DECISION NO. 12/2003/QĐ-BTC OF THE MINISTER OF FINANCE ON FEE RATES FOR TECHNICAL SAFETY AND QUALITY INSPECTION OF EQUIPMENT AND MATERIALS UNDER THE SUPERVISION OF VIETNAM REGISTRATION

THE MINISTER OF FINANCE

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
BASED ON DECREE NO. 178/CP DATED OCTOBER 28, 1994 OF THE GOVERNMENT ON THE TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;
Pursuant to Decree No. 38/2001/PL-UBTVQH dated August 28, 2001 on fees and charges; Pursuant to Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Law on Fees and Charges;
Pursuant to the proposal of the Ministry of Transport at Circular No. 4283/GTVT-TCKT dated November 13, 2002 and the recommendation of the Director of the Enterprise Finance Department,

DECISION:

Article 1:

Attached herewith is the Fee Rate Table for Technical Safety and Quality Inspection of Equipment and Materials under the Supervision of Vietnam Registration, including:

1. Design approval fee for equipment and materials.

2. Product quality inspection fee.

3. Laboratory certification inspection fee, testing station, and material and product manufacturing facility.

4. Container quality inspection fee.

5. Lifting equipment quality inspection fee.

6. Boiler and pressure vessel quality inspection fee.

7. Non-destructive testing method quality inspection fee for equipment and materials.

8. Welder examination and non-destructive testing personnel examination fee.

Article 2:

The fee rates in this table include value-added tax but exclude the quality and technical safety certification fee and travel, accommodation, and communication costs for inspection work more than 100 kilometers from the office.

Article 3:

For inspection tasks not specified in this Fee Rate Table, the inspection fee will be calculated based on the actual time spent inspecting, with a rate of 100,000 VND per hour. The minimum charge for one inspection session is 100,000 VND per session.

Article 4:

The entities subject to payment of fees under this Decision are organizations and individuals whose equipment and materials installed on transportation vehicles are inspected for quality by the Registration Authority; calibration of manufacturing facilities, testing stations, laboratories, and other objects within the scope of supervision of the Registration Authority or upon request.

Article 5:

Some concepts in the Fee Rate Table are understood as follows:

1. Single unit products: Products manufactured individually for installation and use on transportation vehicles and marine structures.

2. Prototype products: Products manufactured for the first time to meet current technical standards and regulations as a basis for mass production.

3. Mass-produced products: Products manufactured in batches according to approved prototypes.

4. Fee calculation price: The selling price for domestically produced products or the purchase price for imported products.

Article 6:

This Decision takes effect from February 1, 2003, and replaces the pricing for equipment, material, and industrial product inspections stipulated in Decision No. 129/1999/QĐ-BVGCP dated December 16, 1999 of the Government Price Board regarding service fees for ship registration, inland waterway transport means, and industrial products of Vietnamese organizations and individuals under the supervision of the Registration Authority and related guiding documents.

Article 7:

Organizations and individuals subject to payment of fees, inspection agencies, and relevant agencies are responsible for implementing this Decision.

FEE TABLE

TECHNICAL SAFETY AND QUALITY INSPECTION OF EQUIPMENT AND MATERIALS UNDER THE SUPERVISION OF VIETNAM REGISTRATION

I. DESIGN APPROVAL FEE FOR EQUIPMENT AND MATERIALS

1. The design approval fee for equipment and materials is calculated as a percentage of the design cost of equipment and materials as specified in Table 1.

2. The design modification approval fee is calculated at 70% of the rate specified in Table 1.

3. The duplicate review or modified design approval fee is calculated at 30% of the rate specified in Table 1.

II. PRODUCT QUALITY INSPECTION FEE

The product quality inspection fee is calculated as a percentage of the production cost, batch production cost, or import price as specified in Table 2.

III. LABORATORY CERTIFICATION INSPECTION FEE, TESTING STATION, AND MATERIAL AND PRODUCT MANUFACTURING FACILITY

The laboratory certification inspection fee, testing station, and material and product manufacturing facility fee is specified in Table 3.

IV. CONTAINER QUALITY INSPECTION FEE

1. The quality inspection fee for 20-foot containers as specified in Table 4

2. The quality inspection fee for 40-foot containers is 1.5 times the fee specified in Table 4.

V. LIFTING EQUIPMENT QUALITY INSPECTION FEE

1. The initial and irregular inspection fee for lifting equipment as specified in Table 5

2. The periodic inspection fee is calculated at 50% of the rate specified in Table 5.

VI. BOILER AND PRESSURE VESSEL QUALITY INSPECTION FEE

The boiler and pressure vessel quality inspection fee is specified in Table 6.

VII. NON-DESTRUCTIVE TESTING METHOD QUALITY INSPECTION FEE FOR EQUIPMENT AND MATERIALS

1. The non-destructive testing method quality inspection fee for equipment and materials as specified in Table 7

VIII. FEES FOR TESTING WELDERS AND NON-DESTRUCTIVE TESTING PERSONNEL (NDT)

The fees for issuing new or renewing certificates for welders and non-destructive testing personnel (NDT) are specified in Table 8.
