THE MINISTER OF INDUSTRY

 Pursuant to the Education Law dated December 2, 1998;

Pursuant to Decree No. 55/2003/NĐ-CP dated May 28, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry;

In accordance with the agreement of the Ministry of Education and Training on the establishment of the Secondary School of Industry and Construction as stipulated in Document No. 9222/TCCB dated October 18, 2004;

At the suggestion of the Director of the Department of Organization and Cadres,

 DECISION:

Article 1.Establish the Secondary School of Industry and Construction (hereinafter referred to as the School) based on the Vocational Training School for Mechanical Engineering and Construction under the Ministry of Industry. The School shall have the function of training and developing cadres at secondary level and technical workers in various fields and trades such as mechanical engineering, electricity, electronics, information technology, mechanical engineering, industrial and civil construction; simultaneously serving as a scientific research base for the needs of management, production, and business in the industry sector and society.

The School shall be subject to state management by the Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs regarding education and training; administrative management according to territorial jurisdiction by the People's Committee where the School is located; and shall enjoy policies and systems applied by the State to vocational secondary schools within the national education system.

Vietnamese name: Secondary School of Industry and Construction.

International trade name: SECONDARY SCHOOL OF INDUSTRY AND CONSTRUCTION.

Abbreviation: SSIC.

The School's headquarters: Phuong Dong Commune, Uong Bi City, Quang Ninh Province.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe School is a public service entity with revenue, having legal personality, entitled to open accounts at the National Treasury and Banks, and using seals (including embossed seals and miniature seals) for its operations and transactions in accordance with the law.

Article 3. The University has the following main tasks:

1. Train cadres at secondary level in fields such as mechanical engineering, electricity, electronics, information technology, industrial and civil construction, and train technical workers in trades such as mechanical engineering, electricity, electronics, operation of mechanical equipment, mining techniques, mine driving, industrial and civil electricity, industrial and civil construction in accordance with the national education system prescribed in the Education Law dated December 2, 1998.

2. Train and develop technical staff and high-level technical workers meeting the standards prescribed and the requirements of agencies and enterprises both within and outside the industry sector.

3. Develop curricula, teaching plans, compile textbooks for fields and trades that the School is authorized to train according to the framework programs issued by the Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs.

4. Organize and implement student recruitment activities, manage students. Organize regular and non-regular training activities and issue diplomas and certificates in accordance with the Education Law.

5. Manage organizational structure and staffing in accordance with state regulations and the delegated management authority of the Ministry of Industry. Build, develop, and manage the teaching staff in accordance with the standards prescribed by the Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs.

6. Organize research and application of science and technology linked to training and labor production to improve training quality in line with the development requirements of production and business in the industry sector.

7. Carry out scientific and technical service activities and technology transfer; experimental production, production and business activities consistent with the trained fields; provide career counseling and job placement services for students and agencies and enterprises in need.

8. Organize specialized conferences, seminars, field trips, and learning experience surveys; print teaching materials and textbooks in accordance with the law to serve training and scientific research.

9. Implement international cooperation, linkage, and integration in training, cadre development, and scientific research and technological application with domestic and foreign organizations, institutions, and individuals in accordance with the law.

10. Manage and use material assets, property, and assigned capital for their intended purposes effectively.

11. Maintain political security and social order in the School, protect property, and safeguard state secrets. Develop and enforce internal regulations and safety measures for labor protection within the School.

Article 4. Organizational Structure of the University

1. Leadership:

a) Principal;

b) Deputy Directors.

2. Professional departments.

3. Faculties and subjects.

4. Service and production units, including: laboratories, printing offices for teaching materials, library, dormitory, school workshops, production and business teams, scientific and technical service centers, training and development centers, production and experimentation service centers, career counseling, job placement, driving, and human resource training for labor export.

Article 5.The Director of the University is responsible for:

1. Draft and submit to the Ministry of Industry for approval the Charter of Organization and Operation of the School based on the Charter of Secondary Vocational Schools issued together with Decision No. 24/2000/QĐ-BGDĐT dated July 11, 2000 of the Minister of Education and Training, and the Charter of Vocational Schools issued together with Decision No. 775/2001/QĐ-BLĐTBXH dated August 9, 2001 of the Minister of Labor, Invalids, and Social Affairs.

2. Develop the organizational structure of the School for submission to the Ministry for consideration and approval. Within the scope of the authority granted, decide on the establishment of departments, faculties, subjects, and service units; appoint managerial positions; arrange and allocate teachers, officials, and staff according to the Professional Standards for Civil Servants issued together with Decision No. 202/TCCP-VC dated June 8, 1994 of the Minister, Head of the Government's Personnel and Cadre Department (now the Ministry of Home Affairs).

3. Develop proposals for the organization and operation of service and production units with dependent accounting and independent accounting with separate accounts and seals for submission to the Ministry of Industry for consideration and decision.

Article 6.This Decision takes effect fifteen days after its publication in the Official Gazette and replaces Decision No. 1096/QĐ-TCCB dated July 22, 1997 of the Minister of Industry regarding the renaming of the Mechanic and Construction Workers' School to the Vocational Training School for Mechanical Engineering and Construction.

The Director of the Ministry's Office, the Inspector General, the Heads of Departments, Directors of Bureaus, heads of agencies and units under the Ministry, the Principals of the Vocational Training School for Mechanical Engineering and Construction, and the Principal of the Secondary School of Industry and Construction are responsible for implementing this Decision./.
