Pursuant to the Law on Organization of the Government dated December 25, 2001;

On the basis of Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the preparation, approval, and management of master plans for socio-economic development.

Considering the proposal of the People's Committee of Phu Yen Province at the report No. 43/TTr-UBND dated October 11, 2007 and the opinion of the Ministry of Planning and Investment at document No. 1281 BKH/TĐ&GSĐT dated February 28, 2008 regarding the Master Plan for Socio-Economic Development of Phu Yen Province until 2020,

DECISION:

Article 1. Approving the Master Plan for Socio-Economic Development of Phu Yen Province until 2020 (hereinafter referred to as the Plan) with the main contents as follows:

1. Development Orientation

a) Developing the economy at a high and sustainable rate to gradually narrow the gap between Phu Yen Province and other provinces in the Region and throughout the country.

b) Building Phu Yen Province into a new gateway towards the East for the Central Highlands region; striving to become a major tourism and service center in the region and nationwide. Forming a transportation hub for railways, inland waterways, aviation, and roads from East to West.

c) Accelerating the restructuring of the provincial economy towards increasing the proportion of industry and services; mobilizing all resources of various economic sectors; exploiting industries with advantages in labor and natural resources; while focusing on expanding industries with high technological content, suitable to the advantages of Phu Yen Province and market trends.

d) Improving the quality of human resources, implementing policies to attract high-quality human resources to meet the needs of socio-economic development of the province. Linking economic growth with social equity, gradually raising the living standards for different strata of the population, especially in revolutionary bases, mountainous areas, and regions with many ethnic minority groups.

đ) Combining closely the development of socio-economy with the consolidation of national defense, security, and environmental protection; consolidating the political system and a strong administrative apparatus.

2. Development Goals

a) General Objective

Continuing to maintain high and sustainable economic growth, creating qualitative changes in the process of socio-economic development. Striving for Phu Yen Province to basically become an industrial and service province by 2020. Accelerating the restructuring of the economy and labor structure towards industrialization and modernization with the following composition: industry - services - agriculture. Gradually improving the efficiency and competitiveness of the economy. Promoting the application of scientific progress and enhancing the level of science and technology in production sectors. Improving the quality of education and training and the quality of human resources. Effectively utilizing foreign economic relations. Building a convenient infrastructure system to ensure development requirements. Enhancing the material and spiritual life of the people. Continuing to implement poverty reduction, job creation for workers. Maintaining political stability, public order, and safety, linking economic development with national defense, security, and environmental protection.

b) Specific Objectives

- Average annual growth rate for the period up to 2010 is 13.6%; for the period 2011-2015 is 15.2% and for the period 2016-2020 is 15.3%.

- Per capita income in 2010 is 750 USD, in 2015 is 1,600 USD, and in 2020 is 3,000 USD.

- Economic structure: in 2010: agriculture 24.5%, industry 38.5%, services 37%; by 2015: agriculture 16%, industry 44%, services 40%; by 2020: agriculture 10%, industry 47%, services 43%.

- The ratio of state budget revenue to GDP in 2010 is 11.5%; in 2015 is 15% and in 2020 reaches 20%. Local budget expenditure increases by an average of 15% per year. By 2016, state budget revenue will meet local budget expenditure needs.

- Export turnover and foreign currency earning services in 2010 reach 150 million USD, in 2015 reach 1 billion USD, and in 2020 reach 1.5 billion USD.

- Natural population growth rate by 2010 decreases to 1.26%; in 2015 decreases to 1.17%; in 2020 decreases to 1.0%. The rate of malnutrition among children under five years old in 2010 decreases to 20%, in 2015 decreases to 15%, and in 2020 decreases to 10%.

- Achieve universal secondary education across the province by 2015. The proportion of trained labor force by 2010 is 40%, in 2015 is 53%, and in 2020 reaches 67%.

- Poverty rate by 2010 remains at 9%, below 3.4% in 2015, and basically eliminates poverty by 2020.

- Forest coverage rate in 2010 is 45%, in 2015 is 47%, and in 2020 is 51%.

3. Orientation for Industry and Sector Development

a) Agriculture, Forestry, and Fisheries

- Building a sustainable, high-quality agricultural foundation, clean products, suitable for the ecosystem. Establishing concentrated specialized cultivation areas with high yields linked to post-harvest technology and processing industry, while preserving and protecting the environment. Ensuring food security, stabilizing rice, sugarcane, cassava cultivation areas; expanding rubber plantation areas and other crops. Livestock farming towards farm-based economies with good breeds and disease control. Establishing clean vegetable areas around urban belts, industrial zones, and tourist areas; developing flower planting and ornamental plant industries.

- Vigorously planting forests, strengthening forest capital, developing timber species for processing industry. Strengthening forest protection, limiting natural forest logging, and effectively managing planted forests.

- Sustainable development of fisheries in all aspects including breeding, harvesting, processing, and fishery support services. Promoting the application of science and technology in fishing, breeding, and processing. Developing breeding areas based on scientific foundations, increasing marine breeding, ensuring the environment, and creating additional attractions for tourists. Expanding product markets, building brands for seafood products.

- Building new rural areas, modernizing them, reducing population pressure on cities, developing synchronized economies across regions within the province. Developing services and trades linked to organizing the sale of goods for farmers, increasing investment in mountainous districts and areas with many ethnic minorities.

b) Industry

- Emphasize deep investment, apply new technology and automation technology, enhance production and business efficiency. Improve product quality and build brand, promote trade, expand markets, increase investment capital for industrial development.

- Develop industry sustainably in accordance with the national sustainable development strategy. Prioritize developing industries with advantages, high technological and scientific content, and significant added value to create breakthrough development and boost rapid economic growth such as electronics, oil refining, petrochemicals, shipbuilding, processing of agricultural and aquatic products, power and water production. Pay special attention to the construction of a 4 million-ton-per-year oil refinery and petrochemical plants.

- Invest in developing the Nam Phu Yen Economic Zone including the Nam Tuy Hoa urban area, the oil refining and petrochemical industrial park, and other concentrated industrial parks linked to the Vung Ro seaport, Hoa Tam seaport, and Tuy Hoa airport. Continue to invest in building infrastructure for industrial parks and concentrated industrial clusters, forming a network of industrial clusters and points in districts with areas of 10 to 20 hectares.

- Develop craft villages in rural areas, introduce and expand some new trades suitable in scale, effectively utilize raw materials, and provide employment for many rural workers.

c) Services

- Enhance commercial civilization, develop modern forms of commerce and services while ensuring a smooth distribution system reaching remote areas. Form urban areas, market streets, specialized streets, creating a diverse distribution network, ensuring fast and convenient goods circulation, stimulating production development.

- Build a system to provide commercial services, support trade promotion, intensify and diversify trade promotion activities. Strengthen market inspection and control, stabilize prices, combat fake and substandard goods production and trading, speculation, smuggling, and tax evasion. Expand markets, diversify export products, and rapidly increase export turnover.

- Vigorously develop tourism as a leading economic sector, a clean industry with unique characteristics. Preserve historical sites, scenic spots, and tourist attractions in conjunction with environmental protection efforts. Focus on constructing infrastructure to attract investment: the high-end An Phu - An Chan integrated resort; high-end tourism and service urban areas (Song Cau, Tuy An, Dong Xuan); eco-tourism clusters, cultural rest and entertainment complexes.

- Improve the quality of transportation, warehousing, port services, postal and telecommunications services. Diversify service formats reasonably.

- Give priority and facilitate the development of various types of services by all economic sectors: finance, banking, science and technology, information technology, insurance, consulting, accounting, auditing, legal advisory, notarization, appraisal, asset auctioning, asset trading, real estate, high-quality healthcare, and education services.

d) Social Fields

- Implement population policies effectively. Improve the health care network, eliminate infectious diseases fundamentally. Enhance population quality, increase height, physical fitness, and life expectancy. By 2010, have 7 doctors per ten thousand people; by 2020, have 10.8 doctors per ten thousand people. All communes and wards will have doctors by 2010. Increase the living standards of households that have escaped poverty, limit the recurrence of poverty.

- Focus on improving the quality and effectiveness of education and training, expanding the scale of education at all levels and training programs to meet human resource needs. Develop the appropriate scale of education and training in tandem with upgrading educational facilities and teaching equipment towards standardization and modernization. Enhance the quality of teachers and management staff. Diversify school types, socialize education to strengthen resources for education.

- Expand vocational and professional training for workers, raise the proportion of trained labor. Annually resolve new jobs for about 25,000 workers from 2006 to 2010 and about 15,000 workers per year from 2011 to 2020.

- By 2010, achieve 85% of family culture; 70% of village, hamlet, and ward culture; 40% of commune culture; and 90% of agency culture. By 2020, reach over 95% of family culture, village, hamlet, and ward culture; over 95% of communes achieving the title of cultural commune. Construct cultural institutions, upgrade provincial radio, television, and press facilities to meet public information needs.

- In 2010, 22% of the population regularly exercises; 95% of general and professional schools implement physical education systematically; over 90% of students and trainees in the province meet physical training standards; 95% of military personnel meet health standards; 100% of schools from middle school level upwards have dedicated physical education teachers. By 2020, over 50% of the population regularly exercises; 100% of general and professional schools implement systematic physical education; 100% of students and trainees in the province meet physical training standards; 100% of military personnel meet health standards.

đ) Infrastructure Development

- Transportation: form a synchronized transportation network, efficiently exploit maritime, road, air, and rail transport, connecting regions within the province and neighboring provinces, creating economic development corridors for sub-regions.

+ Road: invest in completing and modernizing the road transportation network, taking National Highway 1A, National Highway 25, Route 645, the eastern coastal axis, the western axis, and provincial roads as strategic traffic axes. Form some new roads linking from the North-South Expressway and National Highway 1A down to industrial zones and coastal tourism urban clusters. Construct bus stations, parking lots, and stops. Invest in new and expanded upgrades of district roads, intra-city roads, feeder roads, rural roads, and field roads, ensuring smooth traffic in all situations. Strive to achieve 90-100% hard-surfaced district and intra-city roads by 2020.

+ Railways: study the construction of the railway line from Phu Yen to the Central Highlands through Cambodia, Laos, and Thailand; the high-speed railway line from North to South Phase I passing through Van Phong Economic Zone (Khanh Hoa) to Phu Yen, which serves as the connection point for the railway line to the Central Highlands.

+ Sea routes: complete, upgrade, and effectively operate the Vung Ro seaport; study the construction of some deep-water ports specialized for use: Hoa Tam port, Xuan Phuong port, Xuan Thinh port, An Hoa port, serving industrial and tourism development.

+ Air routes: upgrade airports and increase flights from Tuy Hoa airport to Ho Chi Minh City, Hanoi, Da Nang, develop into an international-standard airport serving international passengers. Study mechanisms to attract and allow foreign investors to invest in building a regional airport in the northern part of the province, serving tourism and regional development needs.

- Water conservancy

+ Complete and put into operation water conservancy works following the Song Hinh hydropower plant, the Song Ba Lower hydropower reservoir. Increase the useful capacity of reservoirs: Song Hinh hydropower, Dong Kon, Dong Tron, Phu Xuan, Xuan Binh. Upgrade and repair dams at risk of landslides to ensure safety. Construct new reservoirs, dams for water regulation, inter-basin water transfer projects, ensuring freshwater supply for the Bat Thach River, the Cau River area, flood control, storm surge prevention, and other water conservancy works according to planning.

+ Strengthen the consolidation of irrigation canals within fields, by 2020 basically complete the construction and consolidation of the canal system. Upgrade and construct new systems of dikes, dams, and retaining walls against landslides and ensure safety for weak sections on river and sea dikes. The total irrigated area by water conservancy works will reach approximately 93,000 hectares of planting land, accounting for 65.8% of the total planting area by 2020. Supply fresh water for aquaculture.

- Power supply

+ Accelerate the investment progress and operation of hydropower plants: Song Ba Lower, Krong Nang. Invest in some new hydropower plants on the Song Ba and Ky Lo cascades. Encourage the development of small hydropower projects, wind power, and suitable new energy forms to serve areas that cannot be connected to the national power grid. Attract investment in large-scale thermal power plants.

+ Continue to increase the capacity of existing substations and invest in new substations to meet the electricity demand for production throughout the province.

+ Encourage the development of small hydropower projects with various appropriate investment forms to serve people in remote and far-flung areas. Strive to complete the national power grid investment in 100% of hamlets and villages so that before 2010, nearly 100% of households have access to electricity.

- Information technology, broadcasting, and television

Invest deeply in the information communication system, broadcasting, and television. Rapidly develop public and dedicated postal and telecommunications networks with modern technology, moving towards implementing multi-service digital networks, wideband personal information networks, high-speed Internet. Develop communal cultural post offices, popularize basic postal and telecommunications services. By 2010, the telephone usage rate reaches 40 units per 100 people; by 2015, it reaches 50 units per 100 people; by 2020, it reaches 60 units per 100 people. In 2010, on average, 15 out of every 100 people use Internet services; by 2020, this ratio reaches 35-40 people per 100 people; 100% of households have audio-visual equipment.

- Water supply system

+ By 2010, all urban areas in the province will have water treatment plants for daily and production use. 80% of rural residents will have clean water. By 2020, ensure that 100% of residents have clean water for daily use.

+ Complete the water supply system in Tuy Hoa city. Increase the capacity of water treatment plants in towns such as La Hai, Hai Rieng, Chi Thanh, Cuong Son, Song Cau, and Phu Hoa to 8,000-10,000 cubic meters per day and night. Build new water treatment plants in Hoa Vinh with a capacity of 8,000-10,000 cubic meters per day and night, in new towns such as Phu Thu, Son Long (Van Hoa), and Xuan Loc ward with a capacity of 3,000-5,000 cubic meters per day and night. Invest in constructing water treatment plants with capacities of over 50,000 cubic meters per day and night in 2010; 200,000 cubic meters per day and night in 2015, and 300,000 cubic meters per day and night in 2020, serving the Nam Phu Yen Economic Zone and other areas.

+ Invest in clusters of wells at scattered residential areas and complete water supply systems to households for concentrated residential areas and town centers based on exploiting suitable water sources for each district in the province.

- Drainage and environmental sanitation

Upgrade, renovate, and build drainage pipelines and canals. Construct separate drainage systems for domestic wastewater and rainwater. Build pumping stations and wastewater treatment plants in industrial zones, hospitals, and production facilities. All harmful liquid waste must be treated locally before being discharged into the common system. Ensure that 100% of urban areas have drainage and wastewater treatment systems; 100% of production facilities have waste treatment systems or means to transport waste to centralized treatment facilities.

- Urban infrastructure

Invest in completing the infrastructure in existing cities and new urban areas. Develop Tuy Hoa city into a Class II city, an ecological city with functions as the provincial political, economic, cultural, scientific and technological, tourism, and service center; a transportation hub for the province and the region; and a major transportation hub for the South Central Coast and the Central Highlands. Form industrial, service, education and training, and science and technology centers for the region. Upgrade Song Cau and Dong Hoa districts to towns. Complete the construction of new townships in newly established districts (Phu Hoa, Phu Thu, Hoa Vinh); build the Nam Tuy Hoa urban area and a chain of new tourist and industrial urban areas in coastal districts, towns in the new Van Hoa district, and Hoa Hiep Trung and An My towns.

- Educational and training facilities

+ Continue to invest in upgrading school systems, with 30% of kindergartens, 70% of primary schools, 50% of junior high schools, and 50% of secondary schools meeting national standards by 2010; by 2020, all public schools in the Province will meet national standards and have sufficient classrooms for two daily sessions per class.

+ Invest in Phú Yên University; develop it into a multi-disciplinary, multi-level institution, becoming a center for training and scientific research for the Province and the region. Support the upgrade of Construction College No. 3 and Tuy Hòa Industrial College to universities, expand and upgrade the Branch Institute of Banking Academy, upgrade the Medical Secondary School to a Health College and then to the Faculty of Medicine at Phú Yên University. Create conditions for investors to establish private universities and vocational schools to serve the training of high-quality human resources.

+ Invest in vocational colleges; upgrade the vocational training center in Sơn Hòa district into a secondary vocational school for young people from ethnic minorities in mountainous areas. After 2010, upgrade and develop other district vocational training centers into vocational schools.

- Infrastructure for the health sector

+ Complete the construction of the central provincial general hospital by 2009, and promptly complete the northern regional general hospital. Establish specialized hospitals: obstetrics, pediatrics, ophthalmology, dermatology, and build new specialized centers and stations. Facilitate the establishment of high-quality private hospitals by investors. Strive for all commune health stations to meet national standards by 2015.

+ Continue to invest in upgrading and expanding county-level hospitals. Supplement equipment to improve the quality of operations at commune health stations. Build a preventive healthcare system from the provincial to the county level, fully equipped with facilities and equipment to meet needs for disease prevention, epidemic control, and environmental sanitation.

- Infrastructure for culture and sports

Continue to invest effectively in cultural facilities. By 2020, the goal is for 100% of hamlets, villages, and wards to have cultural houses (or communal cultural activity points) and public libraries; 100% of communes, wards, and towns to have libraries or reading rooms, and communal cultural houses; 100% of cities, counties, and towns to have cultural centers, cultural-sports centers, libraries, children's recreational parks, and parks. At the provincial level, complete cultural facilities such as museums, historical-cultural relic zones, central cultural houses, conference-exhibition centers, theaters, writers' houses, libraries, parks, and children's recreational areas. Construct a new provincial sports center according to planning.

e) Science, technology, and environmental protection

- Strengthen basic surveys, focusing on fundamental research in the Ba River basin and social humanities research oriented towards serving economic and social development needs and areas where Phú Yên has strengths. Apply scientific and technological achievements to production, rapidly enhancing economic development capabilities. Invest deeply, gradually replacing old technologies with modern ones. Prevent and strictly handle cases of importing and using technologies that cause environmental pollution. Widespread use of new electronic information technologies in leadership, management, training of specialists and skilled workers, general education, improving literacy, and cultural exchange.

- Continue to prevent pollution, enhance biodiversity conservation, focus on rational and efficient use of natural resources, and improve the environment, developing industries and technologies friendly to the environment.

- Develop regulations for environmental protection inspection activities and natural landscape preservation. Pay attention to environmental protection in industrial zones, urban areas, and coastal environments. Establish mechanisms to encourage investment in building waste treatment plants using new technologies in Tuy Hòa city, communes, and towns.

g) National defense and security

Maintain political stability and ensure social order and safety. Be prepared to counter the peaceful evolution plots of hostile forces, serving the cause of economic and social development. Consolidate and build a strong people's defense system linked with a robust people's security system. Build armed forces comprehensively strong, ensuring combat readiness. Focus on completing defense projects according to schedule and planning. Equip sufficient means and devices to ensure effective operations of armed forces, protecting territorial sovereignty and internal security and participating in rescue operations.

4. Spatial and Territorial Development Planning

a) Land Use Orientation

- Concentrate on utilizing vacant hillside and barren land; protect, manage, and use existing forest land efficiently.

- Prioritize food security tasks, form industrial crop regions; increase land productivity and fertility, limit pollution and degradation. Reasonably allocate agricultural land structure; reserve land for industry, tourism, forming industrial zones, new residential and tourist urban areas, and economic zones.

- Develop urban systems in line with economic structural transformation. Prepare land and infrastructure for the formation of new urban areas and expansion of existing ones.

- Use land to meet housing and special-purpose land needs; meet requirements for economic, cultural, and social development and ensure land needs for national defense and security. Land exploitation and use must pay attention to environmental protection, preventing land degradation and pollution, ensuring stable and sustainable use; combine short-term and long-term interests.

b) Economic and Social Development Orientation by Regions

- Coastal and near-coastal areas: this is the driving force of the Province's economy, with strategic significance for both economic and national defense and security.

Develop comprehensive marine economy, build modern infrastructure such as transportation, warehouses, docks, ports, creating a boost for regional economic development. Preserve the marine environment and address social issues in coastal areas to meet the requirements of industrialization and modernization.

- Plainland area: An area with abundant labor potential and existing infrastructure investment. The development direction focuses on intensive cultivation of staple food crops, high-quality clean livestock products, short-cycle industrial crops, fruits, flowers, and ornamental plants. Specialized production areas, commodity production zones, and raw material supply for processing industries will be established.

Develop rural industry and small-scale handicrafts. Establish medium and small-scale processing enterprises, develop craft villages, diversify products, develop services, serve as satellites to large factories, and create local employment opportunities for workers. Develop various forms of rural tourism, craft village tours, and link them with coastal and mountain tourism routes.

- Midland and mountainous area: Plant forests, establish specialized areas for industrial crops, fruits, large livestock breeding, agricultural and forest product processing industries; freshwater aquaculture, develop farm economies; build suitable models of combined hill and forest garden agriculture. Develop rubber plantations, set up experimental stations and seed gardens, and build rubber processing plants. Construct concentrated industrial clusters in rural areas. Prioritize investment in agricultural and forest product processing plants, mineral exploitation and processing in mountainous regions.

Vigorously develop mountain tourism linked with ethnic cultures, natural landscapes, and connect it with routes linking coastal areas and Central Highlands provinces. Develop Vân Hòa Plateau, Sông Ba Hạ Lake, and Sông Hinh Lake into resort centers in Phú Yên. Build cultural tourism villages for ethnic minorities.

c) Orientation for administrative boundary adjustment

When meeting the criteria, consider establishing a new district in the Vân Hòa area.

d) Orientation for urban system development

By 2020, the provincial urban network will include 01 city, 02 towns, and 09 townships; Tuy Hòa City will develop into a Class II city by 2015-2016; Sông Cầu District will develop into a Class IV town by 2010; Đông Hòa District will become an industrial Class IV town by 2019-2020. Develop new townships: Phú Thứ (Tây Hòa); Hòa Định Đông (Phú Hòa); Hòa Vinh, Hòa Hiệp Trung (later becoming two wards of Đông Hòa Town); Vân Hòa (new district) and An Mỹ (Tuy An). Prepare necessary conditions to develop Củng Sơn and Hai Riêng townships into towns after 2020.

5. Main solutions to implement planning

a) Investment solutions

Estimated capital investment needs during the 2006-2020 period are approximately 238 trillion VND. On average, from 2006-2010, about 4.2 trillion VND per year, from 2011-2015, about 12.7 trillion VND per year, and from 2016-2020, about 38 trillion VND per year.

Develop and promulgate a list of investment projects to be called for until 2020, focusing on essential infrastructure construction, industrial production projects attracting many local workers and raw materials, tourism service projects, high-tech agriculture projects, afforestation, export-oriented production projects, investments in mountainous areas with great potential; waste treatment and wastewater projects; energy projects, and infrastructure for concentrated industrial zones.

Expand investment projects under the BOT, BT, BTO... models. Diversify funding methods; intensify administrative reform in the investment sector; support existing investors to effectively implement registered projects and timely implement state policies in a specific and appropriate manner for the province's characteristics.

Efficiently utilize budget investment funds, seek investment capital from central ministries and sectors, credit, and target programs to invest in key, decisive, and necessary sectors.

b) Solutions for training and attracting human resources

Improve the quality and effectiveness of human resource training to address the shortage of highly skilled workers. Promote vocational training, reorganize the network of schools and training centers, enhance training quality to meet local human resource needs, and align with the province's economic and social structure.

Promote socialization in training, encourage various economic components to participate in vocational training and job placement services. Support the enhancement of training and job placement center capabilities. Implement preferential policies to attract talented individuals and highly qualified workers to work long-term in the province.

c) Solutions to improve administrative management capacity

Intensify administrative reform, streamline administrative procedures among departments, districts, and cities. Facilitate the fastest possible resolution of administrative procedures. Reform post-investment project management and administrative procedures in the real estate sector, minimizing administrative intervention in real estate market transactions. Improve the material and technical infrastructure of administrative agencies, strengthen staff capacity, and enhance their qualifications.

d) Solutions for scientific and technological development, efficient resource utilization, and environmental protection

Research and application are prioritized directions for technological innovation at different levels. Increase investment in basic research to enable science and technology to effectively contribute to advisory roles for the province and economic sectors. Invest in developing science and technology to achieve breakthroughs in productivity and product quality. Build and develop the province's scientific and technological potential, focusing on biotechnology, information technology, and marine science and technology.

Efficiently utilize natural resources: integrate economic and social development plans with natural resource conservation and ecological environment protection to ensure sustainable development goals. In annual state budget allocation, prioritize projects for waste and wastewater treatment and environmental protection.

đ) Solutions for market development

Promote the domestic market strongly, with emphasis on rural markets, remote areas, and far-flung regions. Enhance the consumption capacity of agricultural products. Implement demand-stimulating measures in production, construction, and consumption to increase product consumption levels. Develop plans to train a capable business community to seek out and expand markets, ensuring the consolidation and stability of existing export markets and the discovery of new export markets.

Develop a synchronized market system, creating a healthy competitive environment for investors. Gradually form real estate markets, capital markets, labor export markets, science and technology markets that meet international economic integration needs.

Implement multilateralism and diversification in developing the labor export market. Develop networks of enterprises involved in labor exports, facilitating access to employment opportunities for people from rural areas.

e) Develop various economic components

Create favorable conditions to support the development of various economic components within the region, establishing a clear, unified, and fair competitive environment without discrimination among different economic components. Encourage the development of small and medium-sized enterprises and the formation of some large enterprises.

g) International, regional, and inter-provincial cooperation solutions

Strengthen economic cooperation based on multilateral and bilateral agreements that Vietnam has signed with countries and international organizations; promote linkage and cooperation with other provinces to implement planning to enhance strength and create markets for production in the Province.

h) Regarding mechanisms and policies

In addition to implementing current mechanisms and policies, the Province will coordinate with central ministries and sectors to study and develop some new mechanisms and policies with specific characteristics to be submitted to the Government and the Prime Minister for consideration and decision-making, aimed at promoting socio-economic development in Phu Yen Province according to set goals.

Regularly review provincial regulatory legal documents to ensure synchronization, transparency, and compliance with general legal provisions.

i) Implementation organization

Based on the overall socio-economic development plan already approved, relevant departments and levels will develop five-year and annual plans to ensure alignment with the Province's development orientation. Develop action programs and development programs for each period according to the overall socio-economic development plan until 2020.

Announce and publicize the Plan through various forms to attract the attention of the entire population and domestic and foreign investors to participate in the implementation of the Plan. Coordinate with central ministries and sectors and neighboring provinces to implement development programs and cooperative development. Clearly define responsibilities for Plan implementation and monitor the execution of the Plan.

Article 2. This Plan serves as a guideline and foundation for the establishment, approval, and implementation of specialized plans and investment projects within the Province's territory in accordance with regulations.

Article 3. The People's Committee of Phu Yen Province, based on the socio-economic development objectives, tasks, and directions outlined in the Plan, will take the lead and coordinate with relevant central ministries and sectors to direct the establishment, approval, and implementation in accordance with regulations:

- Socio-economic development plans for districts and towns; urban system development plans and residential points; construction plans; land use plans and sectoral development plans to ensure comprehensive and synchronized development.

- Study and promulgate, within its authority, or submit to competent state agencies for promulgation some mechanisms and policies suitable for the Province's development requirements and national laws during each phase to attract and mobilize resources for Plan implementation.

- Establish long-term, medium-term, and short-term plans; key development programs; and specific projects for focused or phased prioritized investment.

- Submit to the Prime Minister for consideration and decision on timely adjustments and supplements to the Plan in line with the socio-economic development situation of the Province and the country during each phase of the Plan.

Article 4. Relevant ministries and sectors within their functions, duties, and authorities have the responsibility to assist the People's Committee of Phu Yen Province in researching and establishing the aforementioned plans; studying and drafting and submitting to competent state agencies for promulgation some mechanisms and policies suitable for the socio-economic development requirements of the Province during each phase, aiming to effectively mobilize and utilize resources, encourage investment, and achieve the socio-economic development goals and directions outlined in the Plan report. Accelerate investment and implementation of projects and works of significant scale and importance to the Province's development that have been decided upon. Study and consider adjustments and supplements to sectoral development plans and project investment plans proposed in the Plan report.

Article 5. This Decision takes effect fifteen days after its publication in the Official Gazette.

Article 6. Ministers, heads of ministerial-level agencies, heads of agencies under the Government, and the Chairman of the People's Committee of Phu Yen Province are responsible for implementing this Decision./.
