Pursuant to the Goods Trade Agreement within the Framework Agreement on Comprehensive Economic Cooperation between the Association of Southeast Asian Nations and the People's Republic of China signed officially in Laos on November 29, 2004;
Pursuant to the Protocol Amending the Goods Trade Agreement within the Framework Agreement on Comprehensive Economic Cooperation between the Association of Southeast Asian Nations and the People's Republic of China signed on December 8, 2006 in Cebu, Philippines;
Pursuant to the Government Decree No. 29/2004/NĐ-CP dated January 16, 2004 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Trade;

Article 1. The Rules on Issuing Certificate of Origin Form E to Enjoy Preferential Treatment under the Goods Trade Agreement within the Framework Agreement on Comprehensive Economic Cooperation between the Association of Southeast Asian Nations and the People's Republic of China (hereinafter referred to as the Rules on Issuing C/O Form E) are hereby promulgated along with this Decision.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. This Decision replaces Decision No. 1727/2003/QĐ-BTM of the Minister of Trade dated December 12, 2003 regarding the issuance of the Rules on Issuing Certificate of Origin Form E for Vietnamese goods to enjoy preferential treatment under the Framework Agreement on Comprehensive Economic Cooperation between the Association of Southeast Asian Nations and the People's Republic of China; Decision No. 09/2006/QĐ-BTM of the Minister of Trade dated February 24, 2006 regarding the amendment and supplementation of the Rules on Issuing Certificate of Origin Form E for Vietnamese goods to enjoy preferential treatment under the Framework Agreement on Comprehensive Economic Cooperation between the Association of Southeast Asian Nations and the People's Republic of China.
Article 3. The Heads of the Ministry’s Office, the Director of the Import-Export Department, and the Heads of relevant agencies are responsible for implementing this Decision.
