Regarding the establishment of the Central National Defense Education Council
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decree No. 15/2001/NĐ-CP dated May 1, 2001 of the Government on National Defense Education;
Pursuant to Decree No. 19/CP dated March 12, 1994 of the Government on national defense work in Ministries, ministerial-level agencies, and government agencies;
Considering the proposal of the Minister of National Defense and the opinions of relevant Committees, Ministries, and sectors;
To promote the work of national defense education for all citizens,
DECISION:
Article 1. The Central National Defense Education Council is hereby established with the following composition:
1. Chairman of the Council: Deputy Prime Minister Pham Gia Khiem.
2. Vice Chairmen of the Council:
- Minister of National Defense, acting as the permanent Vice Chairman,
- Minister of Education and Training.
3. Members of the Council:
- One Deputy Director of the Government Organization and Cadre Affairs Board,
- One Deputy Director of the Government Office,
- A Deputy Minister of Labor, Invalids and Social Affairs,
- One Deputy Minister of Culture, Sports and Tourism,
- One Deputy Director of the Ho Chi Minh National Political Academy,
- One Deputy Director of the National Administration Academy,
- One Deputy Chief of the General Political Department of the Vietnam People's Army,
- One Deputy Chief of the General Staff of the Vietnam People's Army,
- Inviting one Deputy Director of the Central Organization Board,
- Inviting one Deputy Director of the Central Propaganda and Culture Board,
- Inviting one Deputy Chairman of the Vietnam Fatherland Front Central Committee,
- Inviting one Deputy Chairman of the Vietnam Veterans Association,
- Inviting one Secretary of the Communist Youth Central Committee of Ho Chi Minh.
The members of the Council shall work on a part-time basis. Heads of agencies mentioned in this Article shall notify the list of personnel appointed as Council members to the Ministry of National Defense and report to the Prime Minister.
Article 2. The Central National Defense Education Council shall assist the Prime Minister in examining and deciding on directions, tasks, programs, plans of activities, and important matters related to national defense education.
The Central National Defense Education Council shall have the following tasks and powers:
1. Coordinate with Ministries, ministerial-level agencies, government agencies, central Party organs, and relevant central mass organizations, provincial and municipal people's committees under the central government to organize research, propose, and submit to the Prime Minister for consideration and decision on policies, directions, tasks, programs, plans, and important matters related to national defense education. Provide advice to assist the Prime Minister in examining and deciding on projects, programs, plans, and policies on national defense education.
2. Assist the Prime Minister in supervising, guiding, urging, and coordinating with Ministries, ministerial-level agencies, government agencies, central Party organs, relevant central mass organizations, provincial and municipal people's committees under the central government to implement decisions, tasks related to national defense education, and make recommendations to competent authorities to resolve issues within their jurisdiction or submit them to the Prime Minister for resolution during the implementation of national defense education tasks.
3. Coordinate with political and social organizations to organize propaganda and mobilize the masses to participate in implementing national defense education tasks.
4. Carry out other tasks assigned by the Government.
5. The Central National Defense Education Council has the right to request Ministries, ministerial-level agencies, government agencies, central Party organs, relevant central mass organizations, and provincial and municipal people's committees under the central government to report on the situation and provide information on issues related to the implementation of national defense education tasks, and compile reports to be submitted to the Government and the Prime Minister.
Article 3.
1. The operational regulations of the Central National Defense Education Council shall be decided by the Chairman of the Central National Defense Education Council.
2. The Ministry of National Defense shall organize a permanent office to assist the Council. The headquarters of the Central National Defense Education Council shall be located at the Ministry of National Defense.
3. The operating funds of the Central National Defense Education Council shall be guaranteed by the State through the Ministry of National Defense.
Article 4. This Decision takes effect fifteen days after the date of signature.
Article 5. The Chairman of the Central National Defense Education Council, Ministers, heads of ministerial-level agencies, heads of government agencies, Chairmen of provincial and municipal people's committees under the central government, and heads of relevant agencies and organizations shall be responsible for implementing this Decision.
