Pursuant to Decree No. 17/2008/NĐ-CP dated February 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;
At the proposal of the Director of the Department of Science, Technology and Environment,
THE MINISTER OF CONSTRUCTION ISSUES THE CIRCULAR ISSUING NATIONAL TECHNICAL REGULATION “PRINCIPLES FOR CLASSIFICATION AND GRADING OF CIVIL, INDUSTRIAL CONSTRUCTIONS AND CITY TECHNICAL INFRASTRUCTURE”, CODE QCVN 03:2012/BXD.
Article 1. ATTACHED TO THIS CIRCULAR IS THE NATIONAL TECHNICAL REGULATION “PRINCIPLES FOR CLASSIFICATION AND GRADING OF CIVIL, INDUSTRIAL CONSTRUCTIONS AND CITY TECHNICAL INFRASTRUCTURE”, CODE QCVN 03:2012/BXD.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM FEBRUARY 15, 2013 AND REPLACE CIRCULAR NO. 33/2009/TT-BXD DATED SEPTEMBER 30, 2009 ON THE ISSUE OF NATIONAL TECHNICAL REGULATION ON CLASSIFICATION AND GRADING OF CIVIL, INDUSTRIAL CONSTRUCTIONS AND CITY TECHNICAL INFRASTRUCTURE, CODE QCVN 03:2009/BXD.
Article 3. THE MINISTER, HEADS OF MINISTRY-EQUIVALENT ORGANIZATIONS, HEADS OF GOVERNMENT-RELATED ORGANIZATIONS, CHAIRMEN OF PROVINCE PEOPLE'S COMMITTEES AND CITY PEOPLE'S COMMITTEES UNDER THE CENTRAL GOVERNMENT, AND RELEVANT ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
