CIRCULAR
ISSUING TECHNICAL INVESTIGATION, SURVEY, AND DEMILITARIZATION PROCEDURES FOR EXPLOSIVE DEVICES

Based on Decree No. 164/2017/NĐ-CP dated December 30, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
BASED ON THE GOVERNMENT'S DECREE NO. 18/2019/NĐ-CP OF FEBRUARY 1, 2019 ON MANAGEMENT AND IMPLEMENTATION OF ACTIVITIES TO MITIGATE THE AFTERMATH OF EXPLOSIVE DEVICES AFTER WAR;
AT THE PROPOSAL OF THE COMMANDER OF THE ENGINEER ARM CORPS;
THE MINISTER OF NATIONAL DEFENSE ISSUES THIS CIRCULAR issues TECHNICAL INVESTIGATION AND SURVEY PROCEDURES, FOR DEMILITARIZING EXPLOSIVE DEVICES.
Article 1. ATTACHED TO THIS CIRCULAR ARE THE TECHNICAL INVESTIGATION, SURVEY, AND DEMILITARIZATION PROCEDURES FOR EXPLOSIVE DEVICES.
Article 2.
1. THIS CIRCULAR SHALL TAKE EFFECT FROM NOVEMBER 5, 2021.
2. CIRCULAR NO. 154/2013/TT-BQP OF AUGUST 19, 2013 ISSUED BY THE MINISTER OF NATIONAL DEFENSE REGARDING THE TECHNICAL PROCEDURES FOR DEMILITARIZING UNDERWATER EXPLOSIVE DEVICES; AND DECISION NO. 95/2003/QĐ-BQP OF AUGUST 7, 2003 ISSUED BY THE MINISTER OF NATIONAL DEFENSE REGARDING THE TECHNICAL PROCEDURES FOR DETECTING AND HANDLING EXPLOSIVE DEVICES SHALL BECOME INVALID FROM THE DATE THIS CIRCULAR TAKES EFFECT.
Article 3. THE COMMANDER OF THE ENGINEER ARM CORPS, HEADS OF ORGANIZATIONS AND UNITS, AND INDIVIDUALS CONCERNED SHALL BE RESPONSIBLE FOR ENFORCING THIS CIRCULAR./.
