PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Labor Code dated June 26, 1994;
Pursuant to the Resolution of the National Assembly on tasks for 1998;
Considering the proposal of the Minister of Labor, War Invalids and Social Affairs at Document No. 93/CSLĐ dated November 17, 1997, Document No. 1653/BLĐTBXH-CSLĐ dated May 23, 1998, and the opinion of the Minister of Planning and Investment at Document No. 2994 BKH/VPTĐ dated May 7, 1998.
DECISION:
Article 1. Approve the National Target Program on Employment until 2000 (attached hereto) with the following main contents:
1. Name of the Program: National Target Program on Employment until 2000.
2. Management Agency of the Program: Ministry of Labor, War Invalids and Social Affairs.
3. Objectives of the Program:
a) Long-term basic objectives:
Creating new jobs and ensuring employment for workers who have the ability to work and job-seeking requirements; implementing measures to assist unemployed individuals to quickly obtain jobs, those lacking sufficient work to have adequate employment, especially providing specific assistance policies for vulnerable groups in the labor market; thereby reasonably addressing the relationship between economic growth and employment for workers, aiming to gradually achieve social equity and progress.
b) Specific Objectives:
Each year, attract an additional 1.3 to 1.4 million workers with job opportunities, reduce the unemployment rate in urban areas to 5%, and increase the labor utilization rate in rural areas to 75% by 2000.
4. Specific activities of the Program:
a) Organizing research, analysis, and evaluation of the impact of macro policies and proposals on job creation and reduction to recommend solutions; organizing the development and review of targets for new job creation and reduced job opportunities in national plans, programs, and projects.
b) Strengthening the effective implementation of direct support activities to address employment for vulnerable groups in the labor market.
c) Organizing employment service activities for unemployed and underemployed individuals to register for job search at facilities within the national employment service system and employment services for employers when requested.
d) Conducting labor and employment surveys; collecting, processing, and publishing information on the labor market annually.
đ) Organizing investment in construction and equipment for employment service centers based on selecting and reorganizing existing employment promotion centers in provinces and centrally-administered cities and satellite facilities of these centers in towns, townships, market towns, and concentrated industrial zones to ensure the implementation of employment service activities in the labor market.
e) Vocational training and retraining according to apprenticeship contracts linked to employment for registered unemployed individuals, mainly young rural workers at vocational training facilities of employment service centers or other vocational training facilities introduced by these centers.
g) Training, instructing, and enhancing the skills of employment service staff of the Program and management staff of the National Target Program on Employment and local employment resolution programs once or twice a year.
h) Investing in construction and upgrading of equipment for vocational training facilities under the provincial and centrally-administered city employment service center systems and specialized vocational training facilities for disabled persons to ensure the capacity to implement the Program's training activities.
i) Organizing loans for unemployed and underemployed individuals to create their own jobs; employers to provide stable jobs for registered unemployed individuals; enterprises employing many female workers to ensure employment for workers; vocational training and job creation for disabled workers.
k) Developing and supplementing policies to ensure the implementation of the Program; organizing labor market information activities, publicity, inspection, and evaluation of the Program's implementation.
5. Budget of the Program:
a) The National Employment Support Fund until 2000 is estimated at 4.8 trillion VND, which will be detailed and allocated in annual plans for each activity of component projects.
b) Sources of investment capital: State budget; Assistance from other countries; Other sources.
6. Management Mechanism of the Program: The construction, approval, and implementation of component projects of the National Target Program on Employment shall be carried out in accordance with Decision No. 05/1998/QĐ-TTg dated January 14, 1998 of the Prime Minister on managing National Target Programs.
Article 2. Assign the following agencies the responsibility for managing and implementing the National Target Program on Employment:
1. The Ministry of Labor, War Invalids and Social Affairs is responsible for managing the Program; submitting
2. The Ministry of Planning and Investment is responsible for: Balancing and allocating annual plans to implement the Program in coordination with the Ministry of Labor, War Invalids and Social Affairs according to current planning regulations.
3. The Ministry of Finance is responsible for: Allocating and ensuring the state budget for the new annual National Employment Support Fund to implement the Program in accordance with the State Budget Law.
4. Provincial People's Committees and centrally-administered city People's Committees organize the development and implementation of local employment resolution programs, establish local employment resolution funds in accordance with the Labor Code; implement the contents of the National Target Program on Employment at the local level; report periodically to
Article 3. Requesting mass organizations to participate in implementing the National Target Program on Employment within their respective activities, while also participating in supervising the implementation of the National Target Program on Employment by relevant authorities.
Article 4. This Decision takes effect fifteen days after the date of signature.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and municipal People's Committees directly under the Central Government are responsible for implementing this Decision.
