Pursuant to the Law on Organization of the Government dated December 25, 2001;
On the basis of Decree No. 90/2001/NĐ-CP dated November 23, 2001 of the Government on assistance for the development of small and medium-sized enterprises;
Upon the proposal of the Minister of Planning and Investment (document number 48 BKH/CPTDN dated January 3, 2003).
DECISION:
Article 1. The Council for Promoting Small and Medium Enterprises Development (hereinafter referred to as the Council) shall have the function of advising the Prime Minister on mechanisms and policies to promote the development of small and medium enterprises nationwide.
Article 2. The Council's tasks include advising specifically on:
- Strategic orientations and plans for the development of small and medium enterprises that are consistent with the country's economic and social development orientations and strategies;
- Proposing amendments, supplements, and improvements to mechanisms and policies for the development of small and medium enterprises;
- Measures, solutions, and assistance programs for small and medium enterprises aimed at enhancing their capabilities and competitiveness;
- Other issues related to the development of small and medium enterprises assigned by the Prime Minister.
Article 3. The composition of the Council includes:
1. Chairman of the Council: Mr. Vo Hong Phuc, Minister of Planning and Investment.
2. Permanent member: Mr. Tran Dinh Khien, Deputy Minister of Planning and Investment.

- Members of the Council operate under a part-time basis.
- When necessary, depending on the content of the work, the Chairman of the Council for Promoting Small and Medium Enterprises Development may invite additional representatives from other organizations and associations and experts in relevant fields to participate in Council meetings.
Article 4. The permanent office of the Council is the Department of Small and Medium Enterprise Development (Ministry of Planning and Investment). The Chairman of the Council shall specify the specific duties and working regulations of the permanent office.
Article 5. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
Article 6. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of People's Committees of provinces and centrally governed cities, and members of the Council are responsible for implementing this Decision.
