DIRECTIVE OF THE MINISTER OF EDUCATION AND TRAINING
On Strengthening Physical Education and Sports Activities To Respond to the "International Year of Sport and Physical Education - 2005" of the United Nations
In recent years, physical education and sports activities have made significant contributions to improving comprehensive educational quality, building spiritual cultural life for teachers, students, and staff in the education sector. Particularly since the Central Committee of the Communist Party issued Directive No. 17/CT-TW on October 23, 2002 regarding the development of physical education and sports until 2010, management levels in education and schools have paid attention to leading and directing sports movements and physical education work. The sports movement in schools has seen good development. The team of physical education instructors and teachers in schools has been strengthened, and initial attention has been given to facilities and equipment serving sports and physical education.
However, the development of sports activities is still uneven, understanding of physical education remains limited, and there are still negative manifestations in sports activities that are outdated and insufficient.
Responding to the "International Year of Sport and Physical Education - 2005" of the United Nations is a necessary action to strengthen physical education, promote sports activities to implement comprehensive education, contribute to enhancing human health, developing society, and maintaining peace. The Minister of Education and Training requests directors of provincial Departments of Education and Training, directors of universities and academies, principals of universities, colleges, and vocational high schools, and heads of units under the Ministry to respond to the "International Year of Sport and Physical Education - 2005," organize sports activities for staff, teachers, students, and implement the following main contents:
1. Strictly implement the provisions of legal normative documents on physical education and sports work, especially the Sports Ordinance, Directive No. 17/CT-TW dated October 23, 2002 of the Central Committee of the Communist Party on the development of physical education and sports until 2010, Directive No. 15/2002/CT-TTg of the Prime Minister on combating negative phenomena in sports activities, and the Physical Education and School Health Regulations (issued pursuant to Decision No. 14/2001/QD-BGD&ĐT dated May 3, 2001).
2. Develop programs and plans for physical education and sports activities, widely publicize their objectives and benefits to enhance awareness and responsibility of staff, teachers, students, and faculty members about sports work and physical education.
3. Localities and educational institutions must develop programs and plans to vigorously promote physical education and sports development for staff, teachers, students, and faculty members.
4. Direct and strictly and effectively implement teaching and learning of physical education courses according to the curriculum prescribed by the Ministry of Education and Training for each level of education and training.
5. Increase extracurricular sports activities, innovate content and improve forms of activities, competitions, and daily physical exercise training according to fitness standards.
6. Promote exemplary schools and classes that excel in sports and physical education work.
7. Gradually increase the number of physical education instructors and teachers in schools, plan to build facilities, fields, gymnasiums, equipment, and tools for physical education and sports to meet requirements and improve the effectiveness of physical education teaching and learning, and promote the application of scientific and technological progress in the field of sports and physical education.
8. Take measures to prevent and combat incorrect perceptions and eliminate negative phenomena in sports activities.
9. Timely evaluate, summarize, commend, and reward collectives and individuals with outstanding achievements in sports training and physical education.
10. The Department of Student Affairs is responsible for guiding, monitoring, urging, and inspecting the implementation of this Directive and regularly reporting results to the Minister.
The Ministry of Education and Training requires directors of provincial Departments of Education and Training and heads of educational and training institutions to develop specific and practical action plans to organize the implementation of this Directive and ensure its dissemination to all educational management agencies and educational institutions for implementation./.
