ON ISSUANCE, USE AND MANAGEMENT OF ISSUE ORGANIZATION CODE FOR BANK CARDS BASED ON THE LAW OF THE STATE BANK OF VIETNAM NO. 46/2010/QH12 BASED ON THE LAW OF CREDIT INSTITUTIONS NO. 32/2024/QH15 AMENDED AND ENRICHED BY LAWS NO. 96/2025/QH15 BASED ON DECREE NO. 52/2024/NĐ-CP OF THE GOVERNMENT ON CASHLESS PAYMENTS;
BASED ON DECREE NO. 26/2025/NĐ-CP OF THE GOVERNMENT REGULATING THE FUNCTION, MISSION, POWERS AND ORGANIZATIONAL STRUCTURE OF THE STATE BANK OF VIETNAM; IN ACCORDANCE WITH THE PROPOSAL OF THE DIRECTOR OF THE PAYMENT DEPARTMENT;
THE STATE BANK Governor OF VIETNAM ISSUES THIS CIRCULAR TO AMEND AND ENRICH SEVERAL ARTICLES OF DECREE NO. 38/2007/QD-NHNN OF THE STATE BANK Governor OF VIETNAM;
ON ISSUANCE, USE AND MANAGEMENT OF ISSUE ORGANIZATION CODE FOR BANK CARDS. ARTICLE 1. AMEND AND ENRICH ARTICLE 3 OF DECREE NO. 38/2007/QD-NHNN "ARTICLE 3. Heads of units under the State Bank of Vietnam, credit institutions, and foreign bank branches shall be responsible for organizing the implementation of this Decree.";
Căn cứ Nghị định số 52/2024/NĐ-CP của Chính phủ về thanh toán không dùng tiền mặt;
Căn cứ Nghị định số 26/2025/NĐ-CP của Chính phủ quy định chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của Ngân hàng Nhà nước Việt Nam;
Theo đề nghị của Vụ trưởng Vụ Thanh toán;
Thống đốc Ngân hàng Nhà nước Việt Nam ban hành Thông tư sửa đổi, bổ sung một số điều của Quyết định số 38/2007/QĐ-NHNN của Thống đốc Ngân hàng Nhà nước Việt Nam về việc ban hành Quy chế cấp, sử dụng và quản lý mã tổ chức phát hành thẻ ngân hàng.
Article 1. Amend and Supplement Article 3 of Decision No. 38/2007/QĐ-NHNN
"Article 3. Heads of units of the Vietnam National Bank, credit institutions, and foreign branches of banks shall be responsible for organizing the implementation of this decision."
