Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Minister, Chairman of the Committee for Ethnic Minority Affairs,

DECISION:

Article 1. Supplement 27 communes to the list of the Socio-Economic Development Program for Particularly Difficult Communes, Ethnic Minority Areas in Mountainous Regions, Border Areas and Remote Areas (Program 135) to implement the program's tasks from 2002, including:

1. New communes established with central budget investment support: 23 communes, including:

a. 25 newly established communes: commune Hoà Thuận (Phục Hoà district, Cao Bằng province); commune Thanh Loà (Cao Lộc district, Lạng Sơn province); commune Liên Hoà (Mộc Châu district, Sơn La province); commune Trung Bì (Kim Bôi district, Hoà Bình province); commune Lâm Thuỷ (Lệ Thuỷ district, Quảng Bình province); commune Đắk Wil (Cư Jút district, Đắk Lắk province), commune Ia Khai (Ia Grai district, Gia Lai province); commune Ia Pior (Chư Prông district, Gia Lai province); commune Xốp (Đắk Glei district), commune Măng Ri, commune Văn Xuôi (Đắk Tô district, Kon Tum province); commune Lợi Thuận (Bến Cầu district, Tây Ninh province); commune Đa Mi (Hàm Thuận Bắc district, Bình Thuận province); commune An Thạnh Đông, town Cù Lao Dung, commune An Thạnh Nam (Cù Lao Dung district, Sóc Trăng province); commune Thanh Đức (Thanh Chương district, Nghệ An province); commune Trà Ka (Trà My district), commune Sông Trà (Hiệp Đức district), commune Phước Lộc (Phước Sơn district, Quảng Nam province); commune Phú Nghĩa (Phước Long district), commune Phước Sơn (Bù Đăng district), commune Minh Thắng (Bình Long district), commune Đồng Tiến, commune Tân Tiến (Đồng Phú district, Bình Phước province).

b. 8 communes in the former Anti-French Resistance Zone (ATK) area of Hoà Bình province: commune Vĩnh Đồng, commune Hùng Tiến, commune Nật Sơn, commune Kim Sơn, commune Vĩnh Tiến, commune Kim Tiến (Kim Bôi district); commune Trường Sơn (Lương Sơn district); commune Yên Bồng (Lạc Thuỷ district).

2. New communes established with local budget investment support, including 4 communes in Kiên Giang province:

commune Vĩnh Thắng (Gò Quao district); commune Ngọc Thành, commune Ngọc Thuận, commune Bàn Thạch (Giồng Riềng district).

3. Regarding investment support funding: The level of investment support for the communes shall be implemented according to the current regulations of Program 135. For communes funded by the central budget, funds from the central budget reserve for 2002 will be allocated by the Ministry of Finance to organize implementation in the provinces.

Article 2. Rename communes under Program 135:

- Commune Lộc Yên, Cao Lộc district, Lạng Sơn province replaces commune Lộc Thanh, Cao Lộc district, Lạng Sơn province.

- Commune Tê Xăng, Đắk Tô district, Kon Tum province replaces commune Măng Xăng, Đắk Tô district, Kon Tum province.

Article 3. This Decision shall take effect fifteen days from the date of signature.

Ministers, Heads of ministerial-level agencies, agencies under the Government, and Chairpersons of People's Committees of provinces: Cao Bằng, Lạng Sơn, Sơn La, Hoà Bình, Quảng Bình, Đắk Lắk, Gia Lai, Kon Tum, Bình Thuận, Tây Ninh, Sóc Trăng, Kiên Giang, Nghệ An, Quảng Nam, Bình Phước are responsible for implementing this Decision.
