DECISION OF THE MINISTER OF EDUCATION AND TRAINING
Issuing the Regulations on Secondary School Admissions
Based on Decree No. 127/2018/NĐ-CP dated September 21, 2018 of the Government stipulating the responsibilities for state management in education;
THE MINISTER OF EDUCATION AND TRAINING
Pursuant to the Education Law dated June 14, 2005;
Pursuant to the Government Decree No. 86/2002/NĐ-CP dated November 5, 2002, stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to the Government Decree No. 85/2003/NĐ-CP dated July 18, 2003, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Based on the proposal of the Director of the Secondary Education Department,
DECISION:
Article 1. Issuing hereby the Enrollment Regulations for Lower Secondary Schools and Upper Secondary Schools.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. The Decision No. 08/1999/QĐ-BGD&ĐT dated February 27, 1999, regarding the issuance of the Enrollment Regulations for Lower Secondary Schools and Upper Secondary Schools; Decision No. 08/2001/QĐ-BGD&ĐT dated March 30, 2001; Decision No. 15/2002/QĐ-BGĐ&ĐT dated April 4, 2002; and Decision No. 21/2005/QĐ-BGD&ĐT dated July 19, 2005, concerning amendments and supplements to certain articles of the Enrollment Regulations for Lower Secondary Schools and Upper Secondary Schools issued by the Minister of Education and Training are hereby abolished.
Article 3The Permanent Delegates of the Office of the Ministry of Education and Training, the Directors of the Secondary Education Department, heads of units under the Ministry of Education and Training related to this matter, Chairmen of People's Committees of provinces and centrally governed cities, and Directors of Departments of Education and Training are responsible for implementing this Decision./.
REGULATIONS
Enrollment for Lower Secondary Schools and Upper Secondary Schools
(Issued together with Decision No. 12/2006/QĐ-BGD&ĐT
dated April 5, 2006 of the Minister of Education and Training)
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
Article 1. This Regulation governs the enrollment for lower secondary schools and upper secondary schools including: age for enrollment, preferential policies, encouragement measures, enrollment methods, responsibilities of management agencies and educational institutions in the enrollment process for lower secondary schools (THCS) and upper secondary schools (THPT).
Article 2. This Regulation applies to Vietnamese students and foreign students residing in Vietnam who are enrolling in THCS and THPT.
Article 2. Purpose and Requirements for Enrollment

Chapter II
AGE FOR ENROLLMENT, PRIORITY POLICIES,
INCENTIVES
Article 3. Age for Enrollment
The age for enrollment of students is calculated from their year of birth to the year of application based on the following provisions:
1. For junior high school (THCS): from 11 to 14 years old; for senior high school (THPT): from 15 to 19 years old.
2. The following categories are permitted to be one (1) year older than the age specified in Clause 1 of this Article:
a) Students who are Vietnamese citizens returning from abroad;
b) Students who belong to ethnic minority groups;
c) Students living and studying in areas with difficult economic and social conditions;
d) Students with disabilities, physical or intellectual impairments, chemical warfare agent exposure, orphaned students without support, and students from households classified as extremely poor according to state regulations.
3. If students are allowed by competent authorities to enroll before their age or skip grades in accordance with the Ministry of Education and Training's regulations, their age for enrollment will be reduced by the number of years they have been permitted to do so.
Article 4. Preferential and Encouragement Policies
1. Preferential policies:
a) Add 3 points for one of the following subjects: children of martyrs; children of war invalids and disease invalids with a disability rate of 81% or higher; children of those who enjoy benefits similar to war invalids and disease invalids with a disability rate of 81% or higher;
b) Add 2 points for one of the following categories:
- Children of Heroes of the Armed Forces, Heroes of Labor, Mothers of Vietnam's Heroic People; children of war invalids and disease invalids and children of those who enjoy benefits similar to war invalids and disease invalids with a disability rate of 81%;
- Ethnic minority people living and studying in areas with difficult socio-economic conditions;
c) Add 1 point for one of the following subjects: ethnic minority people not living and studying in areas with difficult socio-economic conditions; students living and studying in areas with difficult socio-economic conditions.
2. Encouragement policies for individuals who win awards in final-year exams as follows:
a) Add 2 points for students who win awards in exams organized by the Ministry of Education and Training; international exams among countries in the region; first place in the 9th grade student excellence exam, cultural and sports competitions organized by the provincial Department of Education and Training or coordinated with provincial departments;
b) Add 1.5 points for students who win second place (silver medal) in exams organized at the provincial level as stipulated in point a, Clause 2, Article 2 of this Regulation or are rated excellent in the general vocational examination organized by the provincial Department of Education and Training according to the regulations of the Ministry of Education and Training;
c) Add 1 point for students who win third place (bronze medal) in the examinations specified in point a, Clause 2, Article 2 of this Regulation organized at the provincial level or are rated good in the general vocational examination organized by the provincial Department of Education and Training according to the regulations of the Ministry of Education and Training;
d) Add 0.5 points for students who are rated average in the general vocational examination organized by the provincial Department of Education and Training according to the regulations of the Ministry of Education and Training.
3. The maximum additional points for subjects enjoying preferential and encouragement policies shall be applied according to each admission method prescribed in Articles 10, 12, and 18 of this Regulation.
Chapter III
ENROLLMENT FOR LOWER SECONDARY SCHOOLS
Article 5. Admission Method and Eligible Candidates
1. Middle school admission is conducted through a selection process.
2. Eligible candidates are those who have completed the elementary school curriculum.
Article 6. Application Documents and Eligibility Requirements
1. Application documents include:
a) A registration form for middle school;
b) The original elementary school transcript confirmed as having completed the elementary school curriculum or a primary school graduation certificate. In cases where students lose their transcripts, the provincial Department of Education and Training Director will review and resolve each case individually;
c) A valid copy of the birth certificate.
2. Eligibility requirements: within the prescribed age limit and possessing complete and valid application documents.
Article 7. Admissions Committee
1. Each middle school or multi-level school including middle school (hereinafter referred to as middle school) establishes an admissions committee, which is decided to be established by the head of the education and training department.
2. Composition, tasks, and powers of the admissions committee:
a) Composition includes: chairman being the principal or vice-principal, deputy chairman being the vice-principal, secretary, and some members.
b) Tasks and powers:
- Verify the application documents of applicants;
- Conduct the selection process and prepare the minutes of the selection process, list of admitted students;
The minutes of the selection process must contain the full names and signatures of all committee members, the list of admitted students must contain the full names and signatures of the committee chairman;
- Report the admission results to the education and training department;
- Be authorized to use the school seal on committee documents;
- Propose commendations for individuals and organizations with outstanding achievements; propose disciplinary actions for individuals and organizations violating the provisions of this Regulation.
Chapter IV
ENROLLMENT FOR UPPER SECONDARY SCHOOLS
Section 1
ADMISSION METHODS, BASIS FOR ADMISSION, ELIGIBLE CANDIDATES,
APPLICATION DOCUMENTS AND ELIGIBILITY REQUIREMENTS
Article 8. Admissions Methods
High School admissions have three methods as follows:
1. Assessment-based admission.
2. Examination-based admission.
3. Combined examination and assessment-based admission.
Article 9. Admission Basis, Target Groups, Application Documents, and Eligibility Conditions
1. Admission basis: Admissions are based on the results of discipline and academic performance over four years of middle school education, if there was a retake year for any class, then the retake year's results will be taken into account; examination scores (for methods involving examinations); additional points for individuals benefiting from preferential policies and incentives.
2. Target group for high school admissions: Individuals who have completed middle school or supplementary middle school.
3. Application documents:
a) Application form to apply for admission.
For individuals who have completed middle school in previous years, the application form must be confirmed by the People's Committee of the commune, ward, town, or directly managing agency regarding the applicant not being in the period of serving a criminal sentence or having their civil rights restricted.
b) A certified copy of the birth certificate.
c) Middle school graduation certificate or supplementary middle school graduation certificate or temporary graduation certificate issued by the educational institution for the year of application.
d) Original student record book.
đ) Certificate confirming eligibility for preferential policies and incentives issued by the competent authority.
e) Two (2) photographs measuring 3 cm x 4 cm (ID card style).
4. Eligibility conditions: within the specified age limit and possessing complete valid application documents.
Section 2
ASSESSMENT-BASED ADMISSIONS
Article 10. Points Calculated Based on Discipline and Academic Performance, Additional Points, and Assessment Points
1. Points calculated based on discipline and academic performance each year of middle school education are calculated as follows:
a) Good conduct and excellent academic achievement: 10 points;
b) Good conduct and excellent academic achievement or good conduct and good academic achievement: 9 points;
c) Good conduct and good academic achievement: 8 points;
d) Average conduct and excellent academic achievement or good conduct and average academic achievement: 7 points;
đ) Good conduct and average academic performance or average conduct and good academic performance: 6 points;
e) Other cases: 5 points.
2. Additional points for individuals benefiting from preferential policies and incentives shall not exceed 4 points.
3. Assessment points are the total sum of: the total points calculated based on discipline and academic performance over four years of middle school education and additional points for individuals benefiting from preferential policies and incentives.
Article 11. Admissions Board
1. The Director of the Department of Education and Training issues a decision to establish the admissions board for each high school.
2. Composition, duties, and powers of the board:
a) The board consists of: the chairman being the principal or vice-principal, the deputy chairman being the vice-principal, the secretary, and several members. Members of the admissions board are selected among management staff and teachers with experience, good moral character, and a strong sense of responsibility;
b) Tasks and powers:
- Verify the application documents of applicants;
- Based on the quota assigned and assessment points, proceed to assess from the highest score down until the quota is filled. If multiple applicants have the same score, then rank them according to the overall average score of all subjects counted towards the average score in grade 9; if still tied, differentiate by the total score of mathematics and literature subjects in grade 9. Record the assessment process and list of recommended admitted students; the assessment record must include full names and signatures of all members; the list of recommended admitted students must include the name and signature of the board chairman;
- Report to the Department of Education and Training the admission results; the report file includes: the assessment record and the list of recommended admitted students;
- Be authorized to use the school seal on committee documents;
- Propose commendation for individuals and organizations that have performed well in their tasks; propose handling measures for individuals and organizations that violate the regulations of this Regulation.
Section 3
ENTRANCE EXAMINATION
Article 12. Subjects of examination, time for answering questions, scores of examination papers, coefficient of scores, additional points, and admission scores
1. Subjects of examination:
a) Written examination in three subjects: mathematics, Vietnamese, and the third subject;
b) The third subject shall be selected from the remaining subjects suitable for the types of candidates specified in Clause 2, Article 9 of this Regulation. The Director of the Department of Education and Training shall choose and announce the third subject at least 15 (fifteen) days before the end of the school year according to the school year plan of the Ministry of Education and Training.
2. Examination time:
a) Mathematics, Vietnamese: 120 minutes per subject;
b) The third subject: 60 minutes.
3. Examination score, weighted score:
a) The examination score is the total of component scores of each question in the test paper, with the score given on a scale from 0 to 10, with increments up to 0.25;
b) Weighted score:
- Mathematics and Vietnamese subjects have a coefficient of 2;
- The third subject has a coefficient of 1.
4. Additional points for candidates enjoying preferential policies shall not exceed 5 points.
5. Admission score is the total score of three examination papers calculated according to the coefficients (no paper having zero points) and additional points for candidates enjoying preferential policies.
Article 13. Test Questions
1. The content of the examination questions shall be within the scope of the junior high school curriculum issued by the Ministry of Education and Training, mainly from grade 9. The examination questions must ensure accuracy, clarity, without errors, differentiate students' levels, and be appropriate to the time allocated for each subject.
2. In each examination period, each subject shall have an official examination question and a backup examination question with equivalent requirements, content, and time for answering questions. Each set of examination questions must have marking guidelines and grading scales attached.
3. Examination questions and marking guidelines that have not been announced are classified as "Top Secret" state secrets according to the regulations of the Prime Minister.
Article 14. Examination Question Setting Board, Printing Board, Sending Board
1. Each Department of Education and Training shall establish a board to create examination questions and print examination papers for high school entrance examinations, decided by the Director of the Department of Education and Training.
2. The organization, tasks of the examination question creation board, examination question creation work, printing, sending examination questions, and implementation shall follow the corresponding provisions of the High School Graduation Examination Regulations.
Article 15. Examination Supervision Board, Marking Board, Re-examination Board
1. Each high school shall establish one or more examination boards. The examination board shall be established by the decision of the Director of the Department of Education and Training. The establishment of the examination board and the organization of the examination shall follow the corresponding provisions of the High School Graduation Examination Regulations.
2. Each Department of Education and Training shall establish one or more marking boards. The marking board shall be established by the decision of the Director of the Department of Education and Training. The establishment of the marking board and the organization of marking shall follow the corresponding provisions of the High School Graduation Examination Regulations.
3. Each Department of Education and Training shall establish a review board (if there is a request for review). The review board shall be established by the decision of the Director of the Department of Education and Training. The establishment of the board and the organization of the review process shall follow the corresponding provisions of the High School Graduation Examination Regulations.
Article 16. Admissions Board
1. Each high school shall establish an admissions board. The authority to issue decisions on establishment, composition, qualifications of members, duties, and powers shall be implemented according to the provisions of Article 11 of this Regulation. The Director of the Department of Education and Training decides the allocation of staff and teachers of the school to participate in the admissions board or to be transferred from another school.
2. In addition to the duties and powers stipulated in Article 11, the admissions board also has the duty to receive the results of examination papers of candidates from the Department of Education and Training to implement the admission process.
Section 4
COMBINED ADMISSIONS AND SELECTION
Article 17. Subjects to be examined, examination time, examination score, weight of examination scores
1. Subjects, Examination Time:
a) Students will take two written subjects: mathematics and literature;
b) Examination time: 120 minutes per subject.
2. Examination score, weight of examination scores:
a) The examination score is the total of individual question scores in the examination paper, with the examination score ranging from 0 to 10 points, with increments up to 0.25;
b) Weight of examination scores: for mathematics and literature subjects, the weight is 2.
Article 18. Points calculated based on discipline and academic performance, additional points, admission points
1. Points calculated based on discipline and academic performance each year of middle school education are calculated as follows:
a) Good discipline, excellent academic performance: 5 points;
b) Good discipline, excellent academic performance or good discipline, good academic performance: 4.5 points;
c) Good discipline, good academic performance: 4 points;
d) Average discipline, excellent academic performance or good discipline, average academic performance: 3.5 points;
d) Good conduct and average academic performance, or average conduct and good academic performance: 3 points;
e) Other cases: 2.5 points.
2. Additional points for students benefiting from preferential policies shall not exceed 6 points.
3. Admission points are the sum of: the total weighted scores of the two examination papers (with no zero scores); the total points based on discipline and academic performance over four years of junior high school, taking the results of the retaken year if there was a grade repetition; and additional points for students benefiting from preferential policies.
Article 19. Organization of admissions
1. Admissions Council: carried out according to Articles 11 and 16 of this Regulation.
2. Examination questions, examination question preparation work, printing of examination questions, invigilation, marking, and re-examination: carried out according to Articles 13, 14, and 15 of this Regulation.
Section 5
DEPARTMENTS AND STUDENT PLACEMENT IN DEPARTMENTS
Article 20. Departments in high schools
1. The principal of the high school establishes a departmental division plan applicable each year; the departmental division plan must clearly specify the departments and the number of classes in each department. For high schools with conditions regarding teacher staff and facilities, three departments should be organized: Natural Science Department, Social Science and Humanities Department, and Basic Department; for high schools without such conditions, two departments or one department should be organized.
2. The departmental division plan of the high school is developed based on annual enrollment quotas, teacher staff situation, facilities, and local human resource training requirements.
3. The Director of the Department of Education and Training approves the departmental division plan for each high school before the school issues the enrollment announcement.
Article 21. Basis for placing learners in departments
The placement of learners in departments is based on:
1. The approved departmental division plan.
2. Enrollment results and the wishes, abilities of admitted students.
Chapter 6
ADMISSIONS TO SPECIALIZED HIGH SCHOOLS
Article 22. Admissions to specialized high schools
1. Admissions to specialized high schools or specialized classes are carried out according to the regulations stipulated in the Specialized High School Regulation of the Ministry of Education and Training.
2. Admissions to other specialized high schools are implemented according to the regulations of each type of specialized school of the Ministry of Education and Training.
Article 23. Organizing departments in specialized schools
The organization of departments in specialized schools, specialized classes, and other specialized schools is carried out according to Articles 20 and 21 of this Regulation.
Chapter V
RESPONSIBILITIES OF THE SUPERVISORY AUTHORITY
AND EDUCATIONAL INSTITUTIONS
Article 24. Responsibilities of the Provincial People's Committee and responsibilities of the District People's Committee
1. Provincial People's Committees shall be responsible for:
a) Directing, inspecting, and supervising the admissions process;
b) Approving the admissions plan and the quota for admissions fees.
2. The county People's Committee shall be responsible for:
a) Approving the junior high school admissions plan;
b) Directing, inspecting, and supervising the admissions process;
Article 25. Responsibilities of the Department of Education and Training
1. Draft the student recruitment plan and submit it to the provincial People's Committee for approval.
2. Guide the student recruitment process and approve the division plans of high schools.
3. Issue decisions on establishing the student recruitment board for each high school; examination question-setting board, examination supervision board, marking board, and review board.
4. Receive applications from the student recruitment boards, examination supervision boards, and marking boards, and issue decisions to approve the recruitment results of each high school.
5. Organize inspections and checks on the middle and high school student recruitment work.
6. Store high school student recruitment files according to the laws on record keeping.
Article 26. Responsibilities of the District Education and Training Office
1. Draft the middle school student recruitment plan and submit it to the district People's Committee for approval and guide the implementation of this plan.
2. Issue decisions on establishing the student recruitment board for each middle school.
3. Approve the recruitment results of each middle school.
4. Inspect and check the middle school student recruitment work.
5. Store middle school student recruitment files according to the laws on record keeping.
Article 27. Responsibilities of Middle Schools and High Schools
1. Middle schools have the responsibility:
a) To draft the student recruitment plan, report to the district education and training office; announce the student recruitment after the plan has been approved;
b) Submit to the head of the district education and training office for issuing the decision to establish the student recruitment board, prepare the application file and announce the recruitment results after being approved;
c) Prepare funds and facilities to serve the student recruitment work;
d) Receive and resolve complaints within their authority or refer them to competent authorities for resolution;
d) Propose commendation for individuals and organizations with outstanding achievements in the student recruitment work; propose handling of individuals and organizations violating the regulations of this Regulation;
e) Store student recruitment files according to the laws on record keeping.
2. High schools have the responsibility:
a) Draft the division plan, submit it to the Department of Education and Training Director for approval; announce the student recruitment after the plan has been approved; submit to the Department of Education and Training Director for issuing the decision to establish the student recruitment board of the school and introduce staff members meeting the criteria to participate in the boards as stipulated in Articles 14 and 15 of this Regulation;
b) Receive student applications to hand over to the student recruitment board; announce the recruitment results after being approved by the Department of Education and Training Director;
c) Receive complaints; resolve complaints within their authority or request competent authorities to resolve them;
d) Prepare funds and facilities to serve the student recruitment work;
e) Propose commendation for individuals and organizations with outstanding achievements; propose handling of individuals and organizations violating the regulations of this Regulation;
e) Store student recruitment files according to the laws on record keeping.
Chapter VI
REWARD AND VIOLATION HANDLING
Article 28. Awards
Individuals and organizations completing tasks well will be proposed for commendation by competent authorities according to the State regulations on competition and commendation.
Article 29. Handling Violations
1. Staff members, teachers, employees, or organizations violating the provisions of this Regulation shall be handled according to the regulations on handling staff members, teachers, and employees in the Final Examination Regulations of the Ministry of Education and Training.
2. Applicants violating the provisions of this Regulation shall be handled according to the regulations on handling applicants in the Final Examination Regulations of the Ministry of Education and Training./.
