RESOLUTION
Amending the Legislative Program for 2026
NATIONAL ASSEMBLY STANDING COMMITTEE
WHEREAS, the Constitution of the Socialist Republic of Vietnam has been amended and supplemented according to Resolution No. 203/2025/QH15;
WHEREAS, the Law on Organization of the National Assembly No. 57/2014/QH13 has been amended and supplemented according to Law No. 65/2020/QH14 and Law No. 62/2025/QH15;
WHEREAS, the Law on Issuing Legal Normative Documents No. 64/2025/QH15 has been amended and supplemented according to Law No. 87/2025/QH15;
BASED ON CONSIDERING the Reports No. 1280/TTr-CP and No. 1281/TTr-CP dated December 29, 2025, No. 18/TTr-CP dated January 17, 2026, No. 19/TTr-CP dated January 19, 2026, No. 23/TTr-CP dated January 21,2026, No. 27/TTr-CP dated January 28, 2026, No. 33/TTr-CP dated February 3, 2026 of the Government, Report No. 1630/BC-UBPLTP15 dated February 4, 2026 of the Standing Committee of the Committee for Law and Justice,
RESOLVES:
Article 1. Amending the Legislative Program for 2026
1. Adding the Draft Law on the Capital City (Amendment) to the Legislative Program for 2026 for consideration and approval at the First Session of the 16th National Assembly through a shortened procedure.
2. Adjusting the time for presenting the Draft Resolution on mechanisms for coordination and special policies to enhance the effectiveness of prevention and resolution of international investment disputes from consideration and approval at the Second Session to the First Session of the 16th National Assembly and through a shortened procedure.
3. Separating the Draft Law Amending and Supplementing Certain Provisions of the Trade Law, Competition Law, Foreign Trade Management Law, Electricity Law, and Consumer Protection Law into two drafts: the Draft Law Amending and Supplementing Certain Provisions of the Trade Law, Competition Law, Foreign Trade Management Law, and Consumer Protection Law; the Draft Law Amending and Supplementing Certain Provisions of the Electricity Law, and presenting them for consideration and approval at the Second Session of the 16th National Assembly.
4. Adjusting the Draft Law Amending and Supplementing Certain Provisions of the Real Estate Business Law to the Draft Law on Real Estate Business (Amendment) and adjusting the time for presenting it for consideration and approval from the First Session to the Second Session of the 16th National Assembly.
5. Adjusting the Draft Law Amending and Supplementing Certain Provisions of the Housing Law to the Draft Law on Housing (Amendment) and adjusting the time for presenting it for consideration and approval from the First Session to the Second Session of the 16th National Assembly.
6. Adding the Draft Law on Food Safety (Amendment) and the Draft Law on Derivative Commodity Trading to the Legislative Program for 2026 for consideration and approval at the Second Session of the 16th National Assembly.
7. Removing the Draft Law on Administrative Decision Issuance Procedures from the Legislative Program for 2026.
