van Giau:

To assist the Governor in handling tasks delegated; directly to lead and be responsible for the units: Credit Department, State Bank Trading Branch, Banking Information Technology Management Department, Credit Information Center, Board of Management of International Credit Projects, Chairman of the Payment Council; Head of the Open Market Operations Management Board; member of the Management Board of the Development Support Fund; Member of the National Steering Committee for the Gas-Electricity-Ammonia Complex Ca Mau; Member of the State Appraisal Board for the Son La Hydropower Project; Chairman of the Vietnam Bank Workers' Union.

4. Deputy Governor Nguyen Thi Kim Phuong:

To assist the Governor in handling tasks delegated; directly to lead and be responsible for the units: Issuance and Treasury Department, Administrative Management Department, State Bank Representative Office in Ho Chi Minh City, Vietnam Gold and Precious Stones Corporation and other enterprises under the State Bank; Member of the Steering Committee for the Dung Quat Refinery Project; Secretary of the Party Committee of the Central Bank.

5. Deputy Governor Phung Khac Ke:

To assist the Governor in handling tasks delegated; directly to lead and be responsible for the units: Monetary Policy Department, Foreign Exchange Management Department, International Relations Department, Legal Department; Head of the State Foreign Exchange Reserve Management Board; Chairman of the Interbank Foreign Exchange Market; Chairman of the Scientific Council of the Banking Industry; representative of the State Bank Leadership Board responsible for external information work in the banking industry; Member of the National Committee for International Economic Cooperation, Member concurrently serving on the Securities Commission; Deputy Governor of Vietnam at international financial and monetary organizations: World Bank, International Monetary Fund, and Asian Development Bank.

6. Deputy Governor Vu Thi Lien:

To assist the Governor in handling tasks delegated: Directly to lead and be responsible for the units: Accounting and Finance Department, Banking Times Newspaper, Banking Magazine, Press Publicity Center, Banking Academy; Chairman of the Banking Industry Competition Council; Head of the Women's Advancement Board in the Banking Industry.

Article 2. In addition to the specific areas of work allocated above, monitoring banking activities in southern provinces related to each Deputy Governor's assigned areas will be directed and supervised by each Deputy Governor, with the Governor providing overall direction; the concurrent positions of each Deputy Governor in the Leadership Board will be implemented according to separate decisions (already issued and to be issued); positions within Party and mass organizations will be announced by the Party Cadre Committee of the State Bank of Vietnam.

Article 3. This Decision takes effect from the date of issuance and replaces Decision No. 487/QĐ-NHNN dated May 17, 2002 of the Governor of the State Bank of Vietnam.

Article 4. Members of the Leadership Board of the State Bank of Vietnam; Heads of units under the main office of the State Bank of Vietnam, affiliated institutions, State Bank Representative Office in Ho Chi Minh City, enterprises under the State Bank; Governors of State Bank Branches in provinces and cities, Chairmen of the Boards of Directors and General Managers (Directors) of credit institutions are responsible for implementing this Decision./.
