Detailed regulations on activities supporting the construction of happy families and sustainable development in the community

Pursuant to Decree No. 02/2013/NĐ-CP dated January 3, 2013 of the Government on family affairs;
Pursuant to Decree No. 76/2013/NĐ-CP dated July 16, 2013, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director of the Family Department,
The Minister of Culture, Sports and Tourism promulgates this Circular detailing activities supporting the construction of happy families and sustainable development in the community.
Article 1. Scope of Regulation and Applicability
Article 1. This Circular stipulates the implementation of activities supporting the construction of happy families and sustainable development in the community.
Article 2. Scope of application: Agencies, organizations, and individuals related to activities supporting the construction of happy families and sustainable development in the community.
Article 2. Contents of activities supporting the construction of happy families and sustainable development in the community
Clause 1. Propaganda and raising awareness about policies, laws on family and related issues
Point a) Organizing communication activities to raise awareness about: Party guidelines and state policies and laws on family and related issues; gender equality in the family, preventing domestic violence; preventing social evils from infiltrating the family; implementing family planning; educating moral values and lifestyles consistent with the fine cultural traditions of the nation, clan, and family; building a civilized family;
Point b) Compiling publications to raise public awareness about preserving traditional values and promoting advanced values of the Vietnamese family.
Clause 2. Popularizing and educating knowledge and skills for family construction
Point a) Popularizing knowledge and skills regarding: Interpersonal behavior and conflict resolution among family members; preventing domestic violence, promoting gender equality in the family; preventing accidents and injuries to children; preventing social evils from infiltrating the family; preventing HIV/AIDS; inheriting, maintaining, and promoting traditional cultural values of the family and clan while building advanced values of the family in a developing society;
Point b) Popularizing health care knowledge and skills for family members, especially the elderly, children, pregnant women, and mothers with young children;
Point c) Popularizing new scientific and technological knowledge about labor and production;
Point d) Educating knowledge about family life and skills for organizing family life for men and women preparing for marriage and newlyweds.
Clause 3. Counseling and mediating family conflicts; preventing and stopping domestic violence; implementing criticism and advice to those who commit domestic violence; protecting and supporting victims of domestic violence.
Clause 4. Organizing activities to support families in borrowing capital for production and service provision to develop family economies according to the law. Establishing types of services suitable for local conditions and people's needs.
Clause 5. Organizing cultural, sports, entertainment, and community activities suitable for local conditions and people's needs.
Clause 6. Commending outstanding organizations, individuals, and families in activities supporting the construction of happy families and sustainable development.
Clause 7. Other activities aimed at supporting the construction of happy families and sustainable development in the community.
Article 3. Agencies, organizations, and individuals implementing support for building happy families and sustainable development in the community.
1. The Steering Committee for Family Affairs.
2. Various forms of Clubs supporting the building of happy families and sustainable development.
3. Community Learning Centers.
4. Agencies and organizations supporting family economic development.
5. Neighborhood self-management groups.
6. Domestic violence prevention and control groups.
7. Reliable addresses in the community.
8. Grassroots mediation teams.
9. Mobile propaganda teams.
10. Institutions supporting victims of domestic violence.
11. Institutions providing counseling on domestic violence prevention and control.
12. Social welfare institutions.
13. Other agencies, organizations, and individuals implementing support for building happy families and sustainable development in the community.
Article 4. Responsibilities for organizing activities.
1. The Ministry of Culture, Sports and Tourism directs the implementation of activities supporting the building of happy families and sustainable development in the community according to its functions and responsibilities.
2. The Family Department and related units under the Ministry of Culture, Sports and Tourism, based on their functions and responsibilities, are responsible for developing and guiding the organization of activities supporting the building of happy families and sustainable development in the community.
3. Provincial Departments of Culture, Sports and Tourism organize activities supporting the building of happy families and sustainable development in the community according to their functions and responsibilities; coordinate with relevant agencies and organizations to advise provincial People's Committees on budget allocation and guidance for the use of funds for these activities within the family affairs budget; conduct inspections, evaluations, interim reviews, final summaries, and reports on the implementation of this Circular.
4. The provincial, district, and commune-level Family Affairs Steering Committees are responsible for advising the same-level People's Committees on the implementation of activities supporting the building of happy families and sustainable development in the community.
Article 5. Funding Implementation
Funds for organizing activities supporting the building of happy families and sustainable development in the community are allocated from the state budget and other sources of support as prescribed by law.
Article 6. Effectiveness
This Circular takes effect from February 3, 2014.
Article 7. Responsibility for Implementation
1. Relevant agencies, organizations, and individuals are responsible for implementing this Circular.
2. The Family Department is responsible for monitoring, inspecting, and evaluating the implementation of this Circular.
3. In the course of implementation, if there are difficulties, they should be reported to the Ministry of Culture, Sports and Tourism for timely research, amendment, and supplementation./.
