DIRECTIVE

On the establishment, implementation, maintenance, and improvement of quality management systems according to ISO 9000

Productivity and product quality have always been the top concerns of many enterprises, being decisive factors for their existence and development under the market mechanism. To enhance productivity and product quality, it is not enough to implement individual measures but rather a series of activities aimed at improving productivity while ensuring quality systematically and planned. Fulfilling the quality management system according to ISO 9000 will create an effective quality management tool that cannot be lacking for each enterprise on its path of development and economic integration at regional and international levels, because the quality management model according to ISO 9000 standards issued by the International Organization for Standardization is one of the widely applied models worldwide and in Vietnam.

Given this importance, the Ministry requests all production and business units throughout the industry to immediately initiate the research, establishment, implementation, maintenance, and improvement of the ISO 9000 Quality Management System. The specific plan to implement this work needs to be carried out in the following stages:

* Stage 1 (2001-2002): The stage of approaching, understanding, establishing, and registering for certification of the ISO 9000 Quality Management System.

During this stage, units need to establish a Steering Committee to analyze and evaluate the current status, develop implementation plans, and direct the work of establishing and implementing the ISO 9000 Quality Management System with the assistance of consultants, reporting the implementation plan to the Ministry for approval as a basis for monitoring the implementation process.

To implement this stage, the heads of units must fully understand that the establishment and implementation of a quality management system according to ISO 9000 standards are extremely necessary, considering this as an important content for reforming and enhancing the effectiveness of management operations, believing that the application of ISO 9000 will bring benefits to the production and business of their unit and is an indispensable quality management tool for each enterprise. During the process of researching, establishing, and implementing the quality management system according to ISO 9000, the head of the agency must establish a Steering Committee chaired by the director to have specific implementation plans, develop strategies to ensure quality improvement, equipment, training, awareness building, and the establishment of a documentation system including technical documents, technological processes, standards, forms, quality plans, etc.

For agencies and enterprises that have been granted certification of a quality management system compliant with ISO 9000 standards, they must continue to maintain and improve the quality management system to ensure reliable quality and continuously enhance production and business efficiency.

* Stage 2 (2002-2003): State-owned Joint Stock Companies 91 and 90 and Class I enterprises in the industry must strive to obtain certification of a quality management system compliant with ISO 9000 standards.

* Stage 3 (from 2004 onwards): Obtaining certification of a quality management system compliant with ISO 9000 standards may become one of the mandatory conditions for participating in bidding for all production and business units in the entire industry.

In the short term, the Ministry will encourage through preferential points when evaluating bids for enterprises with recognized quality management systems meeting ISO 9000 standards, initially in the evaluation process of construction projects.

The Ministry assigns the Science and Technology Department, which is the direct advisory body of the Ministry, to organize the implementation of this directive including organizing training, guiding implementation, exchanging information, providing consulting assistance, supervising and urging the implementation process, and resolving difficulties encountered by enterprises during the implementation process.

Upon receipt of this directive, the Ministry requires all production and business units throughout the industry to immediately take specific measures to quickly obtain certification of a quality management system compatible with ISO 9000 standards.
