Pursuant to the Ordinance on Posts and Telecommunications dated May 25, 2002;
Pursuant to the Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to the Decree No. 160/2004/NĐ-CP dated September 3, 2004 of the Government detailing the implementation of certain provisions of the Ordinance on Posts and Telecommunications concerning telecommunications;
Based on the proposal of the Director of the Telecommunications Department, Head of the Special Task Force for Network Interconnection and Public Telecommunication Services.

Article 1. The attached Decision issues Regulations on the Implementation of Interconnection between Public Telecommunication Networks.
Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 3. The Heads of the Office, Directors of the Telecommunications Department, Heads of the Special Task Force for Network Interconnection and Public Telecommunication Services, Heads of agencies and units under the Ministry, and General Directors and Directors of telecommunications enterprises shall be responsible for implementing this Decision./.
