ISSUING REGULATIONS ON THE MANAGEMENT OF MINISTRY-LEVEL SCIENTIFIC AND TECHNOLOGICAL RESEARCH PROJECTS OF THE MINISTRY OF EDUCATION AND TRAINING
THE MINISTER OF EDUCATION AND TRAINING
BASED ON THE GOVERNMENT DECREE NO. 178/2007/NĐ-CP OF DECEMBER 3, 2007 PROVIDING FOR THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENT AGENCIES AT THE MINISTERIAL LEVEL;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to Decree No. 81/2002/NĐ-CP dated October 17, 2002 of the Government detailing the implementation of certain provisions of the Law on Science and Technology;
BASED ON THE GOVERNMENT DECREE NO. 201/2004/NĐ-CP OF DECEMBER 10, 2004 PROVIDING FOR THE ISSUE OF REGULATIONS ON THE MANAGEMENT OF SOCIAL SCIENCES AND HUMANITIES RESEARCH ACTIVITIES;
PURSUANT TO THE PROPOSAL OF THE DIRECTOR OF THE DEPARTMENT OF SCIENCE, TECHNOLOGY AND ENVIRONMENT,
The Minister of Education and Training decides:

Article 1. ATTACHED HERETO ARE THE REGULATIONS ON THE MANAGEMENT OF MINISTRY-LEVEL SCIENTIFIC AND TECHNOLOGICAL RESEARCH PROJECTS OF THE MINISTRY OF EDUCATION AND TRAINING.

Article 2. THIS DECISION SHALL TAKE EFFECT FROM MAY 19, 2010 AND REPLACE THE DECISION NO. 24/2005/QĐ-BGD&ĐT OF AUGUST 2, 2005 OF THE MINISTER OF EDUCATION AND TRAINING ON THE ISSUE OF REGULATIONS ON THE MANAGEMENT OF MINISTRY-LEVEL SCIENTIFIC AND TECHNOLOGICAL RESEARCH PROJECTS OF THE MINISTRY OF EDUCATION AND TRAINING. ALL PRIOR PROVISIONS CONTRARY TO THESE REGULATIONS ARE ABROGATED.

Article 3. THE HEAD OF THE OFFICE, DIRECTORS OF THE DEPARTMENT OF SCIENCE, TECHNOLOGY AND ENVIRONMENT, HEADS OF UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING, DIRECTORS OF UNIVERSITIES, RECTORS OF COLLEGES, DIRECTORS OF RESEARCH INSTITUTES, DIRECTORS OF SCIENTIFIC RESEARCH CENTERS ARE RESPONSIBLE FOR IMPLEMENTING THESE REGULATIONS./.
