PRESIDENT OF THE VIETNAM DEMOCRATIC REPUBLICIC GOVERNMENT
Pursuant to Decree No. 63 dated November 27, 1945 and Decree No. 71 dated December 21, 1945 organizing the people's administration and administrative committees,
Pursuant to Decree No. 1-SL dated December 18, 1946 establishing the protection committees and the joint directive No. 6-NV/CT dated December 28, 1946 implementing that decree,
Pursuant to Decree No. 3/NV/SL dated December 28, 1946 temporarily suspending elections to the People's Councils and administrative committees,
Pursuant to Decree No. 78/SL dated September 3, 1947 reorganizing the anti-Japanese resistance area committees,
Pursuant to Decree No. 91/SL dated October 1, 1947 organizing the anti-Japanese resistance committees concurrently with administrative functions at the provincial, prefectural, district, county, and commune levels,
Due to the needs during the anti-Japanese resistance period,
After the agreement between the Council of Ministers and the Standing Committee of the National Assembly,
ISSUES THE DECREE:
Article 1
The areas 1 and 12 are now merged into one region called Region 1.
Article 2
The areas 2, 3, and 11 are now merged into one region called Region 3.
Article 3
The areas 10 and 14 are now merged into one region called Region 10.
Article 4
Area 4 is now renamed as Region 4.
Article 5
The area level is now abolished. A regional anti-Japanese resistance committee concurrently with administrative functions shall be established for each region.
Article 6
All decrees, ordinances, circulars, etc., which stipulate or relate to the former area organization shall remain valid for the new regional organization.
Article 7
The Southern Anti-Japanese Resistance Committee is now renamed as the Anti-Japanese Resistance Committee concurrently with administrative functions in Central South Vietnam and the Anti-Japanese Resistance Committee concurrently with administrative functions in Southern Vietnam.
Article 8
Ministers shall implement this decree accordingly.
