CIRCULAR
Issuing National Technical Regulations on safety for industrial explosive materials - non-TNT powder explosives for surface use

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Management and Use of Weapons, Explosives, and Auxiliary Tools dated June 20, 2017;
Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of one article of the Law on Standards and Technical Regulations; and Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of some articles of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of some articles of the Law on Product and Goods Quality; and Decree No. 74/2018/NĐ-CP dated May 15, 2008 of the Government amending and supplementing certain articles of Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of some articles of the Law on Product and Goods Quality;
Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
At the proposal of the Director of the Department of Safety Technology and Industrial Environment;
The Minister of Industry and Trade issues this Circular on issuing National Technical Regulations on safety for industrial explosive materials - non-TNT powder explosives for surface use.

Article 1. Issuing National Technical Regulations on safety for industrial explosive materials - non-TNT powder explosives for surface use.

Designation: QCVN 12 - 4:2021/BCT.

Article 2. Effectiveness

This Circular takes effect from July 1, 2022.

Article 3. Implementation

The Director of the Ministry's Office, Heads of the Departments of Industrial Safety and Environment, Chemicals; Heads of the Science and Technology Department; Directors of Provincial and Municipal Departments of Industry and Trade under the Central Government; Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
