Pursuant to Decree No. 90/2002/NĐ-CP dated 11/11/2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 217/2003/QĐ-TTg dated 27/10/2003 of the Prime Minister on managing rates for postal and telecommunications services;
Considering the proposal of the Military Post and Telecommunications Company at Circular No. 845/CTVTQĐ dated 15/03/2004 regarding adjustment of international VOIP outgoing rates;
At the proposal of the Director of the Department of Planning and Finance,
DECISION:
Article 1. Now issuing international outgoing IP telephone service rates provided by the Military Post and Telecommunications Company (Viettel) as follows:
1. For postpaid international IP telephone service:
Connection rate to all countries:
Maximum rate not exceeding 0.68 USD/minute
Minimum rate not less than 0.58 USD/minute
2For prepaid international IP telephone service using cards:
Connection rate to all countries:
Maximum rate not exceeding 0.58 USD/minute
Minimum rate not less than 0.48 USD/minute
3. The time unit for calculating rates for international outgoing IP telephone service postpaid or using prepaid cards shall be determined by the enterprise, but the time unit for calculating rates must not exceed the calculation based on minute intervals and 6-second blocks from the second minute onwards.
Article 2. International IP (VoIP) postpaid, international IP (VoIP) service using prepaid cards at public points: In addition to the rates and calculation methods prescribed in Clause 1, 2, and 3 of Article 1, the public point management enterprise may collect additional service fees. The service fee rate shall be decided by the public point management enterprise but must ensure non-discriminatory treatment among international IP (VoIP) services provided by different enterprises. standards The international connection rates for fax subscribers and data subscribers within standard voice bands (data transmission over telephone subscriber lines) using IP protocols shall be applied as for international IP telephone connection rates according to the corresponding rates specified in Article 1.
Article 3The rates prescribed in Article 1 of this decision do not include value-added tax.
Article 4. The Military Post and Telecommunications Company:
Article 5. 1. Based on the provisions of Articles 1, 2, 3, and 4 of this Decision, establish specific rates for international IP telephone (VOIP) connections to each country. When issuing specific rate decisions within its authority, the company shall notify the Ministry of Posts and Telecommunications before the decision takes effect.
2. Set reduced rates for international IP (VoIP) postpaid service
and international IP (VoIP) service using prepaid cards during holidays and compensatory days off, Saturdays, Sundays, and from 11 PM the previous day to 7 AM the following day on weekdays, but the reduction rate must not exceed 30%. These provisions of this Decision apply to users of international outgoing IP telephone services of the Military Post and Telecommunications Company.
3. Establish reductions for large customers and special customers with reductions not exceeding 10%, without discrimination among customers.
Article 6This Decision takes effect from April 15, 2004, and all previous regulations contrary to this Decision are abolished. The Head of the Office, Director of the Planning and Finance Department, Heads of units under the Ministry of Posts and Telecommunications, and the Military Post and Telecommunications Company are responsible for implementing this Decision./.
