Article 1. Scope and Applicability
This Decision stipulates the allowance system for market management civil servants who are classified under the specific career ranks of market management civil servants and directly engage in market supervision work.
Article 2. Allowance Rates and Calculation Methods
1. The allowance rates are specified as follows:
a) A 25% allowance rate shall be applied to Market Control Officers (rank code: 21.217); Intermediate Market Supervisors (rank code: 21.190) and Market Supervisors (rank code: 21.189);
b) A 20% allowance rate shall be applied to Senior Market Supervisors (rank code: 21.188);
c) A 15% allowance rate shall be applied to Advanced Market Supervisors (rank code: 21.187).
2. The allowance rate shall be calculated based on the current salary grade level plus leadership position allowances and seniority allowances exceeding the framework (if applicable).
Article 3. Sources of Funds
The funding for the professional allowance system for market management civil servants will be allocated annually from the state budget according to the provisions of the State Budget Law.
Article 4. Effective date
This Decision shall take effect fifteen days after its publication in the Official Gazette.
Article 5. Guidance and Responsibility for Implementation
1. The Ministry of Commerce shall lead and coordinate with the Ministry of Home Affairs and the Ministry of Finance to guide the implementation of this Decision.
2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the central government are responsible for implementing this Decision./.
