THE MINISTER OF THE MINISTRY OF HOME AFFAIRS
Pursuant to Decree No. 48/2008/NĐ-CP dated April 17, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
After reaching consensus among the leadership team of the Ministry of Home Affairs (meeting on July 31, 2009);
Considering the proposal of the Director of the Department of Personnel Organization,
DECISION:
Article 1. The assignment of tasks in the leadership of the Ministry of Home Affairs is as follows:
1. Minister Tran Van Tuan:
- Leading, directing, and managing the overall activities of the Ministry of Home Affairs;
- Signing documents submitted to the Government, Prime Minister, higher-level agencies, and management sector documents; the Minister authorizes the Deputy Minister to sign documents within the assigned field;
- Assigning Deputy Ministers to assist in overseeing areas of work according to the functions and responsibilities of the Ministry of Home Affairs; participating in party and mass organizations' work; joining inter-sectoral organizations according to the assigned field of responsibility;
- Directly overseeing the following areas of work:
+ Directing the development strategy of the sector;
+ Personnel work;
+ Organizational structure and cadres of the Ministry.
2. Deputy Minister Tran Huu Thang is assigned by the Minister to serve as the Acting Deputy Minister, assisting the Minister in overseeing the following areas of work:
- Performing the duties of the Acting Deputy Minister according to the Working Regulations of the Ministry of Home Affairs;
- Local administration (including grassroots democracy mechanisms);
- International cooperation;
- Planning and finance;
- The Ministry's Office;
- Receiving, transferring, retiring, and taking leave without pay for civil servants of the Ministry;
- Directing two representative offices of the Ministry in Da Nang City and Ho Chi Minh City.
* Responsible for: Department of Local Administration; Department of International Cooperation; Department of Planning and Finance; the Ministry's Office; two representative offices in Ho Chi Minh City and Da Nang.
3. Deputy Minister Tran Thi Ha assists the Minister in overseeing the following areas of work:
- Competition and emulation work;
- Vice Chairman of the State Council for Competition and Emulation;
- Head of the Central Emulation and Reward Board;4. Deputy Minister Van Tat Thu assists the Minister in overseeing the following areas of work:
- Legal affairs work;
- Archival and Records Management;
- Inspection;
- Local Military Affairs;
- Scientific Research;
- Information and Computing Work;
- State Organization Magazine;
- Construction of the Ministry's headquarters and construction at the National Archives Administration Bureau.
* Responsible for: Legal Affairs Department; Inspectorate General; National Archives Administration Bureau; Institute of State Organization Science; State Organization Magazine; Information Center.
5. Deputy Minister Nguyen Duy Thang assists the Minister in overseeing the following areas of work:
- State salary policy;
- Cadre and civil servant personnel policy;
- Organizational structure and administrative and public service establishment;
- Regular promotion of civil servants' salaries in the Ministry;
- Ministry projects;
- Gender equality.
* Responsible for: Salary Department; Organization and Establishment Department; Civil Servant and Public Official Department; Ministry projects.
6. Deputy Minister Nguyen Tien Dinh assists the Minister in overseeing the following areas of work:
- Administrative reform;
- Confidential work and religious affairs; coordinating with Party agencies and political-social organizations to implement the Ministry's state management functions related to these areas;
- Association and non-governmental organization work;
- Training and cadre development;
- Construction of the Hanoi Internal Affairs College.
* Responsible for: General Department; Administrative Reform Department; Cadre and Civil Servant Training and Development Department; Government Confidential Service Board; Government Religious Affairs Board; Cadre and Civil Servant Training and Development Center; Hanoi Internal Affairs College.
The Director of the Cadre and Civil Servant Organization Department shall notify the Provincial Home Affairs Departments under the Central Government of the contents of this Decision for their information to facilitate work relations.
This Decision replaces Decision No. 899/QD-BNV dated July 15, 2008 of the Minister of Home Affairs regarding the assignment of tasks in the leadership of the Ministry and takes effect from the date of signing.
Article 2. The Chief of the Ministry's Office, the Director of the Cadre and Civil Servant Organization Department, heads of relevant agencies and units, and leaders named in Article 1 are responsible for implementing this Decision./.
