CIRCULAR
Issuing National Technical Regulations
on Ammonium Nitrate for the Production of ANFO Explosives
Pursuant to Decree No. 189/2007/NĐ-CP dated December 27, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade, and Decree No. 44/2011/NĐ-CP dated June 14, 2011 amending and supplementing Article 3 of Decree No. 189/2007/NĐ-CP dated December 27, 2007;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions
Pursuant to Circular No. 23/2007/TT-BKHCN dated September 28, 2007 of the Ministry of Science and Technology guiding the development, review, and issuance of technical standards;
Article 1. This Circular promulgates the National Technical Regulation on Ammonium Nitrate for the Production of ANFO Explosives.
Article 2. This Circular takes effect from July 26, 2012.
Article 3. The Heads of the Ministry's Office, the Inspectorate, the Department Directors, the General Administrators, the Bureau Directors under the Ministry, the Directors of Provincial Departments of Industry and Trade, the Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular.
