CIRCULAR

Article 24provisions on professional training and uniforms for dedicated forest protection forces of forest owners

19/2018/TT-BGTVT) which has been amended and supplemented by Clause 7, Article 1 of Circular No. 08/2024/TT-BGTVT dated April 4, 2024, issued by the Minister of Transport, amending and supplementing certain articles of Circular No. 19/2018/TT-BGTVT 08/2017/TT-BNNPTNT dated March 28, 2019 of the Ministry in the forestry sector, this Circular takes effect from February 1, 2024.inof Agriculture and Rural Development regarding professional training and uniforms for dedicated forest protection forces of forest owners,n leffective from May 16, 2017, amended and supplemented by:

Based on Decree No. 15/017/NĐ-CP dated 1February 7, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Based on Decision No. 44/2016/QĐ-TTg dated October 19, 2016 of the Prime Minister on dedicated forest protection forces of forest owners;

At the proposal of the Director General of the Forest Protection Department;, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPThe Minister of Agriculture and Rural Development issues this Circular on professional training and uniforms for dedicated forest protection forces of forest owners.

Chapter I. GENERAL PROVISIONS

Article 1. Scope of Regulation

Chapter II. a) Basic knowledge of laws related to forest management and protection;

b) Patrol and inspection techniques for forest protection;

c) Methods for preparing initial records for violations of laws in the field of forest management and timber management;

d) Fire prevention and firefighting techniques for forests;

đ) Other professional and vocational skills.

2. Training Materialst Torganize credit institutions, foreign bank branches are responsible for organizing the implementation of this Circular. a) Curriculum framework approved by the Forest Protection Department;

b) Training content must be regularly updated to ensure compliance with regulations and meet practical requirements.

3. Training Formats

a) Initial training shall be applied to individuals who have not yet received vocational training in forest management and protection and shall comply with the provisions of Clause 1 and Clause 2 of this Article;

b) Advanced training shall be applied to those who have participated in initial training; advanced training content shall update and supplement knowledge or provide other professional and vocational training according to the needs of the forest owner.

Article 4. Organization of Vocational Training for Forest Management and Protection

1. Forest owners are responsible for organizing professional training for their dedicated forest protection forces. By the fourth quarter of each year, forest owners are required to submit training demand applications to the Provincial Forest Protection Service under the central government or the Regional Forest Protection Service (hereinafter referred to collectively as the Forest Protection Service). The application includes:

a) A request letter specifying the time, location, budget, and proposed training content;

b) A list of individuals participating in the training.

2. The Forest Protection Service is responsible for coordinating with forest owners to organize professional training for dedicated forest protection forces; it shall implement the following tasks:

a) Review and accept the requests of forest owners;

b) Coordinate with forest owners to develop joint training plans for dedicated forest protection forces in the area;

c) Assign staff or invite lecturers to compile materials and conduct training;

d) Issue certificates of completion of the training course according to

the model attached

Article 5. Professional training on management and use of support tools

The forest owner shall be responsible for requesting the competent public security authority to organize training, issue, renew, reissue certificates of use and management certificates for support tools in accordance with Circular No. 19/2016/TT-BCA dated June 2, 2016 of the Ministry of Public Security; Joint Circular No. 01/2014/TTLT-BNNPTNT-BCA dated January 22, 2014 of the Ministry of Agriculture and Rural Development and the Ministry of Public Security stipulating the provision, management, and use of military weapons and support tools for forest rangers and specialized forest protection forces, and current laws on the management and use of weapons and support tools. Article 6. Budget

The budget for professional and vocational training for specialized forest protection forces shall be borne by the forest owner in accordance with Article 9 of Decision No. 44/2016/QĐ-TTg dated October 19, 2016 of the Prime Minister regarding the specialized forest protection forces of the forest owner or from other lawful sources of support.

The Forest Protection Department shall be responsible for directing relevant departments to inspect and urge the implementation of this Circular.

Article 12. Responsibility for Implementation
