Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Posts and Telecommunications Ministry;

Considering the proposal of Vietnam Post and Telecommunications Corporation at Circular No. 27/GCTT-HĐQT dated January 28, 2005 regarding the plan to reduce channel leasing rates;

THE MINISTER OF POSTS AND TELECOMMUNICATIONS

Issuing the rates for international telecommunication channel leasing services provided by Vietnam Post and Telecommunications Corporation for Internet Exchange Points (IXPs) leasing to connect to international Internet as follows:

Pursuant to Decision No. 217/2003/QĐ-TTg dated October 27, 2003 of the Prime Minister on managing service charge prices for postal and telecommunications services;

Connection fees and initial installation costs shall be stipulated by Vietnam Post and Telecommunications Corporation.

At the proposal of the Director of the Department of Planning and Finance,

DECISION:

2.1. Long-distance inter-provincial channel leasing rates (if applicable): Shall be applied according to the inter-provincial telecommunication channel leasing rate table.

2.2. Provincial channel leasing rates (including intra-provincial transmission):

2.2.1. For Hanoi, Ho Chi Minh City, and Da Nang cities, divided into two levels:

2.2.1.1. Not exceeding 85% of the rate of the same speed (Level 1 rate) in the intra-provincial channel leasing rate table for cases where the customer's final connection point is within the inner city districts;

2.2.1.2. Not exceeding 85% of the rate of the same speed (Level 2 rate) in the intra-provincial channel leasing rate table for cases where the customer's final connection point is located in suburban counties.

2.2.2. For other provinces and cities, divided into two levels:

2.2.2.1. Not exceeding 50% of the rate of the same speed (Level 1 rate) in the intra-provincial channel leasing rate table for cases where the final connection point is within provincial capital cities, towns, and central city districts;

2.2.2.2. Not exceeding 50% of the rate of the same speed (Level 2 rate) in the intra-provincial channel leasing rate table for all other cases.

The above rates do not include Value Added Tax (VAT).

The Head of the Office, the Director of the Planning and Finance Department, Vietnam Post and Telecommunications Corporation, and related units are responsible for implementing this Decision./.

3. The above rates do not include value-added tax - VAT.

Article 2. This Decision takes effect 15 days from the date of publication in the Official Gazette. Previous regulations contrary to this Decision are abolished.

Article 3. The Director of the Office, the Department Head of the Planning and Finance Department, Viet Nam Post and Telecommunications Corporation, and related units shall be responsible for implementing this Decision./.
