Regulations on signs, position plates, duty bands, inspection bands under the People's Public Security

regulations in the People's Public Security

Pursuant to the Law on People's Police dated November 20, 2018;

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

At the proposal of the Director of the Political and Ideological Work Department;

The Minister of Public Security promulgates this Circular stipulating signs, position plates, duty bands, inspection bands under the People's Public Security regulations in the People's Public Security.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates signs, position plates, duty bands, inspection bands under the People's Public Security regulations in the People's Public Security, including: Signs for headquarters of agencies and units; directional signs; office signs; position plates for leaders and commanders; representative position plates; command duty signs, duty band, direct service to citizens signs; duty bands, inspection bands under the People's Public Security regulations in the People's Public Security.

Article 2. Applicability

This Circular applies to:

1. Units under the Ministry of Public Security, academies, public security schools, agencies, units, security enterprises, hospitals; provincial and centrally-administered city public security forces (hereinafter referred to collectively as public security units and localities).

2. Officers, non-commissioned officers, conscript soldiers, students at academies and schools within the People's Public Security (hereinafter referred to collectively as cadres and soldiers).

3. Individuals, agencies, organizations related.

This Circular does not apply to public security agencies and units with headquarters located abroad; it does not apply to agency headquarters signs for intelligence units or reconnaissance units requiring socialization.

Article 3. Use of signs, position plates, duty bands, inspection bands under the People's Public Security regulations in the People's Public Security

1. Signs are used for the headquarters of public security units and localities, common-use rooms (such as conference halls, meeting rooms, classrooms, warehouses), offices of units and offices of leaders and commanders at all levels of the People's Public Security.

2. Position plates are used to place on the desks of leaders and commanders from company level and above in the People's Public Security who share offices; placed in the center, facing the seating position of representatives in conferences, seminars, competitions.

3. Command duty signs, duty band, direct service to citizens signs are used to place on the desk where public security officials perform command duty, duty, and direct service to citizens.

4. Duty bands, inspection bands under the People's Public Security regulations are used when cadres and soldiers perform duty and inspection tasks under the People's Public Security regulations.

Article 4. Presentation of signs, position plates, duty bands, inspection bands under the People's Public Security regulations in the People's Public Security

1. Presentation of signs for independent agency and unit headquarters:

a) The position of the emblem (National Emblem or Public Security Emblem) in the center and top of the sign;

b) The name of the agency or unit on the sign is presented in uppercase Vietnamese characters, the name must be accurately recorded according to the decision establishing the agency or unit; the name in English or another foreign language (for units located in border areas) must be presented in uppercase letters below the Vietnamese name and have a font size no larger than 2/3 the size of the Vietnamese name.

The name of the managing agency (if any) is written in uppercase Vietnamese characters, with a font size no larger than 2/3 the size of the unit name on the sign.

Agencies and units that present their names in English (or another foreign language) shall follow the unified guidelines provided by the Minister of Foreign Affairs for translating National Emblem, names of agencies and units, and leadership positions in the state administrative system into English for external transactions, if there are any issues, they should refer to the National Translation Center of the Ministry of Foreign Affairs for specific translation methods;

c) The address of the agency or unit on the sign is presented in uppercase Vietnamese characters, with a font size no larger than half the size of the Vietnamese name of the agency or unit.

2. Presentation of signs for units sharing headquarters, common-use rooms, and offices:

a) The position of the Public Security Emblem in the center and top of the sign;

b) The names of signs for units sharing headquarters and offices are presented in uppercase Vietnamese characters; if it is necessary to present in English, it must be shown in uppercase letters below the Vietnamese name and have a font size no larger than 2/3 the size of the Vietnamese name.

3. Presentation of signs for leaders' and commanders' offices; position plates:

a) The position of the Public Security Emblem in the center and top of the sign;

b) The rank title on the sign or position plate is presented in lowercase Vietnamese characters; the leader's or commander's name and position are presented in uppercase Vietnamese characters.

If leaders and commanders share an office, the name of the command board or leadership room on the sign is presented in uppercase Vietnamese characters.

If leaders and commanders share an office with cadres and soldiers, the presentation of the sign is the same as for unit offices.

4. Presentation of command duty signs, duty band, direct service to citizens signs:

a) The position of the Public Security Emblem in the center and top of the sign;

b) The text "command duty," "duty," or "direct service to citizens" on the sign is presented in uppercase Vietnamese characters;

c) The rank title on the sign is presented in lowercase Vietnamese characters; the name and position (if any) of the duty officer are presented in uppercase Vietnamese characters.

5. The text on duty bands and inspection bands is presented in uppercase Vietnamese characters.

6. Abbreviations are as follows: Public Security (CA), People's Public Security (CAND), People's Security (ANND), People's Police (CSND), City Public Security (CATP), Town Public Security (CATX), Traffic Police (CSGT), Mobile Police (CSCD), Protective Police (CSBV), Fire Prevention and Control Police (CS PCCC&CNCH), Order Maintenance Police (CSTT), General Staff (TMTH), City (TP), District (Q), County (H), Town (TX), Commune (X), Ward (P).

Chapter II

SPECIFIC PROVISIONS

Article 5. Signboard of agency and unit headquarters

1. Location of signboard

The signboard of the agency or unit headquarters shall be placed at an appropriate location on the main entrance gate or the front facade of the headquarters (if there is no main entrance gate) of the independent agency or unit, in accordance with architectural design, easily observable, and equipped with nighttime lighting; each agency or unit shall only place one signboard, and if it is located out of sight or far from national highways, provincial roads, or inter-district roads, directional signs must be provided.

In cases where multiple agencies or units share the same main entrance gate, they shall be placed according to the principle that higher-level agencies have their signboards positioned above (or to the right side of the main entrance gate, viewed from outside) those of lower-level agencies; if they are at the same level, they may share one signboard.

2. Content of signboard for independent agency and unit headquarters

The content of the signboard shall be displayed in the following order from top to bottom:

a) National Emblem or Police Emblem;

b) Name of the managing unit or name of the direct superior unit (if applicable);

c) Name of the agency or unit;

d) Text: "REPRESENTATIVE OFFICE" or "PERMANENT OFFICE" (for representative or permanent offices located in local areas);

đ) Name in English or another foreign language;

e) Address of the agency or unit.

The content of the signboard of the Ministry of Public Security shall be implemented according to model BH1; subordinate units of the Ministry shall implement according to model BH2a; permanent offices or representative offices of subordinate units of the Ministry shall implement according to model BH2b; public security organs of provinces and centrally-administered cities shall implement according to model BH2c; units at the department level and below shall implement according to models BH3a, BH3b, BH3c, and BH3d issued together with this Circular.

3. Content of signboard for shared headquarters

The content of the signboard shall be displayed in the following order from top to bottom:

a) Public Security emblem;

b) Name of the managing unit;

c) Names of the units arranged in the order specified in the numbering list of the Ministry of Public Security (Vietnamese name in uppercase letters at the top, English name in uppercase letters at the bottom);

d) Address of the unit headquarters.

The content of the signboard for units sharing a common signboard shall be implemented according to model BH2d issued together with this Circular.

4. Shape, size, material, and color

a) Signboard of the Ministry of Public Security

Shape: Rectangular signboard;

Size: Length not less than 2,400 mm, width not less than 1,200 mm; diameter of the National Emblem not less than 390 mm; designed harmoniously and suitable for the size of the main entrance gate or the front facade of the Ministry of Public Security headquarters;

Material and color: Red granite base, National Emblem and raised characters in gold;

b) Signboard of subordinate units of the Ministry with independent headquarters; subordinate units of the Ministry sharing a common signboard; public security organs of provinces and centrally-administered cities.

Shape: Rectangular signboard;

Size: Length not less than 1,600 mm, width not less than 800 mm; designed harmoniously and suitable for the size of the main entrance gate or the front facade of the agency or unit headquarters;

Material and color: Red granite base, Police Emblem with double pine branches in gold surrounding and raised characters in gold;

c) Signboard of units at the department level, district level, and equivalent; units sharing a common signboard.

Shape: Rectangular signboard;

Size: Length not less than 450 mm, width not less than 350 mm;

Material and color: Red acrylic base, characters in gold; Police Emblem with double pine branches in gold surrounding;

d) Signboard of units at the ward level, post level, team level, station level, and equivalent levels or lower

Shape: Rectangular box signboard, designed harmoniously and suitable for the size of the main entrance gate or the front facade of the agency or unit headquarters, with lighting installed inside the box;

Size: Length not less than 450 mm, width not less than 100 mm, height not less than 350 mm;

Material and color: Metal frame, red acrylic base, characters in gold; Police Emblem with double pine branches in gold surrounding.

5. If an agency or locality has the same name as another agency or locality, the signboard must include the name of the agency or locality before the name of the managing unit or the administrative superior unit, separated by a hyphen (-), for example: "POLICE WARD 2 - DISTRICT 3". If the unit name consists of multiple words or numbers, it should be written in two or three lines, without hyphens at the beginning and end of each line.

6. Directional sign: Rectangular shape (width equal to 2/3 of the length), designed harmoniously, and sized appropriately for the area where the sign is placed. The sign surface is made of a steel and iron alloy, both sides coated with anti-corrosion paint; the front surface is red, with the Police Emblem centered at the top, the unit name and arrow indicating the direction in yellow, showing the distance from the directional sign to the unit headquarters (models BC10a and BC10b issued together with this Circular).

Article 6. Signboards for common-use rooms and offices

1. Location of signboard

The distance between the signboard and the main door frame of the room is 30 mm; depending on the specific architectural design of the room's door, the signboard shall be placed at one of the following positions:

a) In the center, above the main door of the room;

b) On the right (or left) side of the main door of the room, 1,700 mm from the floor surface.

2. Content of the signboard

a) For the signboard of common-use rooms and offices of units: In the center, above, there is the Police emblem surrounded by a double pine branch in yellow; below it clearly states the name of the unit or the unit's designation.

For different units within the same compound, the signboard should first state the unit's designation followed by the direct managing unit's designation, for example: "ROOM 8 - X03", "TEAM 3 - PX03" or "TEAM 1 - ROOM 9 - H07".

For units with independent headquarters or common-use rooms and offices of subordinate units within the same compound, the signboard only needs to clearly state the name or designation of the subordinate unit without the need to include the direct managing unit's name, for example "STRATEGIC PLANNING DEPARTMENT" or "ROOM 1"; "COMBINED STRATEGIC PLANNING TEAM" or "TEAM 1".

b) For the signboard of the office of leaders and commanders who have their own private offices: In the center, above, there is the Police emblem surrounded by a double pine branch in yellow; below it has two rows of text, in order: The first row states the rank, name; the second row states the position. (the BHPR4a and BHPR4b models issued together with this Circular).

For leaders and commanders of different units who have their own private offices within the same compound, the second row of text should state the position and the name or designation of the specific unit, for example: "DIRECTOR - X03", "DEPUTY DIRECTOR - X03".(the BHPC4c and BHPC4d models issued together with this Circular).;

c) For the signboard of the office shared by leaders and commanders, the content of the signboard should state "unit leadership" or "unit command team", for example: "LEADERSHIP OF ROOM 1", "COMMAND TEAM OF POLICE STATION 2", "COMMAND TEAM OF BATTALION 3".(the BHPC4e, BHPC4g, and BHPC4h models issued together with this Circular).;

3. Shape, size, material, color:

a) Shape and size: The signboard is rectangular, with a length of 400 mm and a width of 200 mm.

b) Material and color: Made of transparent Mica in blue, white letters, white border, the Police emblem surrounded by a double pine branch in yellow.

Article 7. Position signs, duty officer signs, duty room signs, citizen service signs

1. Position sign shaped like a T (upside down), made of transparent Mica, with a 90-degree angle between the base and the signboard; the signboard is rectangular with a central slot for holding the sign. The sign is hard paper, rectangular, red on both sides, with a yellow border, yellow letters, in the center, above, there is the Police emblem surrounded by a double pine branch in yellow; below it has two rows of text, in order from top to bottom: The first row is the rank and name of the leader or commander; the second row is the position of the leader or commander. (Model BCD5 issued together with this Circular).

2. Duty officer signs, duty room signs, citizen service signs.

Units organizing duty officer shifts, duty room shifts, and citizen service shifts must have duty officer signs, duty room signs, and citizen service signs. The form, style, size, color, and font of these signs are similar to those of the position sign, differing only in the content of the rows of text below the Police emblem as follows:a) The duty officer sign has three rows of text from top to bottom: The first row states "DUTY COMMANDER", the second row states the rank and name, the third row states the position of the person on duty.

(Model BT6a issued together with this Circular). b) The duty room sign and citizen service sign have two rows of text from top to bottom: The first row states "ON DUTY", "CRIMINAL DUTY", or "CITIZEN SERVICE", the second row states the rank and name of the person on duty.;

(Models BT6b and BT6c issued together with this Circular). 3. Delegate position signs

Based on the location, nature, and composition of participants in meetings, seminars, ceremonies, and conferences, delegate position signs should be used appropriately, reflecting seriousness and solemnity. Delegate position signs are similar to position signs, with the second row of text stating the position (if applicable) along with the name or number of the delegate's unit.

(Model BĐB7a issued together with this Circular). For delegates outside the police force, the delegate position sign does not include the Police emblem, the first row states "Comrade" or "Mr./Ms.", followed by the name, the second row states the position (if applicable) and the unit name.(Model BĐB7b issued together with this Circular). For scientific meetings, the delegate position sign should fully state the scientific title, academic rank, and degree.(Models BĐB7c and BĐB7d issued together with this Circular). 4. Placement of signs: Place them centrally, in front of where the officers and soldiers sit, about 100 mm away from the edge of the table, with both sides of the sign facing outward and inward towards the seating area of the officers and soldiers (The duty commander sign is placed next to the duty room sign)..

4. Position of the sign: Placed centrally, in front of where the officers and soldiers are seated, at a distance of approximately 100 mm from the outer edge of the table, with both sides of the sign facing outward and inward towards the seating position of the officers and soldiers (The command duty sign is placed adjacent to the position of the duty sign).

Article 8. Duty Shift Armband

1. The duty shift armband is made of red fabric with yellow borders; dimensions: height 100 mm, circumference 400 mm; in the center, it is embroidered with the Vietnamese phrase "TRỰC BAN" in uppercase yellow letters. (Model BT8 issued together with this Circular).

2. The duty shift armband is fastened horizontally with a pin and worn neatly on the upper arm of the left hand, with the phrase "TRỰC BAN" facing outward.

Article 9. Inspection Command Armband

1. The inspection command armband is made of red fabric with yellow borders. At the top, with a height of 160 mm, it has two notches on both sides, a width of 45 mm, and an elliptical buttonhole for attaching to the shoulder button of the uniform; at the center-top is the Police Emblem surrounded by a double pine branch in yellow; at the bottom edge, with a width of 370 mm, when joined together, the height is 80 mm and the circumference is 400 mm; in the center, it is embroidered with two rows of Vietnamese phrases in uppercase yellow letters, the top row reads "KIỂM TRA," and the bottom row reads "ĐIỀU LỆNH CAND." (Model BKT9 issued together with this Circular).

2. Method of wearing: The inspection command armband is worn neatly on the upper arm of the left hand, with the top part attached to the shoulder button of the uniform, the Police Emblem and the phrase "KIỂM TRA ĐIỀU LỆNH CAND" facing outward.

Article 10. Management and Use of Badge, Rank Badge, Duty Shift Armband, and Inspection Command Armband in the People's Public Security Force

1. Heads of units and local public security agencies shall direct the management of the use of badges, rank badges, duty shift armbands, and inspection command armbands within their respective units and localities.

2. When these items are damaged, old, lost, or when there is a change in position or rank, the heads of the units and local public security agencies shall directly direct the replacement to ensure service for the unit's operations.

Chapter III

IMPLEMENTING PROVISIONS

Article 11. Effective Date

This Circular takes effect from January 1, 2021, replacing Circular No. 30/2017/TT-BCA dated September 12, 2017, issued by the Minister of Public Security regarding badges, rank badges, duty shift armbands, and inspection command armbands in the People's Public Security Force.

Article 12. Responsibility for Implementation

1. Heads of subordinate units under the Ministry; Directors of Public Security Departments of provinces and centrally-administered cities; Directors of academies and Principals of Public Security colleges are responsible for organizing the implementation of this Circular.

2. The Party Work and Political Affairs Department is responsible for urging and inspecting the implementation. The Planning and Finance Department ensures funding for the implementation of this Circular.

During the process of implementation, if there are any difficulties, Public Security units and localities shall promptly report to the Ministry (through the X03 Bureau) for guidance./.
