THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Based on the Veterinary Ordinance 2004;
Amending and supplementing the Model Inspection and Quarantine Animal Health Records and Sanitary Inspection Regulations issued together with Decision No. 86/2005/QĐ-BNN dated December 26, 2005 of the Minister of Agriculture and Rural Development as follows:
Article 3. The inspection and quarantine animal health records and sanitary inspection records are supplemented as follows:
DECISION:
Article 1. 12. Supplement "Certificate of Inspection for Animals Transported Within the Province (Form 12a)";
13. Supplement "Certificate of Inspection for Animal Products Transported Within the Province (Form 13a)";
14. Supplement "Certificate of Inspection for Animals Transported Outside the Province (Form 14a)";
15. Supplement "Certificate of Inspection for Animal Products Transported Outside the Province (Form 15a)".
Article 7. Implementation Organization (Clause 4) is amended and supplemented as follows:
4. Authority to issue certificates of inspection for animals and animal products and sanitary inspections:
a) District, County, City, Town Animal Health Stations (hereinafter referred to as District Animal Health Stations) are authorized to carry out inspections and issue certificates of inspection for animals and animal products transported out of the district within the province in accordance with the provisions of the law.
b) Provincial Animal Health Departments (hereinafter referred to as Provincial Animal Health Departments) are authorized to carry out inspections and issue certificates of inspection for animals and animal products transported outside the province in accordance with the provisions of the law.
Provincial Animal Health Departments shall periodically and urgently inspect the sanitary conditions of breeding facilities, production and business facilities for livestock breeds, slaughterhouses, and initial processing facilities for animal products serving domestic consumption.
c) In cases where District Animal Health Stations and Provincial Animal Health Departments do not authorize veterinary inspectors to conduct inspections and issue certificates of inspection, they shall conduct inspections of animals and animal products and issue certificates of inspection according to the models specified in Clauses 12, 13, 14, and 15 of Article 3 of the Model Inspection and Quarantine Animal Health Records and Sanitary Inspection Regulations issued together with Decision No. 86/2005/QĐ-BNN dated December 26, 2005 of the Minister of Agriculture and Rural Development.
Responsibilities of the Heads of Provincial Animal Health Departments and District Animal Health Stations:
1. Authorize staff with sufficient professional competence and professional ethics to conduct inspections and issue certificates of inspection for animals and animal products transported within the country.
Article 2. 2. Notify relevant agencies and departments of the list of staff authorized to conduct inspections and issue certificates of inspection for animals and animal products.
3. Be responsible for authorizations and regularly guide, inspect, and supervise inspections and issuance of certificates of inspection for authorized staff.
Assign the Director of the Department of Animal Health to implement:
1. Provide guidance on standards, organize training, and issue veterinary inspection cards for staff authorized to conduct inspections and issue certificates of inspection for animals and animal products transported within the country.
Article 3. 2. Periodically and urgently inspect Provincial Animal Health Departments, District Animal Health Stations, and authorized veterinary inspectors in conducting inspections and issuing certificates of inspection for animals and animal products transported within the country.
The Head of the Office of the Ministry, the Director of the Department of Animal Health, the Heads of units under the Ministry, the Directors of Provincial Departments of Agriculture and Rural Development, and the Heads of Provincial Animal Health Departments directly under the Central Government are responsible for implementing this Decision./.
2. Periodic and ad hoc inspections shall be conducted for provincial Animal Health Bureaus, district Animal Health Stations, and authorized veterinary inspectors responsible for inspecting and issuing certificates of inspection for animals and animal products transported within the country.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 5. The Director of the Ministry's Office, the Director of the Department of Animal Health, the Heads of units under the Ministry, the Directors of Provincial Departments of Agriculture and Rural Development, and the Provincial Animal Health Bureaus under centrally governed cities are responsible for implementing this Decision./.
