Regarding the establishment of the Finance Academy
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Education Law dated December 2, 1998;
Pursuant to Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Considering the proposal of the Minister of Finance and the Minister of Education and Training,
DECISION:
Article 1. The Finance Academy shall be established based on the merger of the University of Finance and Accounting in Hanoi, the Institute of Financial Research, and the Financial Cadre Training Center under the Ministry of Finance.
Article 2. The Finance Academy shall have the following tasks:
- Training university and postgraduate level personnel in the field of finance and accounting.
- Providing training according to job title standards and professional skills, business operations, and financial management technology.
- Conducting scientific research and management technology in the field of finance and accounting.
Article 3. The Finance Academy shall be under the Ministry of Finance, subject to state management by the Ministry of Education and Training and other ministries and sectors as prescribed by the Government. The Academy shall have legal personality, its own seal, and separate accounts. The headquarters of the Academy shall be located in Hanoi.
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
Article 5. The Minister of Finance, the Minister of Education and Training, the Minister of Science, Technology, and Environment, the Ministers of other ministries equivalent to ministries, the Heads of government agencies, the Chairmen of People's Committees of provinces and centrally governed cities, and the Heads of units mentioned in Article 1 are responsible for implementing this Decision.
