Pursuant to Decree No. 55/2003/NĐ-CP dated May 28, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry;
Pursuant to the Press Law dated December 28, 1989, the Law Amending and Supplementing Certain Provisions of the Press Law dated June 12, 1999, and the Prime Minister's approval on the national press network planning at Circular No. 583/CP-VX dated June 16, 2000 of the Minister, Chairman of the Government Office;
Based on the Notice No. 3479/TB-BVHTT dated August 18, 2000 of the Minister of Culture and Information regarding the list of newspapers and magazines under the Ministry of Industry that continue to operate and Decision No. 60/GP-BVHTT dated January 29, 2002 of the Minister of Culture and Information granting the press operation license;
Considering the proposal of the Editor-in-Chief of the Industrial Magazine (Circular No. 64/CV-BTS dated July 4, 2003);

Article 1. The Industrial Magazine is a theoretical information agency on science, technology, and industrial economy directly under the Ministry of Industry.
The Magazine operates according to the Press Law of the Socialist Republic of Vietnam, is a self-financing public service unit with legal personality, has an account opened at the State Treasury and the State Bank of Vietnam, and uses a seal for its operations and transactions in accordance with the law.
International trade name: Industrial Review of Vietnam; abbreviated: IRV; Main office: No. 54 Hai Ba Trung Street, Hoan Kiem District, Hanoi City;
Representative office in Ho Chi Minh City;
Article 2. The Industrial Magazine has the following main tasks:
1. Organizing the dissemination and propaganda of the Party's guidelines, the State's laws, and the Ministry of Industry's policies on economic development, international integration, science, technology, and the environment in the industry sector;
2. Introducing scientific research works, technological inventions, and innovations in industrial production and business;
3. Organizing the introduction of theoretical issues, investment experiences, production and business practices, management reforms, scientific and technological activity results, new and modern technology applications, and exemplary advanced practices in production and business within the industry sector;
4. Organizing information services in various forms:
a) Building a reference library on the development situation of the industry sector of the Ministry and localities to serve management work, scientific and technological research;
b) Publishing publications, books, and specialized reports in accordance with the law;
c) Organizing scientific conferences, exhibitions, and advertising to introduce scientific and technological achievements and new products.
5. Organizing economic, management science, scientific, technological, and environmental research to serve information and propaganda activities;
6. Organizing retraining and professional skill enhancement for the staff of the Magazine and other units in need;
7. Implementing cooperative exchanges of scientific, technological, and environmental information with domestic and foreign organizations in accordance with the law;
8. Managing the organization, staffing, and assets assigned in accordance with the law and the delegation of the Ministry.
Article 3. The organizational structure of the Industrial Magazine includes:
1. Leadership:
a) Editor-in-Chief,
b) Deputy Editors-in-Chief.
The Editor-in-Chief of the Industrial Magazine is responsible to the Minister of Industry for all activities of the Magazine;
Deputy Editors-in-Chief assist in managing specific areas of work as assigned by the Editor-in-Chief;
The Editor-in-Chief and Deputy Editors-in-Chief are appointed and relieved of their duties by the Minister.
2. The support staff for the Editor-in-Chief includes:
a) Organization and Administrative Department,
b) Editing Department,
c) Publishing Department,
d) Special Topics Department, the Editor-in-Chief of the Industrial Magazine is responsible for drafting and submitting to the Minister for approval the Charter on Organization and Operation; arranging and deploying staff of the Magazine to ensure efficiency and effectiveness.
Article 4. This Decision takes effect 15 days from the date of publication in the Official Gazette and replaces Decision No. 1426/QĐ-TCCB dated June 19, 2002 of the Minister of Industry.
The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of Bureaus, Heads of Units under the Ministry, and the Editor-in-Chief of the Industrial Magazine are responsible for implementing this Decision.
