Provisions on uniforms, insignia, and rank badges of civil aviation security forces

Pursuant to the Civil Aviation Law of Vietnam dated June 29, 2006;

Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Based on Decree No. 81/2010/NĐ-CP dated July 14, 2010 of the Government on Civil Aviation Security;

The Minister of Transport issues this Circular to stipulate provisions on uniforms, insignia, and rank badges of civil aviation security forces.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates provisions on uniforms, insignia, and rank badges of civil aviation security forces.

Article 2. Applicability

This Circular applies to civil aviation security forces, including:

1. Staff responsible for planning, inspecting, and supervising civil aviation security of the Vietnam Civil Aviation Authority and Air Port Control Units.

2. Staff responsible for planning, inspecting, and supervising civil aviation security, and civil aviation security personnel of airport enterprises, air navigation service providers.

3. Staff responsible for planning, inspecting, and supervising civil aviation security of Vietnamese airlines; in-flight security personnel; civil aviation security personnel of aircraft maintenance and repair facilities at airports.

Article 3. General Principles

1. Personnel belonging to civil aviation security forces shall be responsible for maintaining and preserving their uniforms, insignia, and rank badges. In case of loss or damage, they must immediately report in writing to their unit's head and bear responsibility for the consequences.

2. Personnel belonging to civil aviation security forces who transfer to positions outside the civil aviation security force, retire, resign, or are disciplined with dismissal must return all issued uniforms, insignia, and rank badges.

3. In cases where uniforms, insignia, and rank badges are still within their usable period but are lost or damaged while performing duties or due to force majeure, supplementary issuance will be considered.

4. It is strictly prohibited to lend or use issued civil aviation security uniforms, insignia, and rank badges for other purposes.

Chapter II

INSIGNIA, RANK BADGES AND UNIFORMS

Article 4. Insignia of civil aviation security forces

1. The insignia has a shield-shaped background color of light blue, surrounded by a thick yellow border, above which is the text "VIETNAM CIVIL AVIATION AUTHORITY" in yellow, below the text is the logo of the Vietnam Civil Aviation Authority, followed by the words "SECURITY" and "AN NINH" in yellow, and at the bottom are two golden ears of rice.

2. The insignia is attached to uniforms, vehicles, and headquarters of civil aviation security forces.

3. On uniforms, the insignia is attached to the left sleeve, 5 cm from the top edge of the shoulder seam, and is offset 1 cm forward from the sleeve seam; the size of the insignia is 9 cm high and 7 cm wide, with a thick yellow border around it measuring 0.2 cm wide.

4. The model of the insignia is specified in Appendix I accompanying this Circular.

Article 5. Rank badges of civil aviation security forces

1. The background of the rank badge is the same color as the winter uniform fabric, shaped like a trapezoid with one end tapering to a point, measuring 4.8 cm wide by 3.5 cm deep, 12 cm long, with a slant of 1.5 cm at the pointed end, and a yellow border around the rank badge measuring 0.2 cm wide.

2. The fastening button of the rank badge is a gold-plated alloy star with two golden ears of rice, measuring 2 cm wide, placed at the pointed end of the rank badge, and horizontal gold-plated alloy lines forming a V shape are affixed at the end of the rank badge.

3. Rank badges are classified as follows:

a) Deputy Director of the Vietnam Civil Aviation Authority in charge of aviation security: two large stars;

b) Head of the Security Department of the Vietnam Civil Aviation Authority; leaders responsible for security at airport enterprises: one large star;

c) Deputy Head of the Security Department under the Vietnam Civil Aviation Authority; leaders responsible for security at Air Port Control Units, Vietnamese airlines, air navigation service providers, aircraft maintenance and repair facilities at airports; Head of the Airport Security Board, Director of the Security Center of airport enterprises: two small stars, two large horizontal lines;

d) Head of the Security Department at Air Port Control Units; Deputy Head of the Airport Security Board, Deputy Director of the Security Center of airport enterprises; leaders of specialized departments responsible for security at Vietnamese airlines, air navigation service providers, aircraft maintenance and repair facilities at airports: one small star, two large horizontal lines;

đ) Deputy Head of the Security Department at Air Port Control Units; Leaders of specialized departments under the Airport Security Board, Security Center of airport enterprises, Vietnamese airlines; leaders of security teams under the Security Center of airport enterprises; leaders of security teams at air navigation service providers, aircraft maintenance and repair facilities at airports: two small stars, one large horizontal line;

e) Planning, inspection, and supervision staff of civil aviation security of the Vietnam Civil Aviation Authority, Air Port Control Units, airport enterprises, air navigation service providers, Vietnamese airlines: one small star, one large horizontal line.

4. The rank badges of civil aviation security personnel of airport enterprises, Vietnamese airlines, air navigation service providers, aircraft maintenance and repair facilities at airports are classified as follows:

a) Team Leader: two small horizontal lines;

b) Deputy Team Leader: one small horizontal line;

c) Staff Member: one small V-shaped line.

5. The model of the rank badge is detailed in Appendix II accompanying this Circular.

Article 6. Uniforms of Civil Aviation Security Forces

1. Hats

a) A beret of the same color as the autumn-winter clothing fabric; the beret has a brim, chin strap, and crown, with a drawstring above the brim; the brim of the beret is made of black hard plastic, the chin strap is black, and on the front of the beret is a gold-plated brass emblem measuring 6.5 cm wide and 5.3 cm high, surrounded by two pine branches forming a circle with a diameter of 3.5 cm; within the circle are two golden ears of rice; in the center is the logo of the Vietnam Civil Aviation Administration; at the end of the two ears of rice are half a wheel and the letters "ANHK"; the background of the circle is blue.

b) A soft cap in heather gray with a brim measuring 8.5 cm long, having five panels, and mesh on both sides of the ears; the front of the soft cap bears an emblem similar to that on the beret.

2. The pine branch on the collar flap is made of gold-plated brass.

3. Tie and tie clip:

The tie is the same color as the autumn-winter clothing fabric; the tie clip is gold. Security officers and staff must wear ties when wearing autumn-winter uniforms, except for the Mobile Security Force.

4. Belt, weapon straps, and support tool straps

a) Black belt, 3 cm wide, with a gold-plated alloy buckle, rough surface with raised letters "AN" interlocked;

b) The weapon belt and support equipment belt are brown, 5 cm wide, with a gold-plated brass buckle, the surface of which is rough and engraved with the interlocking letters "AN".

5. Gloves and socks:

White gloves made of knitted fabric, reaching the wrist. Black socks made of fiber material.

6. Leather shoes:

a) Men's leather shoes are black, low-cut with laces, straight toe, soft sole, except for mobile security personnel;

b) Women's leather shoes are black, low-cut without laces, soft sole, except for mobile security personnel;

c) Leather shoes of the Mobile Security Force: Black leather boots reaching halfway up the calf.

7. Coat (winter coat): A dark heather-colored overcoat made in a trench style, with two rows of buttons in front, button size 2.7 cm wide, the coat has eight buttons (six buttons 2.7 cm wide for fastening the coat, two buttons 2.2 cm wide sewn onto the wrist straps), shoulder straps have two loops for attaching insignia.

8. Raincoat: The raincoat for Civil Aviation Security Forces is made of nylon coated with plastic, designed in a jacket style, navy blue in color, with a belt and reflective strips on the front and back of the jacket reading "CIVIL AVIATION SECURITY" in yellow reflective letters.

9. Spring-summer uniform for men, excluding the Mobile Security Force

a) A light gray short-sleeved shirt with a stand-up collar; the shirt has seven buttons (five buttons for fastening the shirt, two buttons for the upper chest pockets), button size 1.3 cm in diameter, matching the shirt fabric; the chest pockets have flaps, the pocket stitching is raised with a seam in the middle, and there are two loops on the shoulders for attaching insignia; the shirttail is tucked into the pants.

b) Dark heather-colored trousers with two diagonal pockets and one rear pocket, straight leg.

10. Spring-summer uniform for women, excluding the Mobile Security Force

a) A light gray short-sleeved shirt with a turned-down collar; the shirt has seven buttons (five buttons for fastening the shirt, two buttons for the lower chest pockets), button size 1.3 cm in diameter, matching the shirt fabric; the lower chest pockets have flaps, slightly angled, and there are two loops on the shoulders for attaching insignia; the shirttail is not tucked into the pants.

b) Dark heather-colored trousers with two diagonal pockets, straight leg.

11. Autumn-winter uniform for men, excluding the Mobile Security Force:

a) A dark heather-colored suit jacket with long sleeves and lining, four outside pockets with square flaps in front, the jacket has eight buttons (six buttons 2.2 cm wide for fastening the jacket and lower pockets, two buttons 1.8 cm wide for fastening the upper pockets), button size 2.2 cm in diameter, gold-plated brass with a rough surface, turned-down collar, shoulder straps have two loops for attaching insignia.

b) A dark heather-colored vest matching the autumn-winter clothing.

c) Dark heather-colored trousers with two diagonal pockets and one rear pocket, straight leg.

12. Autumn-winter uniform for women, excluding the Mobile Security Force

a) A dark heather-colored suit jacket with long sleeves and lining, two pockets with recessed flaps below the front, the jacket is fitted at the waist, turned-down collar, shoulder straps have two loops for attaching insignia, six buttons for fastening, button size 2.2 cm in diameter, gold-plated brass with a rough surface.

b) A dark heather-colored vest matching the autumn-winter clothing.

c) Dark heather-colored trousers with two diagonal pockets, straight leg.

13. Uniform of the Mobile Security Force

a) A dark heather-colored jacket made in a long-sleeved bomber style with a zipper, the jacket has two box pockets on the chest measuring 14 cm x 16 cm, a zipper from the hem to the collar covered by an outer flap, the hem has elastic, the shoulder straps are double-layered with two loops for attaching insignia, the jacket has a shoulder cape, on the right sleeve is a box pocket measuring 6 cm x 9 cm sewn 5 cm away from the shoulder seam, on the left sleeve is the Civil Aviation Security emblem, the elbow area is double-layered.

b) Dark heather-colored trousers made loose with two rear pockets, the hem is fastened with a button placket, the knees are double-layered, and there is a box pocket measuring 15 cm x 17 cm sewn on the left side of the trouser leg between the waistband and the knee.

14. The uniform models specified in Appendix III issued together with this Circular.

Article 7. Distribution System

1. Spring-summer clothing, excluding the Mobile Security Force: Two sets per year.

2. Autumn-winter clothing, excluding the Mobile Security Force: One set per year.

3. Clothing for the Mobile Security Force: Two sets per year.

4. Coat: One set every two years.

5. Insignia and rank badges: One set every three years.

6. Shoes and raincoats: 1 set per year.

7. Socks and gloves: 2 sets per year.

8. Beret, tie, tie clip, excluding the Mobile Security Force: One set every two years.

9. Soft cap for the Mobile Security Force: One set every two years.

10. Belt and weapon belt, support equipment belt for the Mobile Security Force: One set every two years.

Article 8. Usage Regulations

1. Civil aviation security personnel working for airport enterprises, air navigation service providers, aircraft maintenance and repair facilities at airports must use uniforms, insignia, and rank badges as prescribed in this Circular when performing their duties.

2. Staff involved in planning, inspection, and supervision of civil aviation security who are not subject to the provisions of Clause 1 of this Article may use uniforms, insignia, and rank badges as prescribed in this Circular and those of other forces as prescribed.

Article 9. Funding for uniforms, insignia, and rank badges of civil aviation security forces

The funding for uniforms, insignia, and rank badges of civil aviation security forces shall be allocated from the regular operating budget (for public service units), the self-managed budget (for administrative agencies), and reasonable costs within the period (for enterprises).

Chapter III

IMPLEMENTING PROVISIONS

Article 10. Effective Date

1. This Circular takes effect from July 1, 2012.

2. Repeal Article 75 and the Appendix on civil aviation security uniforms of the Civil Aviation Security Program issued together with Decision No. 06/2007/QĐ-BGTVT dated July 5, 2007 of the Minister of Transport.

Article 11. Implementation Organization

1. The Director of the Ministry's Office, the Inspector General of the Ministry, the Heads of the Departments, the Directors of the Vietnam Civil Aviation Administration, the Directors of Civil Aviation Port Authorities, the General Directors of the Vietnam Airports Authority Joint Stock Corporation, the Vietnam Airlines, the Vietnam Air Traffic Management Corporation, and other relevant agencies, organizations, and individuals are responsible for implementing this Circular.

2. In case of difficulties during implementation, the heads of units shall report to the Director of the Vietnam Civil Aviation Administration for submission to the Minister of Transport for consideration and decision.

3. The Department Head of Legal Affairs and the Director of the Vietnam Civil Aviation Administration are responsible for supervising and inspecting the implementation of this Circular./.
