Decision No. 122/2006/QĐ-BQP On the Implementation of Certain Regulations and Policies for the Coast Guard Force

REGARDING THE IMPLEMENTATION OF CERTAIN REGIMES AND POLICIES FOR THE COAST GUARD FORCE

MINISTER OF NATIONAL DEFENSE

Pursuant to the Law on Legislative Acts of Regulatory Nature issued on November 12, 1996, amended and supplemented on December 16, 2002;

Pursuant to the Ordinance on the Coast Guard Force of Vietnam issued on March 28, 1998;

Pursuant to Decree No. 30/2004/NĐ-CP dated January 16, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

At the proposal of the Director of the Political General Department,

DECISION:

Article 1. To implement certain regimes and policies for the Coast Guard Force, in addition to the current salary, allowances, food rations, and meal standards, as follows:

1. Personnel assigned to Coast Guard vessels shall enjoy the same regimes as personnel assigned to naval combat vessels.

2. Coast Guard officers, investigators, and financial clerks at sea within the Coast Guard Force shall be entitled to:

a) Duty responsibility allowance comprising three levels: 0.1; 0.2 and 0.3 relative to the minimum wage for those receiving wages, calculated based on the second-grade soldier allowance for non-commissioned officers and soldiers;

- Level 2, coefficient 0.3 for Team Leaders and Deputy Team Leaders of operational teams; Cluster Leaders and Deputy Cluster Leaders of investigative clusters;

- Level 3, coefficient 0.2 for Coast Guard Officers;

- Level 4, coefficient 0.1 for Investigators and Financial Clerks at sea.

b) Hazardous work allowance level 4, coefficient 0.4 relative to the minimum wage for those receiving wages, calculated based on the second-grade soldier allowance for non-commissioned officers and soldiers.

c) During their duty at sea, they shall be entitled to the sea allowance, material subsistence allowance, and other current allowances (excluding travel expenses).

3. Personnel specializing in anti-drug operations and chemical analysts within the Coast Guard Force shall be entitled to hazardous work allowance level 3, coefficient 0.3 relative to the minimum wage for those receiving wages, calculated based on the second-grade soldier allowance for non-commissioned officers and soldiers.

4. Officials from agencies and units of the Coast Guard Force and higher-level agencies directly working or inspecting the Coast Guard Force's duties at sea shall be entitled to the current allowances.

Article 2. The Logistics General Department shall take the lead and coordinate with relevant agencies to study food ration standards and meal levels; supplement equipment and uniform standards suitable for the special operating conditions of the Coast Guard Force.

Article 3. Coast Guard Force officials and soldiers injured or killed while performing their duties shall be considered and recognized as war invalids or martyrs according to current regulations.

Article 4. This Decision shall take effect fifteen days from the date of signature.

The Policy Department shall take the lead and coordinate with relevant agencies to guide the implementation of this Decision.

Article 5. The Chief of the General Staff, the Director of the Political General Department, heads of related agencies and units shall be responsible for implementing this Decision./.
