Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Secondary Education Department,
The Minister of Education and Training promulgates the amended and supplemented Regulation on the organization and operation of specialized high schools issued together with Circular No. 06/2012/TT-BGDĐT dated February 15, 2012 of the Minister of Education and Training.
Article 1. Amending and supplementing Article 23 and Article 24 of the Regulation on the organization and operation of specialized high schools issued together with Circular No. 06/2012/TT-BGDĐT dated February 15, 2012 of the Minister of Education and Training.
1. Article 23 shall be amended and supplemented as follows:
"Article 23. Admissions to the first grade of specialized high schools
1. Principles for admissions
a) The age of students admitted to the first grade of specialized high schools shall comply with the current regulations of the Charter of junior secondary schools, senior secondary schools, and general schools with multiple levels;
b) Ensuring the selection of students who are intelligent, have excellent academic results at the junior secondary level, and possess the ability to study in specialized classes;
c) Ensuring accuracy, objectivity, and fairness.
2. Admission plans
a) Specialized schools under provinces: each year, the provincial education and training department shall submit to the Chairman of the People's Committee of the province for approval the admission plan of the specialized school;
b) Specialized schools under higher education institutions: each year, the principal of the specialized school shall submit to the head of the higher education institution managing the specialized school for approval the admission plan of the specialized school;
c) At least sixty days before the examination date, the specialized school shall notify the admission plan in writing to educational management agencies, schools with eligible candidates, and widely publicize it through mass media.
3. The provincial education and training department, higher education institution managing the specialized school (collectively referred to as the direct management agency of the specialized school) shall stipulate the procedures for registration, application forms, and eligibility criteria for admission.
4. Admission process
a) Round 1: Organizing preliminary screening for students with valid applications and meeting the eligibility criteria specified in Clause 3 of this Article;
Preliminary screening to select students to participate in the second round examination shall be based on the following criteria:
- Results from participating in social activities, talent competitions within the local, national, regional, and international scope;
- Academic performance and conduct grades over four years of junior secondary school;
- Junior secondary school graduation results;
- Intelligence quotient (IQ), emotional quotient (EQ), adversity quotient (AQ), and other intelligence assessment scores (if such assessments are conducted);
The direct management agency of the specialized school shall specify the method of converting these criteria into points and the minimum qualifying score required for selection to the second round examination.
b) Round 2: Organizing examinations for students who have passed the preliminary screening in the first round.
The examination may be organized independently or combined with the annual entrance examination for the first grade of senior secondary schools.
- The direct management agency of the specialized school shall specify: subjects, examination formats, and time limits for each subject according to each specialized class; weighting factors for examination scores, admission scores for specialized and non-specialized classes within the specialized school;
- The head of the direct management agency of the specialized school shall issue decisions to establish examination question-setting committees, invigilation committees, marking committees, and re-examination committees;
- The organization of question-setting, invigilation, and marking shall be carried out in accordance with the current Examination Regulations for Senior Secondary School Graduation Examinations;
- The head of the direct management agency of the specialized school shall approve the list of students admitted to the specialized school.
5. Reporting on admission results
a) By August 30 each year, the direct management agency of the specialized school shall report the admission results to the Ministry of Education and Training.
b) The admission report shall include:
- Admission plan;
- Admission results including: subjects, examination formats, and the number of students admitted to each specialized class; admission criteria and the number of students admitted to each specialized class; admission criteria and the number of students admitted to each non-specialized class (if applicable); evaluation of admission results (strengths, weaknesses) and recommendations, proposals.
2. Article 24 is amended and supplemented as follows:
"Article 24. Supplementary admissions to specialized classes
1. Each year, the specialized school may organize supplementary examinations for admission to specialized classes.
2. The head of the direct management agency of the specialized school shall decide on supplementary admissions to specialized classes, stipulate the target group, eligibility criteria for supplementary admissions, subjects for supplementary examinations, and implement the supplementary admissions to specialized classes."
Article 2. This Circular takes effect from June 2, 2014.
Article 3. The Director of the Office, the Director of the Department of Secondary Education, the Heads of relevant units under the Ministry of Education and Training, the Chairmen of the People's Committees of provinces and centrally-administered cities; Directors of provincial education and training departments, Directors of universities, Principals of universities with specialized high schools are responsible for implementing this Circular./.
