Pursuant to Decision No. 2406/QD-TTg dated December 18, 2020June 2024;of the Prime Minister promulgating the List of National Target Programs for the period 2012-2015;Deputy ministers of ministerial-level agencies, Considering the proposal of the Minister of Public Security and the Minister of Planning and Investment,policies duringn lThe National Target Program on Prevention and Control of Narcotics for the period 2012-2015 (hereinafter referred to as the Program) is hereby approved, including the following main contents:on1. Name of the Program: National Target Program on Prevention and Control of Narcotics for the period 2012-2015.

2. Managing agency of the Program: Ministry of Public Security.11 3. Objectives of the program

- Enhance the awareness of all levels, sectors, and strata of the people about the harms and consequences of drug-related social evils, the responsibility of grassroots authorities, individuals, families, agencies, and organizations in participating in prevention and control of narcotics; promote socialization in anti-drug work to mobilize resources for this cause.Deputy ministers of ministerial-level agencies,- Contain the complex increase in drug-related crimes; reduce the number of drug addicts; effectively prevent narcotics from entering the country through borders; narrow down areas affected by drug-related social evils.in- Improve the effectiveness of investigation, prosecution, and trial activities against drug-related crimes.

DECISION:

Article 1. - Improve the effectiveness of drug rehabilitation and post-rehabilitation management work, reducing the harm of drugs to health, family, society, and public security.

b) Specific targets by 2015:

- Strive annually to reduce the number of existing drug addicts by more than 5%; reduce the number of communes, wards, and towns affected by drug-related social evils by 10% to raise the total number of communes, wards, and towns free from drug-related social evils nationwide to 50%.

- Increase the effectiveness of preventing drug sources from entering Vietnam from abroad; bring the ratio of drug-related crime cases detected and apprehended at border provinces above 30% compared to the national average; annually increase the number of drug-related crime cases detected and apprehended nationwide by more than 10% compared to the previous year; strictly control legitimate activities related to drugs, ensuring no production of synthetic drugs within the country.

a) General Objective:

- Eliminate complex drug trafficking and organized drug use sites; resolutely not allow drug-related crimes to operate openly and provocatively, causing public outrage; strive to eliminate "hotspots" of drug-related crimes and drug addicts nationwide by 2015.

- Basically prevent the illegal cultivation of opium and cannabis plants; detect and dismantle 100% of illegally cultivated opium and cannabis plant areas.

- 100% of registered drug addicts will undergo drug rehabilitation under all forms; 100% of those who have completed rehabilitation and are at high risk of relapse will be managed post-rehabilitation; research and introduce four types of supportive medications and new treatment methods in rehabilitation and recovery activities.

4. Scope and territory of implementation of the program:

b) Specific objectives by 2015:

- Strive annually to reduce the number of current drug addicts by more than 5%; reduce the number of communes, wards, and towns with drug-related problems by 10% to increase the total percentage of communes, wards, and towns without drug-related problems nationwide to 50%.

- Enhance the effectiveness of preventing drug sources from entering Vietnam from abroad; bring the ratio of drug crime cases detected and arrested at border provinces above 30% compared to the national average; annually increase the number of drug crime cases detected and arrested nationwide by more than 10% compared to the previous year; strictly control all legitimate activities related to drugs to prevent the domestic production of synthetic drugs.

- Eliminate complex hotspots for buying and selling, organizing drug use; resolutely not allow drug crimes to operate openly and brazenly causing public outrage; strive by 2015 to eliminate all "hot spots" for drug crimes and drug addicts nationwide.

- Basically prevent the re-cultivation of opium and cannabis plants; detect and dismantle 100% of the area of illegally planted opium and cannabis plants.

- Ensure that 100% of registered drug addicts undergo detoxification treatment in all forms; 100% of those who have completed detoxification and are at high risk of relapse are managed post-detoxification; research and introduce four types of supportive medications and new treatment methods in detoxification and rehabilitation activities.

4. Scope and territory for implementing the program:

The Program shall be implemented nationwide, with priority given to key areas concerning drug trafficking and usage, border lines, and remote regions.

5. Duration: From 2012 to the end of 2015.

6. Total capital and sources of capital for the Program:

- The total investment for implementing the Program is 2,522 billion VND (830 billion VND for investment capital and 1,692 billion VND for public service capital);

- The Ministry of Public Security shall take the lead, coordinate with the Ministry of Planning and Investment, the Ministry of Finance, and other Ministries managing component projects to approve mechanisms and criteria for allocating capital and sources of capital for each component project.

7. Main solutions:

a) Socializing anti-drug work:

- Continue effectively implementing Directive No. 21-CT/TW dated March 26, 2008 of the Politburo on strengthening leadership and guidance of anti-drug and drug control work by Party committees and authorities at all levels, especially grassroots levels; handle responsibilities of cadres, leaders of Party committees, heads of agencies and units, communes, wards, and towns where drug-related issues persist and worsen.

- Recognize anti-drug work as a key task in the economic and social development strategy of each sector and locality. Focus on directing, mobilizing resources, and encouraging people's active participation in anti-drug work.

- Diversify forms of detoxification-rehabilitation, vocational training, and job placement for post-detoxification individuals, emphasizing family-based, community-based, and private detoxification to mobilize all resources for detoxification, rehabilitation, and job placement.

- Encourage domestic and foreign businesses and socio-economic organizations to sponsor activities against drug-related vices.

b) Enhancing capacity for anti-drug work:

- Strengthen the capacity of state management officials responsible for anti-drug work; specialized forces combating drug-related crimes of the Police, Customs, Border Guard, and Coast Guard. Improve the system of specialized agencies assisting People's Committees at all levels in directing anti-drug work.

- Increase staffing for specialized anti-drug forces under the Police and other Ministries involved in controlling legitimate activities related to drugs; detoxification work; and standing advisory roles for drug prevention and control in provinces and centrally-administered cities.

c) Mobilizing capital:

In addition to central funding, additional local and other sources of funding should be mobilized during implementation to support the Program's goals and tasks.

d) Organization:

- Reorganize the National Committee for HIV/AIDS Prevention and Control, Drug Control, and Prostitution Prevention and Control and the Steering Committees at all levels to fit the 2012-2015 period, enhancing their role in unified, synchronized, and effective management of anti-drug activities from central to local levels.

- Assign specific responsibilities for anti-drug work to all levels, sectors, and mass organizations from central to local levels. Enhance the responsibility of People's Committees at all levels, particularly commune, ward, and town levels, in directing local anti-drug work.

- Ensure sufficient specialized anti-drug forces at provincial, district, and commune, ward, and town levels with high drug prevalence. Standardize organizational structures and personnel at Social Rehabilitation Centers and Post-Detoxification Management Centers.

e) International cooperation:

- Strengthen cooperation with international organizations, countries in the region and worldwide, especially those sharing borders with Vietnam, to proactively prevent, detect, and effectively stop illegal drug transportation between Vietnam and other countries.

- Vigorously implement international conventions on drug control, bilateral and multilateral agreements and accords on drug cooperation that Vietnam has signed or joined.

- Continue signing agreements on drug cooperation with some countries around the world.

8. Component Projects of the Program:

a) Project 1: Equipping combat and forensic equipment for the People's Police force.

- Objectives of the Project:

+ Enhance the capacity of the Criminal Police Force investigating drug-related crimes through the provision of appropriate and modern technical equipment; increase the detection and arrest rate of drug criminals in border provinces by 30%.

+ Enhance the capacity to identify and analyze drug substances, focusing on synthetic drugs and new types of drugs at three forensic laboratories of the Institute of Forensic Science and ten key drug-problematic provinces.

- Main contents of the Project:

+ Sub-project 1: "Procurement of combat equipment for the Anti-Drug Police":

Invest in purchasing and upgrading specialized technical equipment; special equipment used for surveillance, investigation, and combating drug-related crimes.

+ Sub-project 2: "Procurement and installation of equipment, enhancing forensic drug analysis capacity for the Institute of Forensic Science and local forensic departments in key drug-problematic areas":

Procure and install advanced analytical equipment for three forensic laboratories of the Institute of Forensic Science (in Hanoi, Ho Chi Minh City, and Da Nang) and ten forensic departments in drug-problematic provinces and cities;

Train 300 forensic analysts on investigative techniques and forensic procedures; ensure adequate standard samples for national forensic needs.

- Implementation budget:

Central budget: 475.5 billion VND (investment capital).

- Project management agency: Ministry of Public Security.

b) Project 2: Equipping and enhancing capacity for anti-drug work of specialized anti-drug forces under the Border Guard and Coast Guard - Ministry of National Defense.

- Objectives of the Project:

+ Enhance combat capabilities of specialized forces for drug prevention and control under the Border Guard to increase the rate of interception, detection, and arrest of drug-related crimes in border areas.

+ By 2015, specialized forces for drug crime prevention and control under the Coast Guard will have basic equipment and means suitable for improving the effectiveness of detecting and preventing drug-related criminal activities at sea.

- Main contents of the Project:

+ Sub-project 1: "Procurement of equipment to enhance the capacity for drug crime prevention and control of the Border Guard":

Investment in procurement of equipment and means including the following basic groups: Support tools, professional means, and mobile combat equipment.

+ Sub-project 2: "Strengthening the capacity for combating drug-related crimes of the Coast Guard":

Equip with means; machinery and technical equipment suitable for the requirements of investigating and solving drug-related cases at sea.

- Implementation budget:

Central budget: VND 350 billion (investment capital).

- Project Management Authority: Ministry of National Defense.

c) Project 3: Strengthening the capacity for combating drug-related crimes of the Customs Force.

- Objectives of the Project:

+ Focus on detecting and preventing sources of drugs from entering Vietnam from abroad and going out from Vietnam through border gates.

+ Strictly control the import and export and transit transportation of precursor chemicals, addictive substances, and psychotropic substances across Vietnam's territory.

- Main contents of the Project:

+ Invest in new procurement of specialized technical equipment; upgrade existing machinery and equipment to meet the requirements of the fight against drug-related crimes.

+ Support and enhance the capacity of specialized forces for drug prevention and control under the Customs Force.

- Implementation budget:

Central budget: VND 17.56 billion, of which VND 4.5 billion is investment capital and VND 13.06 billion is operational funding.

- Project Management Authority: General Department of Customs - Ministry of Finance.

d) Component Project 4: Building communes, wards, and towns free of drug-related social evils.

- Objectives of the Project:

+ Contain the increase in drug-related crimes and drug addicts; maintain the number of communes, wards, and towns free of drug-related social evils; gradually increase the number of communes, wards, and towns free of drug-related social evils; reduce the number of key and complex communes, wards, and towns regarding drug-related issues.

+ By 2015, raise the proportion of communes, wards, and towns free of drug-related social evils nationwide to 50%.

- Main contents of the Project:

+ Train and improve the professional capacity of cadres participating in drug prevention and control work in communes, wards, and towns.

+ Organize propaganda and education activities on drug prevention and control; mobilize the people not to plant drug-containing plants; organize inspections, detections, and eradication of areas planting drug-containing plants.

+ Organize registration and implementation of commitments to build communes, wards, and towns free of drug-related social evils.

+ Organize registration and management of drug addicts; conduct detoxification at home and in communities; establish files to propose review for those meeting the criteria for centralized detoxification; manage, assist, and create conditions for post-detoxification integration into the community; implement measures to prevent relapse.

+ Organize preventive and combat activities against drug-related crimes in communes, wards, and towns.

- Implementation budget:

Central budget: VND 812.4 billion (operational funding).

- Project management agency: Ministry of Public Security.

đ) Project 5: Enhancing the effectiveness of detoxification work, post-detoxification management, and researching and applying medical drugs and methods in treatment and functional recovery for drug addicts.

- Objectives of the Project:

+ Improve the quality and effectiveness of detoxification and post-detoxification management at centers, at home, and in communities.

+ Research, implement, and expand effective models of detoxification and post-detoxification management.

+ Research, evaluate, and put into use four types of supportive drugs and new treatment methods in detoxification and recovery.

- Main contents of the Project:

+ Sub-project 1: "Enhancing the effectiveness of detoxification work and post-detoxification management".

. Train and instruct to improve the capacity of leaders, specialized cadres in social evil prevention and control, and professional staff at centers and in communities.

. Review and re-plan rehabilitation centers; support part of the funding from the central budget for key and financially struggling localities to invest in upgrading and renovating rehabilitation centers and post-detoxification management centers.

. Research, pilot, and carry out comprehensive drug addiction treatment at rehabilitation centers, at home, and in communities.

. Support the upgrading, renovation, and construction of new community-based detoxification facilities or clusters of communes, wards, and towns; support vocational training for post-detoxification individuals at management facilities and their places of residence.

. Pilot and expand community-based detoxification models, commune-based models, post-detoxification management at communes and clusters, and the "open" center model based on existing infrastructure and personnel of rehabilitation centers.

. Support private detoxification facilities. Inspect and supervise to ensure detoxification quality and compliance with laws to promote socialization of detoxification work.

+ Sub-project 2: "Research and application of medical prescriptions and methods in treatment and functional recovery for drug addicts".

. Search, discover, and research and apply new types of drugs and medical methods.

. Evaluate and monitor the effects and effectiveness of other approved drugs and medical methods; standardize the quality of treatment and recovery drugs for drug addicts.

. Research and develop effective detoxification procedures for each type of drug.

- Implementation budget:

Central budget: VND 586.54 billion (operational funding).

- Project Management Authority: Ministry of Labor, Invalids, and Social Affairs.

e) Project 6: Information dissemination, propaganda on drug prevention and control, and monitoring the implementation of the Program.

- Objectives of the Project:

+ Enhance awareness and responsibility of sectors, levels, and all strata of the people regarding drug prevention and control work and the harms of drug-related social evils to self-prevent and participate in prevention and control, directly contributing to reducing drug-related social evils in society.

+ Continue to contain and reduce the number of drug addicts among students, trainees, and officials and teachers.

+ Strengthen propaganda activities against drugs in key provinces for drug issues. Ensure that all key communes for drug issues are provided with appropriate forms of anti-drug propaganda.

+ Establish a monitoring and evaluation system for the Program and each Project during implementation; develop a set of tracking, monitoring, and evaluating indicators for the results, quality, effectiveness, and impact of the Program and Projects.

- Main contents of the Project:

+ Sub-project 1: "Strengthening communication activities on drug prevention and control".

. Innovate and improve the quality of drug prevention and control communication work. Develop suitable forms, contents, and methods of communication for different areas and target audiences.

. Enhance the capacity of journalists and communication networks in managing, organizing, and implementing drug prevention and control communication activities and minimizing drug-related harms in society.

. Compile documents, newsletters, special pages, columns, documentary films; produce music programs promoting drug prevention and control; report on models and exemplary cases in drug prevention and control and rehabilitation.

. Develop and expand youth counseling models and communication models of university Youth Unions and provincial Youth Unions on drug prevention and control.

. Organize and implement drug prevention and control education and propaganda through all mass media, cultural institutions, direct communication sessions, and other formats. Edit propaganda materials in ethnic languages.

+ Sub-project 2: "Strengthening information and propaganda activities on drug prevention and control in key drug provinces".

. Organize the creation of propaganda works; produce drug prevention and control programs to provide mobile film teams, mobile information teams, public libraries; edit and distribute drug prevention and control materials for key communes affected by drug-related social evils.

. Organize information performances and mobile film screenings focused on drug prevention and control.

. Organize propaganda activities during high points of drug prevention and control.

+ Sub-project 3: "Strengthening drug prevention and control capacity in schools in complex areas for drug-related social evils".

. Conduct surveys and assess the current situation and risks of drug infiltration into schools.

. Organize and provide equipment, propaganda materials, and maintain effective operations of "Youth Drug Prevention and Control" clubs.

. Edit and provide teaching materials and extracurricular activity materials on drug prevention and control for Departments of Education and Training, universities, colleges, and vocational schools within the project area.

. Train and enhance professional skills in drug prevention and control for student affairs officers, Youth Union cadres, and core teachers.

+ Sub-project 4: "Monitoring and Evaluating the Implementation of the Program".

. Establish a regular monitoring and evaluation system for the implementation of the Program's objectives and tasks assigned to relevant agencies and localities.

. Develop a set of indicators to provide qualitative and quantitative information for evaluating the implementation of the Program's objectives, targets, and impacts and those of each Project.

- Implementation budget:

Central budget: VND 280 billion (operational capital).

- Project management agency: Ministry of Public Security.

9. Organization and Implementation of the Program:

a) The Ministry of Public Security is the management agency of the Program, responsible for:

- Coordinating with related ministries, departments, provincial People's Committees to organize and implement the Program according to regulations.

- Coordinating with the Ministry of Planning and Investment, the Ministry of Finance, and related ministries, departments, and agencies to review and approve sub-projects of the Program according to prescribed procedures. For the information and propaganda sub-project on drug prevention and control and the supervision of the Program's implementation, opinions from the Ministry of Planning and Investment and the Ministry of Finance must be sought.

- Implementing the Program's projects.

b) Responsibilities of related ministries, departments, and agencies:

- Ministries and departments responsible for implementing sub-projects or sub-sub-projects should promptly develop, complete, and coordinate with the Ministry of Public Security and the Ministries of Planning and Investment and Finance to review, approve, and implement the assigned sub-projects and sub-sub-projects.

- Carry out state management functions, tasks, and powers assigned.

- Participate in implementing the Program's content within their scope and tasks or areas under their management.

c) Provincial People's Committees under the central government:

Organize the implementation of the Program in their respective areas, actively mobilize additional resources to fulfill the Program's tasks and objectives. Report regularly on the implementation of the Program. Be responsible for using funds correctly, ensuring efficiency, and preventing loss.

Article 2. Management and Implementation Mechanism of the Program

The management and implementation mechanism of the National Target Program on Prevention and Control of Drugs for the period 2012-2015 shall be carried out in accordance with the regulations on managing and implementing National Target Programs and other relevant provisions.

This Decision shall take effect from the date of issuance.

The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
