Article 1. Attached hereto is the Program of Action of the Government to implement the Resolution of the 7th Plenary Session of the Central Committee of the Party, Term IX on ethnic affairs.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of government-attached agencies, Chairpersons of provincial and municipal People's Committees directly under the central government are responsible for implementing this Decision./.
