Directive No. 12/1999/CT-BNN/VP on Commendation and Award Work

 DIRECTIVE

On the Work of Encouragement and Reward 

Implementing Directive No. 35-CT/TW dated June 3, 1998 of the Politburo, Government Decree No. 56/1998/NĐ-CP and actively responding to the call of the President:Strive for a wealthy people and a strong country with a fair and civilized society; at the same time, regularize the work of Encouragement and Reward within the Ministry of Agriculture and Rural Development to meet the requirements and tasks of industrialization and modernization of agriculture and rural areas, the Minister of Agriculture and Rural Development issues this Directive:

1-Launch a movement entitled "Striving for the cause of industrialization and modernization of agriculture and rural development" throughout the Ministry of Agriculture and Rural Development from now until the year 2000.

The goal of the movement is to awaken the tradition of patriotic competition in every individual and collective, to mobilize internal strength, creative labor, apply advanced science and technology, and utilize international cooperation resources to strive to achieve comprehensive agricultural development targets, ensuring social stability, sustainable economic development, and realizing industrialization and modernization. Through the movement, outstanding individuals and collectives will be selected for commendation as National Labor Heroes, National Model Workers, and towards the First Conference of National and Sectoral Labor Heroes and Model Workers in 2000 and the National Hero and Model Worker Congress.

2-Heads of agencies and units under the Ministry, Directors of Departments of Agriculture and Rural Development, Chiefs of Forest Inspection Agencies shall organize appropriate movements based on the functions and tasks of their units, establish competition targets according to the characteristics of each ecological region and key sectors, and select exemplary individuals and collectives to be recommended for commendation as National Labor Heroes and Model Workers during the 1999 award ceremony.

3-Criteria for commending National Labor Heroes are based on the Ordinance on State Honors and the guiding circulars of the Government.

Other forms of commendation shall be based on Government Decree No. 56/1998/NĐ-CP, dated July 30, 1998, and decisions of the Prime Minister; such as annual flags of merit, certificates of merit, and medals "For the Cause of Agriculture and Rural Development".

The process of commendation must ensure timeliness and transparency within the unit, and those being commended must be exemplary models with exemplary effects.

4-Establish Competition and Commendation Councils at all levels. The composition, functions, and responsibilities of the Competition and Commendation Council of the Ministry are based on Decision No. 154/1998/QĐ-TTg, dated August 25, 1998 of the Prime Minister. The composition of the Competition and Commendation Councils of units under the Ministry is based on Decision No. 01/QĐ-BNN-TCCB dated January 2, 1998 of the Minister of Agriculture and Rural Development. Develop and perfect the operational regulations of the Council, paying attention to the verification, submission, and approval processes to ensure accuracy and objectivity; strengthen personnel engaged in Competition and Commendation work who understand the job and have expertise, and seek leadership from the Party Committee, cooperate with trade unions and mass organizations to guide the movement, summarize achievements to recommend commendations, and collaborate with news agencies, radio, and television to publicize exemplary models and role models."Good People and Good Deeds".

5- Towards the National Hero and Model Worker Congress scheduled for December 2000, the Ministry will organize a Sectoral Hero and Model Worker Conference in September 2000 to summarize the achievements of the sector over the past ten years of reform, commend, and reward Heroes and Model Workers of the sector.

6-Request heads of agencies and units under the Ministry, Directors of Departments of Agriculture and Rural Development, Chiefs of Forest Inspection Agencies to closely cooperate with trade unions and youth leagues under the direct guidance of the grassroots Party Committee, strictly implement this Directive, and periodically report to the Minister on the implementation results. At the same time, pay attention to rewarding scientists, managers, businesspeople, outstanding workers, and retired officials, promptly identifying and rewarding these groups to encourage them to continue contributing to the cause of agriculture and rural development. Continuously supplement and improve local, agency, and unit competition criteria to make the work of Competition and Commendation effective and meet new requirements and tasks.

7-Assign the Office to synthesize the situation (periodically report to the Minister to guide the work of Competition and Commendation in the Ministry of Agriculture and Rural Development effectively)./
