DECREE
Regarding the adjustment of allowances for village cadres who have retired according to Decision No. 130/CP dated June 20, 1975 of the Council of Ministers, Decision No. 111/HĐBT dated October 13, 1981 of the Council of MinistersPursuant to Resolution No. 17/2003/QH11 dated November 4, 2003 on the state budget estimate for 2004 and Resolution No. 19/2003/QH11 dated November 16, 2003 on tasks for 2004 of the National Assembly's 11th term;
GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Home Affairs, the Minister of Finance,
Adjusts the monthly allowance for village, ward, and town cadres who have retired according to the provisions of Decision No. 130/CP dated June 20, 1975 of the Council of Ministers and Decision No. 111/HĐBT dated October 13, 1981 of the Council of Ministers as follows:
DECREE:
Article 1. 1. From October 1, 2004 to September 30, 2005, increase by 10% over the allowance received at the time of September 2004.
2. From October 1, 2005 to September 30, 2006, increase by 10% over the adjusted monthly allowance as stipulated in Clause 1 of this Article.
3. From October 1, 2005, increase by 20.7% over the adjusted monthly allowance as stipulated in Clause 2 of this Article.
The funding for the adjustment of monthly allowances applicable to the subjects specified in Article 1 of this Decree shall be guaranteed by the local budget in accordance with the State Budget Law.
Article 2. The Ministry of Home Affairs shall take the lead, coordinate with the Ministry of Finance to guide the implementation of this Decree and submit to the Government for further adjustment of the monthly allowance for the subjects specified in Article 1 of this Decree from October 1, 2006 to October 1, 2007.
Article 3. This Decree shall take effect fifteen days after its publication in the Official Gazette.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial People's Committees directly under the central government are responsible for implementing this Decree./.
Article 5. The Ministers, Heads of ministerial-level agencies, Heads of governmental agencies, Chairpersons of provincial People's Committees under the central government shall be responsible for implementing this Decree./.
