Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Resolution No. 49/CP dated August 4, 1993 of the Government on the development of information technology in the country during the 1990s;
Pursuant to Decision No. 54/1998/QĐ-TTg dated March 3, 1998 of the Prime Minister promulgating the Management and Operation Regulations for Technology-Economic Programs: Information Technology, Biotechnology, Materials Technology, and Automation Technology;
Considering the proposal of the Minister of Science, Technology, and Environment.
DECISION:
Article 1. Establish the Steering Committee for the Technology-Economic Program on Information Technology to assist the Prime Minister in implementing the Technology-Economic Program on Information Technology.
Article 2. The Steering Committee has the tasks and authorities:
1. Based on the economic and social development strategy and the science and technology development strategy, develop the overall plan, five-year plan, and annual plan to implement the Technology-Economic Program on Information Technology for approval by the Prime Minister.
2. Organize and direct the implementation of the Technology-Economic Program on Information Technology according to Decision No. 54/1998/QĐ-TTg dated March 3, 1998 of the Prime Minister promulgating the Management and Operation Regulations for Technology-Economic Programs; coordinate with competent agencies to appraise, approve, and allocate funds for projects under the Program in accordance with current regulations, while monitoring, guiding, and inspecting the implementation of projects by ministries, sectors, and localities; report to the Prime Minister for consideration and resolution of issues arising beyond their authority during the implementation of the Program, and have the right to advise ministries, sectors, and localities on organizing the implementation of Program projects.
3. Coordinate with relevant agencies to develop policies, systems, and measures to implement the Technology-Economic Program on Information Technology for issuance by the Prime Minister; issue guidance documents and inspect the implementation of regulations related to the management and operation of the Technology-Economic Program on Information Technology.
4. Report periodically as required on the implementation of the Program and coordinate with relevant agencies to evaluate and accept the results of Program projects.
Article 3. Entrust the Ministry of Science, Technology, and Environment to lead the Technology-Economic Program and Information Technology. The members of the Steering Committee for the Technology-Economic Program on Information Technology include:
1. Chairperson: Minister of Science, Technology, and Environment,
2. Deputy Chairperson: Deputy Minister of Science, Technology, and Environment,
3. Secretary member: Representative from the Ministry of Science, Technology, and Environment,
4. Members are representatives of the following agencies:
- Ministry of Planning and Investment,
- Ministry of Finance,
- Ministry of Education and Training,
- Ministry of Industry,
- National Post and Telecommunications Corporation,
- Ministry of Public Security,
- National Center for Natural Sciences and Technology,
- Ministry of National Defense,
and the Chairperson of the State-level Research and Development Program on Electronics-Information Technology-Telecommunications.
Specific members of the Steering Committee will be introduced by the above agencies after reaching consensus with the Chairperson of the Steering Committee. The Minister of Science, Technology, and Environment, who also serves as the Chairperson of the Technology-Economic Program on Information Technology, is responsible for reporting to the Prime Minister the list of specific members of the Steering Committee and any changes (if any) during the implementation of the Program.
Article 4. The tasks and authorities of the members of the Steering Committee for the Technology-Economic Program on Information Technology are stipulated as follows:
1. The Chairperson is responsible for the general work of the Committee and bears responsibility before the Prime Minister for all activities of the Committee.
2. The Deputy Chairperson assists the Chairperson in directing and managing the activities of the Committee according to the division of labor by the Chairperson.
3. Members of the Steering Committee have the task of participating in providing opinions, discussing, and deciding on the contents of the Committee's activities, and performing tasks assigned by the Chairperson. The Steering Committee may have Collaborators to assist as needed.
Article 5. The Steering Committee for the Technology-Economic Program on Information Technology has a permanent office located at the Ministry of Science, Technology, and Environment, which is permitted to use the seal and account of the Ministry of Science, Technology, and Environment. The Director of the Office is the Secretary member of the Steering Committee. The number of staff, tasks, and organization of the Office, as well as other provisions regarding the operation of the Steering Committee, are regulated by the Minister of Science, Technology, and Environment serving as the Chairperson of the Program.
The operating budget of the Permanent Office of the Steering Committee is provided from the state budget through the Ministry of Science, Technology, and Environment, from the Program's budget approved annually by the competent authority. The Ministry of Science, Technology, and Environment is responsible for settling the allocated budget according to the current financial system.
Article 6. This Decision shall take effect fifteen days from the date of signature.
The Minister of Science, Technology, and Environment serving as the Chairperson and members of the Steering Committee for the Technology-Economic Program on Information Technology, Ministers, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairpersons of People's Committees of provinces and centrally-administered cities are responsible for implementing this Decision./.
