CIRCULAR
Guidance on Adjusting Monthly Subsistence Allowance for Retired Rural, Urban Ward, and Town Cadres in Old Age
Cognizant of Decree No. 25/2025/NĐ-CP dated February 21, 2025 of the Government on the Functions, Powers, Tasks, Competences, and Organizational Structure of the Ministry of Home Affairs;
Cognizant of Decree No. 162/2026/NĐ-CP dated May 15, 2026 of the Government on Adjusting Retirement Benefits, Social Insurance Allowances, and Monthly Subsistence Allowance;
In accordance with the proposal by the Director of the Department of Wages and Social Insurance;
The Minister of Home Affairs promulgates this Circular to guide the implementation of adjustments to monthly subsistence allowances for retired rural, urban ward, and town cadres in old age.
Article 1. Scope of Application
Rural, urban ward, and town cadres in old age who have retired and are currently receiving a monthly subsistence allowance according to Decree No. 130-CP dated June 20, 1975 of the Council of Ministers supplementing policies and benefits for rural cadres, and Decree No. 111-HĐBT dated October 13, 1981 of the Council of State amending and supplementing certain policies and benefits for rural cadres (hereinafter referred to as retired old-age rural cadres).
Article 2. Adjustment of Monthly Subsistence Allowance
From July 1, 2026, adjustments to the monthly subsistence allowance for retired old-age rural cadres shall be made in accordance with the provisions of Article 2 of Decree No. 162/2026/NĐ-CP dated May 15, 2026 of the Government on adjusting retirement benefits, social insurance allowances, and monthly subsistence allowance as follows:
1. Increase by 8% the monthly subsistence allowance above the amount received in June 2026 for the persons specified in Article 1 of this Circular.
The monthly subsistence allowance to be received from July 1, 2026 shall be calculated according to the following formula:

Where: The amount of subsistence allowance received in June 2026 is the amount specified in Paragraph 3 of Article 2 of Circular No. 08/2024/TT-BNV dated July 5, 2024 by the Minister of Home Affairs guiding the implementation of adjustments to monthly subsistence allowances for retired rural, urban ward, and town cadres in old age.
2. From July 1, 2026, after adjusting the monthly subsistence allowance for retired old-age rural cadres as provided in Paragraph 1 hereof, if the amount received is lower than 3,800,000 Vietnamese dong per person per month, then an additional adjustment shall be made as follows:
a) An increase of 300,000 Vietnamese dong per person per month for those receiving a monthly subsistence allowance below 3,500,000 Vietnamese dong per person per month;
b) Adjustment to an amount equal to 3,800,000 Vietnamese dong per person per month for those receiving a monthly subsistence allowance between 3,500,000 and below 3,800,000 Vietnamese dong per person per month.
3. Based on the provisions of Paragraphs 1 and 2 hereof, retired old-age rural cadres specified in Article 1 of this Circular, including former Secretaries of the Party Committee, Chairmen of People's Committees, Deputy Secretaries, Deputy Chairmen, Standing Members of the Party Committee, Secretary-Treasurers of the People's Committee, Secretary-Treasurers of the People's Council, Village Team Leaders, Chiefs of Public Security Stations, and other remaining positions shall receive a monthly subsistence allowance of 3,800,000 Vietnamese dong per month from July 1, 2026.
Article 3. Enforceability
1. This Circular takes effect on July 1, 2026.
2. This Circular replaces Circular No. 08/2024/TT-BNV dated July 5, 2024 of the Minister of Home Affairs guiding the implementation of adjustments to monthly subsistence allowances for retired rural, urban ward, and town cadres in old age.
This Circular replaces Circular No. 08/2024/TT-BNV dated July 5, 2024, issued by the Minister of Labour, War Invalids and Social Affairs, guiding the implementation of adjustments to the monthly allowance for retired elderly cadres in communes, towns, and townships.
Article 4. Implementation Responsibility
1. The People's Committee of the province or centrally administered city shall organize the implementation of monthly payments in accordance with the guidance provided in this Circular from July 1, 2026, for beneficiaries under its management.
2. The funding source for adjusting the monthly allowance for retired rural cadres who have ceased work as stipulated in Clause 1, Article 3 of Decree No. 162/2026/NĐ-CP dated May 15, 2026, by the Government to adjust retirement pensions, social insurance benefits, and monthly allowances.
In the course of implementation, if any difficulties arise, it is requested that ministries, agencies, and localities report to the Ministry of Home Affairs for study and resolution./.
