Considering the proposal of the Chairman of the People's Committee of Ho Chi Minh City and the Minister of Construction in Circular No. 1047/UB.TP-BXD dated March 23, 1998,
DECISION:
Article 1. Approve the adjustment of the Master Plan for Ho Chi Minh City until 2020 with the main contents as follows:
1. Objectives:
Adjusting the Master Plan for Ho Chi Minh City until 2020 to determine the special position and role of the city in relation to the Southern key region, the whole country, and internationally; to meet the goals of economic and social development, accelerate industrialization and modernization; combine well between construction and development with ensuring national defense and security, between renovation and new construction, to overcome the unreasonable aspects in the structure of the city left by history, aiming to build Ho Chi Minh City into a modern metropolis, preserving national identity, a central economic hub, an international trading center, and a tourist center of the entire country, with an important political position in the South, in the region, and internationally.
2. Scope of planning adjustment and spatial development orientation:
The planning research scope includes Ho Chi Minh City and surrounding urban areas in the provinces of Binh Duong, Dong Nai, Long An, Tay Ninh, Ba Ria - Vung Tau within a radius of influence from 30 to 50 kilometers.
- The direction of the city's development mainly focuses on the northeast, connected with Thu Dau Mot (Binh Duong), Bien Hoa (Dong Nai); supplementing the development direction towards the south and southeast towards the sea, connected with the districts of Nha Be, Binh Chanh, Hiep Phuoc, Can Gio, the new urban area of Nhon Trach - Long Thanh, and other auxiliary directions towards the north and northwest connected with Cu Chi, Hoc Mon along National Highway 22 and the Asia-Europe axis connecting with Tay Ninh and Cambodia.
- The city center will be expanded through Thu Thiem to exploit advantages in geographical location, natural conditions, land, technical infrastructure, and environment.
3. Population Scale:
By 2020 and in the long term, the population size of the city will be approximately 10 million people, of which the inner city area will be controlled at about 6 million people.
4. Land use planning and urban landscape architecture:
a) On land use indicators:
The average urban land use index will be 100 square meters per person, including 20 to 22 square meters per person for transportation, 10 to 15 square meters per person for green space, and 5 square meters per person for public service facilities.
b) Regarding functional zoning:
- Residential areas include the old inner city (12 districts), the newly developed inner city (5 new districts) controlled at about 6 million people, and the suburban area including towns, market towns, new urban areas, and rural residents with a population of 3 to 4 million people;
- Existing industrial zones will be renovated, upgraded, and rearranged to be consistent with the city's construction planning, while developing new concentrated industrial zones, export processing zones, and high-tech parks to produce export-oriented products. Small-scale, clean, and high-tech factories can be arranged in residential areas.
The area allocated for building concentrated industrial zones will be approximately 6,000 hectares.
- The system of city service centers will be organized in a multi-center approach, including administrative, historical, cultural, commercial, and banking centers in Districts 1, 3, 5 (Cholon), 10, Binh Thanh (Gia Dinh) and expanded towards District 2 (Thu Thiem) with an area of about 1,700 hectares; other commercial, service, financial, and banking centers will be located in Area A - South Saigon (District 7), along Ha Noi Street (District 9), An Suong Intersection (District 12 and Hoc Mon) connected with National Highway 22 and Tan Kien (Binh Chanh District) connected with National Highway 1A, each area being about 200 hectares.
Supporting the city's service centers are district centers and arrangements linked to residential areas.
- Specialized centers include:
+ Existing training, scientific research, healthcare, cultural, green space, sports, and recreation centers will be renovated and upgraded according to the scale, nature, and usage requirements of the city's planning;
+ The University of Ho Chi Minh City will be located in Thu Duc District with an area of about 800 hectares, of which 600 hectares are in Binh Duong Province, and some university campuses, vocational training centers, and small-scale scientific research institutions will be located in South Saigon (District 7), District 9, District 12, Hoc Mon District, and the old inner city, with a planned area of about 300 hectares;
+ State management agencies will be arranged in connection with city, district, and ward centers; headquarters of companies, organizations, and foreign representative offices will be located on main streets;
+ Modern general hospitals and specialized hospitals will be arranged in peripheral districts, new districts, and suburban counties;
+ Historical-cultural-national heritage areas, Thu Duc Golf Course, and Zoo-Thảo Cầm Viên will be located in the northern part of District 9; youth and children's activity centers, entertainment, and sports centers will be arranged near rivers, canals, lakes, green spaces in District 9, Binh Chanh District, and Hoc Mon District;
+ A national and city-level integrated sports center with an area of 460 hectares will be located in Rach Chieng (District 2);
Other sports centers will be evenly distributed across districts and counties;
+ Protect, restore, upgrade existing parks, flower gardens, green spaces, and open water areas; construct large lakes in Binh Chanh District, District 9, Thu Duc District, District 12, and new suburban cities to regulate drainage, balance earthwork at construction sites, increase open space and greenery, and link with the construction of some recreational and entertainment areas along the Saigon River, Dong Nai River, and canals; develop public urban greenery, ensuring an average of 4 square meters per person in the old inner city, 17 square meters per person in the new inner city and suburban cities.
Form a green belt to protect the environment and maintain urban ecological balance, limited from Ring Road 3 (Ben Luc, Duc Hoa (Long An), Cu Chi District, Thu Dau Mot, Bien Hoa), the Vam Co River, Soai Rap River, and Dong Nai River.
Preserve the approximately 33,000 hectares of mangrove ecological forest in Can Gio district, historical forests, and other protective forests in Cu Chi and Binh Chanh districts, combined with green belts along major traffic axes leading to the city center and along the Nha Be, Long Tau riverbanks, to protect nature and maintain urban ecological balance;
+ Existing and newly constructed security and defense facilities will be planned, arranged, and located reasonably according to the planning;
c) Regarding urban architecture and landscape;
- Renovation of old inner-city areas must ensure the preservation and enhancement of cultural and historical heritage, valuable architectural works, infrastructure improvement, relocation of housing along canals and rivers to provide new living conditions for residents to improve their housing, increase green space areas, and public service facilities; on-site reorganization, transfer, or change of land use for production bases within the city to generate capital; relocation of industrial, small-scale industrial, and warehouse facilities causing pollution to suburban areas, gradually improving the environment and protecting the urban environment;
- New development areas must be built in a modern, civilized, and sustainable manner; focusing on developing green systems, parks, water surfaces; organizing new urban areas with modern and integrated infrastructure, increasing average building heights, fully exploiting underground and above-ground spaces, low construction density, prioritizing open space land; constructing production zones, commercial centers, service, training, and research facilities, leisure and entertainment areas, meeting the growing material and spiritual needs of the people;
5. Regarding transportation planning and technical infrastructure;
a) Regarding transportation;
+ Transportation infrastructure must prioritize synchronized development with other technical infrastructure projects to effectively serve economic, social activities, security, and defense of the city;
+ The land area for building transportation infrastructure, including both dynamic and static transportation systems, must reach an average of 25% of urban land;
+ Urban transportation development must focus on public passenger transport, ensuring that the proportion of public passenger transport reaches 30% in 2010 and 50% in 2020;
- Regarding roads:
+ Complete the network of ring roads and main external traffic axes of the city, combining with key projects, traffic intersections, and inter-provincial bus stations in the outskirts including the outer ring road (expressway ring road), the proposed high-speed road from Thu Thiem to National Highway 51 (Dong Nai, Ba Ria-Vung Tau), Ha Noi Road, Old National Highway 1A and New National Highway 1A to Bien Hoa and western provinces, National Highway 13, 22 to Binh Duong and Tay Ninh, provincial roads 12, 15, 16 connecting the city's inner and outer suburbs with surrounding provinces, provincial roads 10, 50 to Duc Hoa, Can Giuoc (Long An), Vinh Phuoc Road linking down to the Hi Phuoc Industrial Zone and to Can Gio, connected with ring roads and outer city trunk roads;
+ Construct, expand, and upgrade existing main urban traffic roads including bridges, combine with expanding and constructing new important traffic intersections and signal systems, connecting networks from intersections to the city's central traffic control center; evenly distribute parking lots, starting points, end points, and stops of the bus network, ensuring an average distance of about 500-600 meters from functional zones to bus stop points on public transport routes;
+ Complete and modernize the road system in new development areas, synchronizing with other technical infrastructure projects;
+ Upgrade, expand: Sai Gon Bridge, Dong Nai Bridge (small Dong Nai Bridge and large Dong Nai Bridge); Binh Loi Bridge, Binh Trieu Bridge, Binh Phuoc Bridge, Phu Long Bridge (connecting District 12 to Lai Thieu); Phu Cuong Bridge (connecting Cu Chi to Thu Dau Mot) and some other bridges;
Construct new bridges over the Saigon River; at Phu My connecting Binh Thuan Road through Cat Lai (District 2) to close the outer ring road (expressway ring road); at Thu Thiem (bridge and tunnel, bridge constructed first) connecting the new Thu Thiem Center; at An Phu (District 2) connecting to Thanh Da (Binh Thanh District); at Thanh Da connecting to Thu Duc District; a new Binh Loi Bridge to close the inner ring road, An Phu Dong Bridge connecting District 12 to Thu Duc; across Dong Nai River; at District 9 connecting the expressway to Long Thanh and the outer ring road to Nhon Trach; on Soai Rap River; at Long Thoi (Nha Be) connecting the southern expressway to Can Gio and across Long Tau River to Nhon Trach (Dong Nai) and some bridges on other rivers and canals...
- Regarding railways:
+ Construct the city's railway system connected to the national railway network heading towards Loc Ninh, western regions, central Vietnam, and Ba Ria-Vung Tau Province;
+ Prepare investment and construct the city's urban rail transit system using underground (subway), elevated, or surface solutions, but must ensure technical feasibility, traffic safety, financial viability, and national defense and security;
+ Construct the main railway station at An Binh (Binh Duong), some central passenger stations at Binh Trieu (Thu Duc), Tan Kien (Binh Chanh), and Thu Thiem (District 2)... The Hoa Hung Station will be converted into an intra-city railway station;
- Regarding inland waterways;
+ Limit expansion and development of ports within the old city such as Sai Gon Port, Ben Nghe, Tan Thuan, Tan Cang, Ba Son;
+ Plan to build new ports at Hi Phuoc and Can Gio to meet marine and river transport demands for the city and region, gradually renovating old city ports for river tourism;
The total capacity of the city's port clusters can handle 60-70 million tons per year;
||| Strengthen the exploitation of inland waterway routes on the Soài Rạp, Cây Khô, and Cần Giuộc rivers; construct new river ports at Phú Định, Cây Khô, Tân Túc, and Cần Giuộc with a capacity of over 10 million tons per year; maintain some small river ports on the Đồng Nai and Nhà Bè rivers until 2005-2010; gradually relocate the Bình Đông port and its associated facilities to the new port construction site; improve and restore peripheral canal systems for both public transportation and urban drainage purposes.
||| Construct a defense port in the southern part of the city.
||| Regarding aviation;
||| Complete and upgrade the international airport Tân Sơn Nhất to reach a capacity of 10 to 12 million passengers per year.
||| Plan to build a new international airport in Long Thành (Đồng Nai) with a capacity of 20 to 30 million passengers per year.
||| b) Regarding technical environmental preparation for land:
||| Improve and construct stormwater drainage systems, where in the old downtown area, continue using the common stormwater and sewage drainage system; in newly developed areas, use separate enclosed stormwater and sewage drainage systems, combined with open drainage systems including existing rivers, canals, and lakes.
||| Improve and construct new flood control reservoirs, combining with landscape creation and local earthwork balance for urban and industrial areas; construct riverside roads in urban areas, combined with retaining walls and tree planting.
c) Regarding water supply:
||| The water demand by 2010 will be 2,800,000 cubic meters per day-night, and by 2020 it will be 3,635,000 cubic meters per day-night.
||| The standard for domestic water supply by 2010 will be approximately 150 to 180 liters per person per day, with 90 to 95% of the urban population supplied with water, and by 2020 it will be 180 to 200 liters per person per day, with 95 to 100% of the urban population supplied with clean water.
||| Reasonably exploit surface water resources from the Đồng Nai River, Sài Gòn River, and Đông Củ Chi Canal, combined with limited exploitation of groundwater in Hóc Môn and Bình Hưng (Bình Chánh) areas.
||| Plan to renovate the old system and construct a new network of water distribution pipelines in the old and developing urban areas.
d) Regarding electricity supply:
||| The power supply for the city will be balanced within the national power grid.
||| Renovate and construct 500 KV, 220 KV, 110 KV, and 22 KV transmission lines and substations to ensure modernity, aesthetics, and safety in operation.
||| Renovate and upgrade the 500 KV Phú Lâm substation, and construct additional 500 KV substations in Nhà Bè, Cát Lái (district 2), and Bình Chiểu (district Thủ Đức).
||| Be consistent with the overall power development plan for each stage.
||| Urban wastewater discharge and sanitation:
||| Gradually improve pollution in canals and streams through localized waste treatment solutions; renovate and enhance the drainage capacity of canals and streams to self-cleanse.
||| Strengthen localized wastewater treatment solutions in both old and new urban areas; in the old urban area, construct basic infrastructure and encircling sewers to divert most wastewater to treatment sites; in the new urban area, construct a separate wastewater drainage system.
||| In the future, construct large centralized wastewater treatment plants in the directions of Nhà Bè, Vĩnh Lộc, Cần Giuộc, Cát Lái, and other suitable locations.
||| Continue using existing cemeteries without expanding Bình Hưng Hòa cemetery and other new district cemeteries; construct two new cemeteries in Đa Phước (Bình Chánh) and Nhơn Đức (Nhà Bè).
||| Renovate and construct the Đông Thạnh, Gò Cát landfill sites, and the Đa Phước, Vĩnh Lộc waste processing zones, ensuring that 100% of the city's waste is collected and processed according to modern technology by 2020.
Article 2. ||| The Hồ Chí Minh City People's Committee shall coordinate with the Ministry of Construction and relevant ministries and sectors to implement the Prime Minister's Decision on adjusting the General Plan for Hồ Chí Minh City until 2020.
||| 1. Approve the adjusted general plan file for the city until 2020 after obtaining the unified opinion of the Ministry of Construction.
||| 2. Organize the announcement of the adjusted general plan for the city until 2020 for public knowledge, inspection, and implementation.
||| 3. Develop annual and long-term plans to implement the city's renovation and construction plan.
Article 3
||| 1. Establish a Steering Committee for Planning and Construction of Hồ Chí Minh City chaired by a Deputy Prime Minister; the Minister of Construction and the Chairman of the Hồ Chí Minh City People's Committee as deputy chairmen, and members being leaders of the Ministries of National Defense, Transport, Planning and Investment, Industry, Agriculture and Rural Development, Culture and Information, Finance, Science, Technology and Environment, Government Office, Civil Service Bureau, Land Administration General Department, State Bank of Vietnam.||| The Steering Committee shall cooperate with the Hồ Chí Minh City People's Committee and the People's Committees of related provinces to implement the approved planning.
||| 2. The Steering Committee for Planning and Construction of Hồ Chí Minh City shall have an operational body at the Hồ Chí Minh City People's Committee and operate under regulations determined by the chairman.
||| The Chairman of the Hồ Chí Minh City People's Committee; Ministers, Heads of ministerial-level agencies; Heads of government agencies; Chairmen of the People's Committees of related provinces and cities are responsible for implementing this Decision.
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
The Chairman of the People's Committee of Ho Chi Minh City; the Minister, Head of a ministerial-level agency; the Head of a government agency; the Chairmen of the People's Committees of the provinces and cities concerned shall be responsible for implementing this Decision.
